About this file
This is a clarification notice issued by the New York State Department of Transportation (NYSDOT) for Request for Quotations RQ26-004, which solicits fine and coarse aggregates (3/4" minus crusher run) for NYSDOT Vendor Placed Paving (VPP) projects in St. Lawrence County for maintenance and operations use. The clarification was issued on October 16, 2026, with a response deadline of October 22, 2026, at 4:00 PM.
The clarification adds critical regulatory requirements to the solicitation, including Standard Clauses for All New York State Contracts (Appendix A), with specific clauses applicable only to non-federal aid contracts: MacBride Fair Employment Principles, Omnibus Procurement Act of 1992, and Reciprocal and Sanctions Provisions. Additionally, since federal funds will be used for this project, the solicitation now includes Requirements for Federally Aided Transportation Projects (FHWA) and Disadvantaged Business Enterprise (DBE) requirements pursuant to 49 CFR Part 26. Contractors and subcontractors must cooperate with the State to meet DBE commitments and goals, use best efforts to ensure DBE opportunities for subcontract work, and comply with all applicable federal regulations regarding DBE participation.
