I. General Information
I.A. The Project
This project is for the design and construction of the Federal Office Building (FOB) Exterior Restoration located in Seattle, WA.
Background: The Seattle Federal Office Building (FOB) occupies a full block of downtown Seattle bound by First Avenue, Madison St., Marion St., and Western Avenue. It is a 9-story structure designed by acting supervising architect of the U.S. Treasury Department James A.
Wetmore and completed in 1933. It was listed on the National Register of Historic Places in 1979.
The building construction consists of a concrete encased steel structural system clad in red brick masonry with a granite base and buff colored terra cotta at the first floor and parapet. The roof is multi-tiered, cascading down symmetrically from the 9-story central tower fronting 1st Avenue to the two 5-story wings extending west along Madison St. and Marion St. Roofs are flat with tall parapets and clad in built-up and membrane roofing. Windows are double-hung steel, typically paired and stacked in vertical ribbons with decorative aluminum panels between floors.
The building is in need of exterior restoration. The last comprehensive exterior restoration was completed in 1993. Specific areas of work identified are 1) exterior facade restoration, 2) roof replacement, and 3) window restoration. The proposed project is required to restore the deteriorated exterior façade, to stop material degradation and water intrusion into the building, and to protect both tenants and the general public. There are multiple locations on the exterior envelope where materials have decayed due to water infiltration in the interior wall cavity, causing damage and biological growth on the masonry. Without restoration, the exterior materials will continue to degrade, compromising the building structure and putting pedestrians and tenants at risk from falling debris. As a registered historic building, all work must comply with the Secretary of the Interior’s Standards and Guidelines for the Treatment of Historic Properties.
A Project Development Study (PDS) was prepared by Hennebery Eddy Architects that includes a condition assessment, exploration of potential conservation strategies and selected strategy documentation. Design-Build Bridging documents, including performance criteria specifications and diagrammatic drawings illustrating the assumed scope of work were developed for use by the Design-Build contractor.
A Construction Management firm will be assisting the GSA with Construction Management Services including Design and Material Submittal Reviews, Schedule Management, Change Management, Quality Assurance, and Close-out Management.

III.H. Contractor Performance Information
(1) Evaluating Contractor Performance: The General Services Administration is using the Contractor Performance Assessment Reporting System (CPARS) module as the secure, confidential, information management tool to facilitate the performance evaluation process.
CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. The website for CPARS is Contractor Performance Assessment Completed CPARS evaluations are sent to the Past Performance Information Retrieval System (PPIRS) which may then be used by Federal acquisition community for use in making source selection decisions. PPIRS assists acquisition officials by serving as the single source for contractor past performance data.
(2) CPARS Registration: Each award requiring an evaluation must be registered in CPARS.
The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.
(3) Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (CPARS Training) and updated as needed.
(4) Contractor Representative (CR) Role: All evaluations will be sent the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer will request the name and email address of the person that will be responsible for the CR role on your award.
Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.
GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.
Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file.

VI. Method of Award
VI.A. Evaluation of Phase 1 Proposals
The Government will evaluate Phase 1 proposals based on the following evaluation factors and short list a maximum of five offerors to submit Phase 2 proposals.
MANDATORY REQUIREMENTS: (GO/NO GO)
EVALUATION FACTOR 1 – TECHNICAL QUALIFICATIONS
(1) Subfactor 1A – Design Build Team Project Experience
(2) Subfactor 1B – Design Build Team Past Performance
(3) Subfactor 1C – Design Build Team Key Personnel Qualifications
EVALUATION FACTOR 2: TECHNICAL APPROACH (GENERAL)
Offerors must receive a ‘Go’ Rating in order to move on to the Phase 1 Technical Evaluation.
Relative Importance: Technical Evaluation Criteria are listed in descending order of importance as follows:
- Evaluation Factor 1 is more important than Evaluation Factor 2
- Evaluation Subfactors 1A, 1B, & 1C are of equal importance.
VI.B. Evaluation of Phase 2 Proposals The Government will award a contract resulting from this Solicitation to the responsible Offeror whose offer conforming to the Solicitation will be most advantageous to the Government, Total Evaluated Price and other factors considered. In addition to Total Evaluated Price, the following Phase 2 non-price factors shall be used to evaluate offers:
(1) FACTOR 1 – DESIGN SOLUTION
(2) FACTOR 2 – MANAGEMENT PLAN/SCHEDULE
(3) FACTOR 3 - SMALL BUSINESS SUBCONTRACTING PLAN
Evaluation of Phase 2 Proposals will apply to the short-listed firms only. Additional details regarding description, submittal requirements, standards for evaluation and relative importance of each of the Phase 2 Factors will be issued via Amendment to the solicitation.
Basis of Award and Relative Importance:
Proposals which meet all applicable requirements of the solicitation will be evaluated against the criteria as described in this solicitation.
