About this file

This is a Base Boston Instruction document establishing procedures for hazardous materials management at United States Coast Guard Base Boston.

The instruction describes the operation of the Base Boston Hazardous Materials Minimization (HazMin) Center, located in Building 8, first deck, co-located with Shipping & Receiving. The HazMin Center serves as the centralized distribution control point for all hazardous materials at Base Boston and operates during normal weekdays from 0700-1100, with expanded hours once Fast Response Cutter support personnel arrive in summer FY22. After-hours emergency access is available through the Facilities Engineer (617-595-6050) or Base Boston Engineer of the Watch (781-953-5545). Environmental Protection Specialists in the Facilities Engineering Department approve and process all hazardous material orders with assistance from the Base Boston Logistics Division. The Authorized Chemical Use List (ACUL) identifies approved products that units can use; each command creates an ACUL listing chemicals approved by the unit's Commanding Officer/Officer in Charge and excludes Coast Guard-prohibited chemicals. The HazMin Center maintains a 30 to 60-day supply of frequently used materials. Units may request addition of ACUL products not currently stocked if they can demonstrate higher frequency of use or shared use across multiple units, subject to case-by-case evaluation. For less frequently used materials not on the ACUL, units must submit a Statement of Essential Need (SEN) for Environmental Protection Specialist review and approval before procurement. Customers maintain local inventory not exceeding a seven-day supply and must return expired hazardous materials to the HazMin Center for Environmental Protection Specialist re-inspection and potential re-issuance. The instruction applies to all personnel assigned to Base Boston, tenant commands, tenant organizations, and visiting vessels, with Commanding Officers responsible for ensuring compliance. The document includes an enclosure containing the Statement of Essential Need Form for purchasing hazardous materials not currently stocked.
