Subject: Supplemental Soil Sampling Results Summary M10 Starkey SMF Retrofit Design Pinellas County, Florida
This memorandum summarizes the result of soil characterization activities pertaining to the M10 Starkey Stormwater Management Facility (SMF) Retrofit. Geosyntec Consultants was tasked by Pinellas County to perform this work. The work was performed under the Pinellas County Stormwater Professional Engineering Services Contract 190-0028-CN.
SOIL CHARACTERIZATION FOR OFFSITE DISPOSAL
Soil borings were performed using direct push technology (DPT) on February 8–9, 2024 from 9 locations. These locations were chosen to collect soils considered representative of the areas that are proposed to be excavated as part of the project. The characterization would allow for evaluation of the potential for soil reuse and/or waste characterization for off-Site disposal.
• Seven locations (6C-1, 6C-2, 6C-3, 6C-4, M10-1, M10-2, M10-3) were sampled in the proposed 6C and M10 pond areas. Composite samples were collected from each location from the land surface to 20 feet (ft) below land surface ([bls]; i.e., two feet below the proposed stormwater pond depth of 18 ft bls). The soils associated with these areas are proposed for offsite reuse where appropriate.
• Two locations (WEIR-1 and WEIR-2) were sampled from the outfall ditch downstream of the wetland mitigation area within the area of the proposed weir structure. Composite samples were collected from each location from land surface to the proposed depth (11 ft bls) of the new weir structure. The soils associated with this area are proposed for offsite landfill disposal.
The approximate soil sampling locations for the ponds are shown on Figure 1 and the weir soil sample locations are shown on Figure 2.
Supplemental Soil Sampling Results Summary
Pinellas County, Florida 18 March 2024
The soil characterization results were screened against the “Dredge Sediment Testing Decision Tree” and “Pinellas County Solid Waste Dredged Material Testing Guidelines” documentation provided to Geosyntec by the County to determine any restrictions on the reuse of these excavated soils on other sites. This guidance documentation reflecting project specific results markups is included as Attachment A.
It is noted that the initial step from the decision tree of screening soils with grain size analysis to determine applicability for analytical evaluation was skipped for these locations because of previous soil results obtained in 2020 which showed some exceedances of various criteria.
Therefore, this current characterization proceeded directly to analytical evaluation.
The following evaluation and analysis were performed on the samples based on the guidance:
• Proposed Weir location samples were evaluated for Toxicity Characteristic Leaching Procedure (TCLP) volatiles, semi-volatiles, and metals (Pinellas County Solid Waste Dredged Material Testing Guidelines). The TCLP results were compared to the TCLP maximum contaminant levels criteria (40 CFR 261.24) and indicated no detections of volatile or semi-volatile constituents. Arsenic, barium, and lead were detected in samples WEIR-1-CS and WEIR-2-CS, but below the referenced maximum contaminant levels. The TCLP sample results demonstrate soils from the weir installation can be disposed at the Pinellas County Solid Waste/Bridgeway Acres Facility as non-hazardous waste. These results are summarized on Table 1.
• Proposed Pond 6C and M10 location samples were evaluated for (non-leaching) semi-volatiles (PAHs), total metals, and total recoverable petroleum hydrocarbons (TRPH) (Dredge Sediment Testing Decision Tree). The results indicated no detections of semi-volatile PAHs and two (2) detections of TRPH, but all were below the Residential Direct Exposure (RDE) and Leachability criteria (Table II, 62-777, FAC) included in the “Dredge Sediment Testing Decision Tree” guidance. Numerous metals were also detected in all the samples including arsenic, barium, copper, lead, nickel, and selenium but all were below groundwater, freshwater, and marine soil leachability criteria. Chromium was found above the freshwater leachability criteria but below the RDE criteria in soil samples from 6C-1 through 6C-4 and M10-1-CS. Speciation of chromium was conducted on 6C-1 through 6C-4 and M10-1-CS samples for further comparison of trivalent and hexavalent chromium concentrations for freshwater leachability criteria. The chromium speciation results for trivalent chromium and hexavalent chromium were compared to the separate freshwater leachability criteria for these chromium species and demonstrated that both chromium
Pinellas County, Florida species were not above freshwater leachability criteria. These results are summarized on Table 2.
• Proposed Pond 6C and M10 location samples were also evaluated for Synthetic Precipitation Leaching Procedure (SPLP) metals (Dredge Sediment Testing Decision Tree). The SPLP testing was conducted on soils below the water table to assess and evaluate leachability of soils left in place following the excavation of the stormwater ponds.
The SPLP results were compared to groundwater and surface water criteria to evaluate the potential impacts from soil leaching (62-777, FAC Soil Cleanup Target Levels [SCTLs] and 62-302.550, FAC Class III criteria). This comparison had several detections of metals cadmium, chromium, copper, lead, nickel, and zinc. Six samples exceeded marine surface water criteria for several metals, and all samples exceeded the freshwater leachability criteria for chromium. These results are summarized on Table 3.