The Government reserves the right to reject any or all quotes/proposals if such action is deemed in the Government’s best interest.
During the evaluation process the Government has the option of making tradeoffs between price and non-price factors in order to determine which proposal offers the best value.
Non-price Technical Factors are significantly more important than price.
VI.C. Determination of Responsibility In order to be considered responsible, an Offeror must demonstrate that it meets the requirements of FAR 9.104-1. The Contracting Officer's determination of an Offeror's responsibility or non-responsibility may be based upon any information obtained by the Contracting Officer, and is independent of the evaluation of offers set forth herein.
VI.D. Price Analysis and Price Realism Analysis
(1) The Contracting Officer will use Price Analysis to analyze the Offeror’s proposal to ensure that the final agreed-to-price is fair and reasonable. In performing Price Analysis, the Contracting Officer may use, singly or in combination with others, the analytical techniques described in FAR 15.404-1, to ensure that the final price is fair and reasonable. The Contracting Officer may request the advice and assistance of other experts to ensure that appropriate Price Analysis is performed.
(2) In addition, the Contracting Officer will use Price Realism Analysis in conjunction with the evaluation of the offeror’s Design Solution to measure an Offeror's understanding of the requirements and to assess the risk inherent in an Offeror's proposal. Accordingly, Offerors are advised that a business decision to submit significantly low pricing will be considered as reflecting on their understanding or the risk associated with their proposals. Price Realism Analysis will not be used for the purpose of determining the probable cost to the Government.
VI.E. Unbalanced Prices Offers must include balanced prices. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques. All offers with separately priced line items or subline items shall be analyzed to determine if the prices are unbalanced. If price analysis techniques indicate that an offer is unbalanced, the contracting officer shall: (i) Consider the risks to the Government associated with the unbalanced pricing in determining the competitive range and in making the source selection decision; and (ii) Consider whether award of the contract will result in paying unreasonably high prices for contract performance. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
VI.F. Total Evaluated Price
Total Evaluated Price shall be calculated using the prices indicated in the Phase 2 Price Proposal using the formula in the Phase 2 Solicitation.
VI.G. Non-Price Factors
EVALUATION FACTOR 1 – TECHNICAL QUALIFICATIONS
(1) Subfactor 1A – Design Build Team Project Experience
Standard for Evaluation: The standard is met when the offeror submits at least 6 projects (3 for Builder and 3 for Designer) that are recent and relevant (similar in size, scope, and complexity).
The greater the extent the collective projects meet the relevant characteristics the higher the rating. Additional favorable consideration may be given for the following:
● The Builder and Designer firm worked on the same project
● A project possesses more than 5 of the characteristics listed in para II.C.(B)(1) above
(2) Subfactor 1B – Design Build Team Past Performance
Standard for Evaluation: The standard is met when the relevant projects submitted under Subfactor 1A (3 for the Builder and 3 for Designer) demonstrates a rating of ‘Satisfactory’ by the project owner for Quality, Schedule, Cost, Management, and Customer satisfaction. In addition, other references checked must receive an overall rating of Satisfactory. The standard is exceeded when the relevant projects submitted under Subfactor 1A demonstrates a better performance rating than Satisfactory from the project owner. The better the performance ratings on the collective projects the higher the rating for this evaluation factor.
(3) Subfactor 1C – Design Build Team Key Personnel Qualifications
Standard for Evaluation: The required expertise for this project will be based on the skill and experience set of the full team making the proposal. The standard is met when the Design Build Team members meet the minimum qualifications as stated in para II.C.(B)(3) above. The greater the qualifications of the team and their experience on relevant projects, the higher the rating may be for this evaluation criteria.
EVALUATION FACTOR 2: TECHNICAL APPROACH (GENERAL)
Standard for Evaluation: The standard is met when the offeror adequately addresses how they plan to organize, resource, and manage the project to ensure successful delivery of the project.
Additional favorable consideration may be given for the following:
● More efficient organizational structure
● Comprehensive list of subcontractors and sub-consultants
● Teams in which the members (Designer, Subcontractor, and Sub-consultants) have worked together on previous projects. A higher rating may be assigned for teaming arrangements in which the team worked on the projects submitted under Factor 1.
● Distinctive strategy used to secure and retain resources and project readiness
● Unique strategy, tools, or techniques used for collaboration
● Unique strategy, tools or techniques that offer advantages in terms of quality, timeliness, and cost savings as demonstrated on previous projects.
VI.H. Evaluation of Joint Venture Offerors In the evaluation of responsibility and non-price factors, information submitted for a party to the joint venture will only be evaluated to the extent that the terms of the joint venture agreement do not limit such party's performance or financial obligations as a party to the Contract contemplated by this Solicitation.
