About this file
This is an Executive Order No. 16 certification document applicable to state entities in New York, specifically addressing vendor eligibility requirements for the New York State Department of Transportation's Request for Quotations RQ26-004 for aggregates for maintenance use on vendor-placed paving projects in St. Lawrence County. Vendors responding to this solicitation must complete and submit the certification form, which requires them to disclose whether they conduct business operations in Russia as defined by the Executive Order. The certification process requires vendors to check one of three options: confirming they do not conduct business operations in Russia, confirming they do conduct such operations but are winding down activities with a detailed schedule, or confirming they conduct operations limited to vital health and safety services or federal compliance requirements. The form must be signed under penalties of perjury by an authorized representative who has knowledge of the vendor's business operations.
The Executive Order remains in effect while federal sanctions against Russia are in place, and vendors conducting business operations in Russia may be excluded from contract award. However, vendors are encouraged to respond to solicitations regardless of their current Russia business status to preserve contracting opportunities in the event sanctions are lifted either during the solicitation process or after award. Vendors must provide their legal entity name, authorized signature, signatory name and title, and date of certification. All communications regarding this procurement should be directed to the designated contact persons: Jennifer Walter at (518) 457-9434 or Jennifer.Walter@dot.ny.gov, or Relina Sosa at (518) 485-5192 or Relina.Sosa@dot.ny.gov.
