About this file

This is a Certificate of Project Approval issued by the New Mexico Environment Department's Drinking Water Bureau for the Eastern New Mexico Water Users Association (ENMWUA), specifically for the Texico Lateral Pipeline project. The project involves constructing 4.3 miles of 8-inch diameter pipeline along New Mexico State Highways 523 and 108, extending from the Clovis airport to the existing Texico water tank. The infrastructure includes 1 flow control vault with blowoff assembly, 1 combination air release and vacuum valve assembly, 1 backflow prevention assembly, and 2 trenchless crossings. The project is designed as a bid alternate to connect to an existing public water system, with a required capacity assessment before water delivery.

The certificate, dated November 26, 2024, indicates that the project requires notification but not full approval from the state. The document confirms that no regulatory deficiencies or sanitary discrepancies were identified during the review. The project must adhere to specific notification requirements, including providing written notice when construction begins, reporting change orders, notifying upon project completion, and submitting record drawings electronically within 120 days of completion. If construction does not commence within one year of the certificate date, a new application must be submitted. The system currently has no active violations of health-based standards in the New Mexico Safe Drinking Water Information System database.

CERTIFICATE OF PROJECT APPROVAL

System #: NM3500505 System Name: Eastern New Mexico WUA

Date: November 26, 2024 System Contact: Orlando Ortega, oortega@ENMWUA.com

Project Description: “Texico Lateral Pipeline project consists of 4.3 miles of 8‐inch diameter pipe, 1 flow control vault with blowoff assembly, 1 combination air release and vacuum valve assemblies and vaults, 1 backflow prevention assembly, and 2 trenchless crossings. The Texico Lateral pipeline segment connects to the EPCOR meter vault (constructed by others) and extends east from the Clovis airport, along New Mexico State Highway 523 (HWY 523).

The segment turns south along New Mexico State Highway 108 (HWY 108) at the intersection of HWY 523 and HWY

108. The segment terminates at the existing Texico water tank near the Hutson Avenue and HWY 108 intersection.”

*The project involves connection to an existing public water system as a bid alternate that would allow ENMWUA to serve water as a consecutive connection system. A capacity assessment is required prior to ENMWUA delivering water.

A copy of this certificate shall be in the possession of the system documenting that the above project has been reviewed and approved by the department.

☐ Engineering review

☒ Notification required but approval is not required ☐ Notification nor approval is required

All plans and specifications were reviewed in accordance with the applicable design and construction guidelines found in the review references of the New Mexico Drinking Water Regulations, Section 20.7.10.104. No regulatory deficiencies, sanitary discrepancies or recommendations were identified during this review.

The written notification of the project was provided on October 30, 2024. Jim Honea, P.E., a registered professional engineer, is responsible for the project.

As of November 26, 2024, there were no active violations of any health‐based standard (action level, maximum contaminant level, or treatment technique) recorded for the Eastern New Mexico WUA, in the New Mexico Safe

Drinking Water Information System (SDWIS State) database.

The construction phase of the project has the following requirements for written notification:

Provide written notice: NMAC citation

1. when construction begins 20.7.10.201.P

2. of change orders before they are implemented recognizing that revised plans and specifications may be required

3. when the project is complete 20.7.10.201.T

4. to transmit record drawings in electronic format – 120 days after completion 20.7.10.201.U

If construction does not commence within 1 year of the date of this certificate, a new application must be submitted as required in NMAC 20.7.10.201.Q.

Upon completion of the project, please submit the documentation required in NMAC 20.7.10.201.T(1) through NMAC 20.7.10.201.T(6) and NMAC 20.7.10.201.U.