The SPLP method utilizes methods to evaluate leachability that are not typical of site conditions (i.e.; 1) leaching liquid with a pH of 4.2 comprised of nitric and sulfuric acid;
2) grain size reduction by pulverizing for any particles greater than 1 centimeter in diameter; and 3) physical agitation of samples for at least 18 hours at 30 revolutions per minute in an extraction vessel). FDEP and the United States Environmental Protection Agency (EPA) agree that reliance on empirical data is more appropriate for evaluation of leachability rather than leachability testing by the EPA SPLP Method 1312. As stated in the FDEP Technical Report: Development of Cleanup Target Levels for Chapter 62-777, F.A.C.1, “The potential for leaching can be addressed either through comparison with SCTLs or through empirical means, such as leaching tests or evaluation of site history and contamination data for evidence of leaching.” therefore, the SPLP exceedances of chromium above the freshwater surface water cleanup target level are not considered to be representative of potential leaching at the project site. Calcium and magnesium concentrations were used to calculate freshwater surface water cleanup target levels for hardness-based metals (i.e., cadmium, trivalent chromium, copper, lead, nickel, and zinc) using the Florida Department of Environmental Protection Hardness Based Metals Criteria Calculator for Freshwaters. The calculated freshwater surface water cleanup target levels

Pinellas County, Florida increased for the SPLP metals and showed that lead did not exceed the freshwater surface water criteria. The calculated hardness based freshwater surface water cleanup target levels are included as Table 4.
SOIL CHARACTERIZATION FOR IN PLACE SOILS LEFT ONSITE
The remaining pond bank soils after proposed pond excavation would be exposed to freshwater surface water. To address concerns whether the remaining soils left in place at the pond locations after excavation may be a concern for leaching, a separate evaluation was undertaken. This included taking additional samples from the approximate water table to the boring termination depth at the aforementioned pond sample locations (6C-1, 6C-2, 6C-3, 6C-4, M10-1, M10-2, and M10-3). Per the decision tree, grain size analysis was performed to determine fines content to then in turn evaluate potential impacts from leaching.
• Soil hydrometer and grain size analysis was performed on 2-foot intervals below the water table for the pond samples (6C-1 through 6C-4 and M10-1 through M10-3) to assess the gradation of the soils. This resulted in a total of 7 additional samples per location. Per the County guidance, if the soils have less than 10% fines, the soils are suitable for any reuse purpose and no further analysis is necessary.
• Analysis from 14 of the 49 soil samples resulted in fines in excess of 10%, therefore in accordance with the decision tree, additional chemical analysis would be warranted to further characterize the soils to evaluate leachability concerns. The grain size results are included as Table 5. A grain size chart that shows the percentage of fines with depth at each boring location is included as Attachment B.
• The laboratory analysis already performed for the previously summarized Pond 6C and M10 indicated that there were no concerns with constituents exceeding freshwater standards. As such, it was determined that additional analytical characterization was unnecessary and the remaining in place soils in the proposed pond areas were considered not to pose a significant risk to freshwater surface water from leaching.
LABORATORY ANALYSIS
Laboratory chemical and grain size analysis were performed by Eurofins/Test America laboratories (Florida NELAP E87052). The laboratory reports with chain of custody are included as Attachment C.
Pinellas County, Florida
CONCLUSIONS
The proposed weir area soil TCLP sample results indicated no exceedances. As such, the soils from weir construction would meet acceptance criteria at the Pinellas County Solid Waste/Bridgeway Acres Facility or another disposal facility as a non-hazardous waste.
The proposed Pond 6C and M10 area soil sample results for PAHs, TRPH, and total metals indicated no RDE or leachability exceedances. The SPLP sample results indicated metal exceedances of the marine and freshwater surface water cleanup target levels. Although SPLP results showed exceedances of the freshwater criteria for chromium, FDEP and the EPA agree that reliance on empirical data is more appropriate for evaluation of leachability rather than leachability testing by the EPA SPLP Method 1312. Therefore, the SPLP exceedances of chromium above the freshwater surface water cleanup target level are not considered to be representative of potential leaching at the project site.
Based on the multiple SPLP exceedances above marine surface water leachability criteria, a conservative approach is recommended for not using the excavated soils where leachate from the soils can reach marine waters. The excavated soils can be reused where leachate from soils may reach freshwater surface waters.
Based on the evaluation of in-situ soil that would remain after proposed Pond 6C and M10 excavation, no significant concerns were noted with respect to future leaching exposure to freshwater surface water in the proposed ponds.

Dredge Sediment Testing Decision Tree
Request sediment cores be taken to 2 feet below proposed dredge depth at worst case and representative locations.
