About this file

The document is a comprehensive bid specification for the Eastern New Mexico Rural Water System (ENMRWS) Texico Lateral Project, issued by the Eastern New Mexico Water Utility Authority (ENMWUA) in Curry County, New Mexico. The project involves purchasing and installing approximately 4.3 miles of 8-inch diameter piping (polyvinyl chloride, ductile iron, or high-density polyethylene), including 1 flow control vault, 2 CARVs, and 1 backflow prevention assembly, primarily within right-of-way with about 1 mile on private property. The mandatory pre-bid conference and site visit is scheduled for February 12, 2025, at 1:30 p.m. in Clovis, New Mexico, with bid submissions due by March 26, 2025, at 3:00 p.m. The anticipated recommendation of award is set for April 24, 2025, with substantial completion as specified in the Agreement.

The project is funded through multiple sources, including the U.S. Bureau of Reclamation Assistance Agreement (R22AC00674), a Capital Appropriation Fund (SAP 22-G2320-STB), and the Drinking Water State Revolving Loan Fund (DW-5860). Bidders must comply with New Mexico state licensing requirements, workforce registration, and prevailing wage regulations. The contract requires bidders to pay mechanics and laborers at rates not less than the minimum established in Davis-Bacon or New Mexico Department of Workforce Solutions wage rate determinations. Bid security of 5% is required, and the lowest responsible bidder will be selected based on the Total Base Bid, with the owner reserving the right to reject any or all bids.
