This document contains the Evaluation Criteria for RFO No. 608-24-91551A, a Request for Offers issued by the Texas Department of Motor Vehicles for the maintenance, support, enhancement, and hosting of the agency's existing web-based Texas Permitting and Routing Optimization System (TxPROS), which is used by trucking companies to apply for and obtain Texas oversize/overweight permits and routing information. The evaluation criteria outline the requirements for respondents, including proof of ability to meet the state's needs, qualifications of staff and key personnel, remediation procedures, continuity of operations and disaster recovery plans, and escalation protocols. The contract will be awarded based on the respondents' proposals, which account for 60 points, and their completed price sheets, which account for 40 points. Respondents must state whether any of their clients have terminated a contract with them for default or assessed liquidated damages within the last five years, and provide the relevant contact information. The successful respondent must be able to begin implementation of the software no later than September 1, 2024.