Request sediment grain size analysis be done at 6 inch intervals (or 1 foot if no stratification) along the cores.
Evaluate results of grain size analysis for each sample interval: Does sample contain less than 10% fines?
Yes, the sample contains less than 10% fines. No, the sample contains more than 10% fines.
No further analysis is required.
These sediments may be used for any authorized fill project.
Further analysis is needed.
Go to Page 2.
Dredge Sediment Testing Decision Tree
Sediment Sampling and Appropriate Disposal – Decision Trees
Continue to Page 3
Sediments with more than 10% fines require further analysis. Testing guidance documents can be found at: http://www.dep.state.fl.us/labs/library
Always request:
• RCRA metals (Arsenic, Barium, Cadmium, Chromium, Lead, Mercury, Selenium, Silver)
• Zinc, Copper, Nickel
• Polycyclic Aromatic Hydrocarbons (PAH’s)
• Total Recoverable Petroleum Hydrocarbons (TRPH’s)
Note: NEVER substitute oil & grease analysis for PAH analysis.
In freshwater sediments, or if sediments are to be stored next to a freshwater body, also request:
• Surface water hardness in mg/L (Calcium Carbonate hardness equivalent)
• Synthetic Precipitate Leaching Procedure (SPLP) for Cadmium, Chromium, Copper, Lead, Nickel, and Zinc http://www.dep.state.fl.us/labs/library
Check results against the Soil Cleanup Target Level (SCTL) table (excerpt from Table II, 62- 777, F.A.C. – attached). Note any exceedances for Residential Direct Exposure (RDE) Criteria, Commercial Direct Exposure (CDE) Criteria, leachability to groundwater, leachability to freshwater surface water, and leachability to marine surface water.
If one or more of the carcinogenic PAH’s is detected in the sample at a concentration equal to or higher than the Method Detection Limit (MDL), use the Benzo(a)pyrene BaP) Toxicity Equivalence Conversion spreadsheet to determine if there are any exceedances of the BAP Equivalent SCTL.
Are the sediments from a freshwater body or will dredged sediments be stored adjacent to a freshwater body?
Yes No
Run hardness based calculations using the excel spreadsheet. Check hardness based freshwater standard results against the values provided by the SPLP results.
Note any exceedances.
Proceed to Page 4 for disposal options.
Does any result exceed Residential Direct Exposure (RDE) limits or default leachability criteria listed in Table II of 62-777, F.A.C.?
Yes No
The dredged and dewatered sediments may be used for any authorized fill project or sold as fill if appropriate (muck or mucky sediment is generally not an appropriate fill material) or may be stored in uplands.
Only leachability exceedances.
There are RDE limit exceedances.
What are the exceedances? (RDE or Leachability) PAH’s must be added together and compared to 62-302.530(56)(a), F.A.C.
Sediments must be disposed of at an appropriate disposal facility (Class I, lined landfill).
Applicant should call disposal facilities to determine what their maximum contaminant levels are. Facility usually requires copies of lab results.
Groundwater, marine surface water, or fresh surface water leachability exceedances?
(Could exceed more than one)
Groundwater Marine surface water Fresh surface water
May not be permanently placed where leachate would affect groundwater. May require Class I Disposal.
May not be permanently placed where runoff can reach marine waters (i.e., uplands adjacent to marine surface waters)
May not be permanently placed where runoff can reach fresh waters (i.e., uplands adjacent to fresh surface waters)

** Direct exposure value based on acute toxicity considerations.
*** Leachability values may be derived using the SPLP Test to calculate site-specific SCTLs or may be determined using TCLP in the event oily wastes are present.
(b) = Leachability values derived from USEPA Soil Screening Guidance (1996). These values were derived assuming soil pH 6.8.
These leachability values are dependent upon both the metal concentration in soil and soil characteristics. Thus, if site-specific soil characteristics are different than the defaults, these leachability values may not apply. If this is the case, site-specific leachability values should be derived using methods such as TCLP or SPLP.
(c) = Phytotoxicity must be considered.
(d) = Residential direct exposure value from USEPA Revised Interm Soil Guidance for CERCLA Sites and RCRA Corrective Action Facilities. OSWER Directive 9355.4-12 (1994). The industrial direct exposure value was derived using methodologies outlined in USEPA 'Recommendations of the Technical Review Workgroup for Lead for an Interim Approach to Assessing Risks Associated with Adult Exposures to Lead in Soil', December 1996; and in 'Blood Lead Concentrations of U.S. Adult Females: Summary Statistics from Phases 1 and 2 of the NHANES III', March 2002.
(g) = Unless concentrations for both chromium III and VI are known, total chromium concentrations should by compared with direct exposure SCTLs for chromium VI.
(h) = Residential chronic SCTL for cadmium should be used as a not-to-exceed value because the residential chronic SCTL for cadmium is indistinguishable from the SCTL based on acute toxicity.
