About this file
This document contains instructions for the Historically Underutilized Business (HUB) Subcontracting Plan required as part of Solicitation No. 608-25-91551 for a Motor Carrier Oversize/Overweight Routing and Permitting System issued by the Texas Department of Motor Vehicles (TxDMV). The solicitation is seeking offers for the maintenance, support, enhancement, and hosting of TxDMV's existing web-based Texas Permitting and Routing Optimization System (TxPROS), which is used by trucking companies to apply for and obtain Texas oversize/overweight permits and routing information. The HUB Subcontracting Plan instructions define a HUB and outline the requirements for respondents to demonstrate a good faith effort to utilize HUBs in the contract.
The pricing terms, set-asides, and funding for this contract opportunity are not explicitly stated in the provided documents. However, the instructions indicate that failure to include a completed HUB Subcontracting Plan in the respondent's submission will result in disqualification, suggesting this is a mandatory requirement. Additionally, the solicitation is being issued by the Finance and Operations - Purchasing Section of TxDMV on behalf of the Motor Carrier Division, implying the contract will be awarded and managed at the state level.
