About this file
This document is a Government File titled "EP_CSC_Evaluation_Tool.docx" related to a state and local contract opportunity for an Early Psychosis Coordinated Specialty Care Program (EP CSC Program) staff enhancement and evidence-based practice implementation grant from the Massachusetts Department of Mental Health (DMH). The file outlines the evaluation criteria and scoring requirements for applicants seeking a Master Agreement to provide EP CSC Program services. Key details include the minimum staffing and program requirements, prioritized grant criteria, proposal format and page limits, and the evaluation process for determining if an applicant is eligible for a Master Agreement. The Cost Proposal must also be found reasonable in order to be awarded a Master Agreement, which would then make the applicant eligible to receive a grant from DMH to enhance staffing or implement evidence-based practices in their EP CSC Program.
The grant funding is intended to supplement, not supplant, staff time and roles that are third-party reimbursable. Applicants must demonstrate their commitment to race, equity, and inclusion in the design and delivery of their EP CSC Program. DMH will award Master Agreements to both fully qualified and provisionally qualified EP CSC Programs, with the latter designation applying to new or existing programs that do not yet fully meet all the requirements. The award of a Master Agreement does not commit DMH to awarding a grant, as that determination will be made separately through a process that considers the priorities outlined in the Request for Applications.
