1 PROJECT DESCRIPTION
The General Services Administration (GSA) intends to award a firm fixed-price Design-Build Bridging contract for exterior restoration of the Seattle Federal Office Building in Seattle, WA. The design-build bridging scope of work includes all labor and materials required to provide design, engineering, construction, and other related services necessary to perform exterior restoration as identified in the 2016 project development study and in accordance with GSA goals and objectives in compliance with all applicable codes.
The Seattle Federal Office Building (FOB) occupies a full block of downtown Seattle bound by First
Avenue, Madison St., Marion St., and Western Avenue. It is a 9-story structure designed by acting supervising architect of the U.S. Treasury Department James A. Wetmore and completed in 1933. It was listed on the National Register of Historic Places in 1979.
The building construction consists of a concrete encased steel structural system clad in red brick masonry with a granite base and buff colored terra cotta at the first floor and parapet. The roof is multi-tiered, cascading down symmetrically from the 9-story central tower fronting 1st Avenue to the two 5-story wings extending west along Madison St. and Marion St. Roofs are flat with tall parapets and clad in built-up and membrane roofing. Windows are double-hung steel, typically paired and stacked in vertical ribbons with decorative aluminum panels between floors.
The building is in need of exterior restoration. The last comprehensive exterior restoration was completed in 1993. Specific areas of work identified are:
1. Exterior brick, granite, terra cotta and aluminum panel restoration
2. Roof replacement
3. Window restoration
The proposed project is required to restore the deteriorated exterior façade, to stop material degradation and water intrusion into the building, and to protect both tenants and the general public. There are multiple locations on the exterior envelope where materials have decayed due to water infiltration in the interior wall cavity, causing damage and biological growth on the masonry. Without restoration, the exterior materials will continue to degrade, compromising the building structure and putting pedestrians and tenants at risk from falling debris.
As a registered historic building, all work must fully comply with the Secretary of the Interior’s Standards and Guidelines for the Treatment of Historic Properties.
A Project Development Study (PDS) was prepared in 2016 by Hennebery Eddy Architects (HEA) that includes a condition assessment, exploration of potential conservation strategies and selected strategy documentation. Design-Build Bridging documents, including performance criteria specifications and diagrammatic drawings illustrating the assumed scope of work were developed for use by the Design-
Build contractor.

Personnel Security and Access Requirements
Every contractor working on government property must have a security clearance and be properly badged. While in government controlled space, each contractor must, at all times, wear and keep visible the “CONTRACTOR” badge.
All badges must be returned to either the GSA Project Manager or the Property Management Office at the completion of the project.
A. If the Contracting Officer’s Representative (COR) receives an unsuitable (unfavorable) report on any prospective contractor employee, or if the COR finds a prospective employee to be otherwise unsuitable or unfit for his assigned duties, the contractor shall be advised immediately by the COR that such employee will not be allowed to work under the contract.
The contractor must then take action to remove the employee from the GSA contract.
B. The average processing time, including Contractor processing time, is approximately 60 days until adjudication determination.
C. Contractors cannot start work until a favorable initial adjudication is given.
D. Fingerprints are required to be submitted as part of the clearance process. Fingerprints are required to be submitted electronically.
Short Term Suitability: If the time that a person is working in controlled federal space is less than 180 days a NAC clearance is required.
A. Upon the Notice to Proceed (NTP) the GSA Project Manager will fill out a CIW form template with contract and points of contact information and submit to security at zoned-hspd12@gsa.gov and to the contractor for their use for each employee.
B. Security will then arrange training with the contractor, or send process information to the contractor.
C. The contractor will then fill out an RO Approval List of workers that are to be submitted for clearance. This list is to be sent to the GSA Project Manager for approval and submittal to security.
D. The contractor will then need to submit forms for each employee on the RO Approval List for clearance. Employees not on the RO Approval List will not be processed for clearance.
E. Each employee will need to complete a Contractor Information Worksheet (CIW) and OF 306 form Declaration of Federal Employment. All forms must be typed and printed. Actual signatures are required (not printed). The OF 306 Form is fillable but cannot be saved. Fill out, print and then upload to email. Email to zoned-hspd12@gsa.gov.
F. Applicants will also be required to utilize the MSO/USAccess Credentialing Center to complete Fingerprints. Shortly after submission of the CIW and OF 306 forms, contractor applicants will receive a fingerprint/enrollment scheduling instructional email from the GSA Managed Service Office’s (MSO) USAccess program via HSPD12Admin@usaccess.gsa.gov. Contractor applicants will need to schedule an appointment at the closest center via the link provided in the instructional email. A list of Credentialing Centers is available at http://www.fedidcard.gov/.
G. Process Time: The GSA Requesting Official should provide this packet information to the contract company/contractors at contract award. Allow 60 days for processing and adjudication from contract award. This clearance will be good for six months only from the adjudication letter date.
H. A building badge will be required after clearance in order to work in a federal facility. Once processing is complete, the Property Management Office in the Jackson Federal Building will issue a photo identification badge with the label “CONTRACTOR” and the expiration date of the badge.

Up to 5 persons may be escorted by each Contractor person with a NACI clearance.
A. The use of escorted personnel must be approved by the COR before it occurs.
B. An R10 Escort Application Form must be filled out by the COR and submitted to the GSA
