About this file
This document is a letter from Geosyntec Consultants, Inc. to Nancy C. Lamagna, an Engineer with the Pinellas County Public Works Capital Improvements Division, regarding Small Business Enterprise (SBE) requirements for the Starkey M10 SMF Retrofit project (Project Number 003900A) in Pinellas County, Florida. The letter addresses the Board of County Commissioners' policy of maximizing opportunities for SBE qualified firms to participate in county projects by determining the amount of work that can be subcontracted.
The letter indicates that the Starkey M10 SMF Retrofit project will be predominantly constructed by a single contractor with limited SBE subcontracting opportunities. Geosyntec Consultants has assessed that subcontracting potential exists primarily in restoration, landscaping, and paving work, which are well-represented by SBE firms in the Tampa Bay Area. The determination is based on the number of registered firms listed on the Pinellas County Small Business Program Management Systems website, with the specific percentage of subcontractable work detailed in an attached cost estimate.

Subject: Starkey M10 SMF Retrofit 003900A – SBE Requirements Pinellas County, Florida
Dear Ms. Lamagna:
It is the policy of the Board of County of Commissioners (Board) that SBE qualified firms have the maximum opportunity to participate on County projects. The County requires the assistance of the Engineer of Record (EOR) for a determination of the amount of work that can be subcontracted for this project, based on the specifications and work necessary to construct the project. The Starkey M10 SMF Retrofit project will be predominately constructed by a single Contractor, with limited opportunities for SBE subcontracted work.
Our opinion of the amount of work that can be subcontracted for construction of the project is as shown in the attached cost estimate.
This percentage was determined based on the restoration, landscaping, and paving portions of the Work. These disciplines are well represented by SBE’s in the Tampa Bay Area based on the number of registered firms listed on Pinellas County Small Business Program Management Systems web site.
We appreciate the opportunity to work with the County on this project. Should you have any questions or comments regarding this proposal, please contact the undersigned at 407- 321-7030.
Sincerely, Geosyntec Consultants, Inc.
