Solicitation Title: Project 20-104-ABL-B Generator Replacement at Abilene SSLC
Solicitation Number: HHS0014827
# Reference Question Response
1.
E30.01 E2.06
Sheet E30.01, Gen.#3-Bld. 666. Note 17, runs from EDP-3E to ATS #666. This conduit from EDP is 208v. ATS is 480v. the conduit from the IPC is 480v. feeding the mechanical equipment panel. This will be two different voltages in the transfer switch. This would require a step up transformer from the EDP to the ATS. Please advise.
Yes, step-up transformer is required. See Note by Symbol 25; Sheet E2.06.
2. E31.02
Sheet E31.02-Building 650-drawing #4- shows MDP-600A to feed Panel B 225amp; Panel B 225amp to feed Critical C-650A 225amp panel as well as Life Safety LS a 150amp panel; with the sum being 375amps.
The feeders are not shown from MDP to panel B, and the panel schedule for MDP 650 not shown. I believe this will require an upgrade of Panel B?
No, Panel B does not require upgrade. See Note by Symbol 7; Sheet E31.02.
3. RFP 1.24
I was unable to attend either of the site visits. Is there any way I can get a site visit scheduled and get on the bidders' list?
No. Per RFP Section 1.24, additional tours will not be offered. Respondents need to have attended at least one site visit to submit a response.

E40.01, E3.00, E3.01, E3.02, E3.03
Sheet E31.05 drawing #1; The panel EDP-11 800amp, has a connected load of 1800 amps. The 500KW generator calculation at 240volts is 2,083 amps. Does this need to be a 2000amp distribution panel?
Yes, EDP-11 should be 2000 A. See Sheet E40.01.

5. E5.06 E5.06 note 16- the 2-4" conduits with 4-600kcml and 1-#1/0 grnd. Building 637 and 640 measure over 400'. Has voltage drop calculation been applied to these runs?
Yes, voltage drop has been applied.
6. E5.06, E20.03 E5.06 note 1- the 3000amp disconnect-Will this be pad mounted?
Yes, all disconnects 1200 amps or larger shall be set on concrete pads.
See Details 6 and 7, Sheet E20.03.
7. E5.06, E20.03 E5.06 note 6- shown to be 400 amp wall mounted ATS. I believe this is a type error. Will the ATS be an 800amp? Pad mounted?
Yes, all ATS 1200 amps or larger shall be set on concrete pads. See Details 6 and 7; Sheet E20.03.
8.
E40.01, E3.01, E3.02, E3.03
E40.01 panel schedule for EDP-4 shows Buildings 646-648-644 to be fused at 800amp. Buildings 645 and 646 calls for 600amp safety disconnects fed by one 4" conduit as shown on E3.00. In addition E3.00 shows building 648 to be 400amp while E3.03 note 8 calls for a 600 amp disconnect. Should the panel schedule be followed as fused at 800amp. Changing the disconnects to 800 amp and adding an additional 4" conduit to each?
Yes, panel will be revised to be 600A disconnects with 600A fuses. See Panel EDP-4; Sheet E40.01

E3.01, E2.01, E31.01.
E31.03, E31.04, E31.05, E31.06, E31.07, E7.02, E10.01, E11.02, E12.02, E13.01.
I have noticed the safety disconnect switches are drawn in different places on different drawings. Some are drawn before the disconnect and some after the disconnect. For example E3.01 building 645 the disconnect is before the ATS. E2.01 building 633 the disconnect is after the ATS. On the single lines as well. E31.01 the disconnect is before the ATS and E31.03 drawing 1, the disconnect is after the ATS. If the goal is to kill the utility and leave the emergency power, it should be before the ATS. If the goal is to kill all the power, the disconnect should be after the ATS. Would you like them before the ATS or after the ATS?
Yes, all disconnects shall be after the ATS.
