About this file
The document is a Request for Applications (RFA) issued by the Massachusetts Department of Mental Health (DMH) for the Early Psychosis Coordinated Specialty Care Program (EP CSC Program). The RFA seeks to establish a pool of existing or planned EP CSC Programs to which DMH can award grants to enhance staffing or assist with the implementation of Evidence Based Practices. The grant funding can be used for staff time to participate in DMH-sponsored training, multi-disciplinary team meetings, supervision, and administering assessments, as well as for staff roles in services not supported by third-party payments. Applicants must submit an annual budget using the DMH Budget Form and a budget narrative. If approved for a grant, the applicant will need to submit additional forms such as a W-9, Contractor Authorized Signatory Listing, Standard Contract Form, and Authorization for Electronic Funds Payment.
The budget can only include items for which DMH funding is sought and should not include any items that will be paid for by other resources. Any third-party revenue received for a line item included in the budget must be used to offset the applicable DMH reimbursable amount and cannot be billed to DMH. The budget narrative must justify the budget and enable its evaluation in accordance with the evaluation tool.

An Applicant’s Cost Proposal must consist of two parts: (1) Budget(s) (DMH Budget Forms used) and (2) Budget Narrative. Please note that if it is determined qualified for a Master Agreement, the forms specified in Part C below will need to be completed and submitted to DMH.

The budget(s) must reflect the line item details (total anticipated expenses) related to staff for which grant funds are being sought. Grant funds can only be used to reimburse the following expenses as specified and approved by DMH in the applicable Grant Award:
1. Staff time to participate in the DMH-sponsored training and implementation support activities, including but not limited to NAVIGATE model of CSC, Individual Resiliency Treatment, MacFarlane Multi-family Groups, or Cognitive Enhancement Treatment.
