About this file

Summary

This is a Performance Work Statement (PWS) for comprehensive HVAC system inspection, cleaning, sanitizing, and documentation services at two Navy facilities (Building 534 and Building 560). The contractor must perform work in accordance with the latest ACR NADCA Standard for Assessment, Cleaning, and Restoration of HVAC Systems and supply all necessary tools and materials. The scope includes cleaning and sanitizing Air Handling Units (AHUs), Fan Coil Units (FCUs), Rooftop Units (RTUs), main and branch ductwork, return and discharge diffusers, bathroom exhaust ventilation components, make-up air systems, and all other connected HVAC components. The contractor is responsible for complete removal of all visible surface contaminants from interior surfaces, comprehensive sanitizing of all AHUs, FCUs, and air duct systems, and provision of before and after color photographs documenting completed work.

Building 534 is a four-deck facility with approximately 230 birthing rooms, laundry rooms, office areas, restrooms, and conference space; ventilation ductwork in three main stairways also requires cleaning. Building 560 is a seven-story barracks facility with approximately 170 berthing units across decks 2-6 and various functional spaces on the first floor; north and south stairwell ductwork also requires inspection and cleaning. For both buildings, the contractor must follow LOTO protocols, work with the engineering technician on access scheduling, coordinate with building managers on alarm/sensor deactivation, clean and reinstall existing filters (and itemize end-of-life filters for Navy replacement coordination), stop work and notify the Officer in Charge if asbestos or lead paint is suspected, and clean and sanitize all bathroom exhaust fans and attached ductwork. A single individual may serve as Site Superintendent/SSHO/QC Manager if properly qualified, though the Government provides no training. Mechanical drawings from the 2012 renovation are included in the bid package to assist with equipment location and quantities.

Text version

This proposal requires the contractor to perform comprehensive inspection, cleaning, sanitizing, and documentation of all HVAC system components in accordance with the latest ACR NADCA Standard for Assessment, Cleaning, and Restoration of HVAC Systems. The contractor shall supply all necessary tools and materials to complete the specified work scope.

Scope of Work includes:

• Air Handling Units (AHUs)

• Fan Coil Units (FCUs)

• Rooftop Units (RTUs)

• Main air distribution ductwork

• Branch ductwork systems

• Return and discharge diffusers

• Dedicated bathroom exhaust ventilation components

• Make-up air systems

• All other connected HVAC components

The contractor shall be responsible for:

1. Cleaning: Complete removal of all visible surface contaminants and deposits from interior surfaces of the facility's air distribution system serving conditioned spaces and occupied zones

2. Sanitizing: Comprehensive sanitizing of all AHUs, FCUs, and air duct systems

3. Documentation: Provision of before and after color photographs documenting all completed work

All work shall be performed in strict accordance with project specifications and applicable industry standards.

Building 534 is a four-deck facility with north and south wings, housing approximately 230 birthing rooms. The first deck additionally contains two large adjoining laundry rooms, three potential office areas, two public restrooms, a conference room area, and lobby space. Three main stairways provide building access located on the north, center, and south sides—with ventilation ductwork in these areas also requiring inspection and cleaning.

This building underwent renovation in 2012, and the corresponding mechanical drawings from that renovation are included in the bid package to help contractors locate units and quantities.

Project logistics and staffing arrangements include:

• Laydown Area: Location will be determined during the Pre-Construction meeting, if required.

• Personnel: A single individual may serve as Site Superintendent/SSHO/QC Manager for the project duration, provided they possess all proper qualifications and training for each position. The Government does not provide any training for the positions stated above.

• Safety Protocol: All energized equipment must be properly locked out/tagged out (LOTO) and de-energized prior to commencement of any work activities.

• Access: The engineering technician will work closely with building managers to create a schedule for access to all rooms and roofs for contractors to complete their work.

• Alarms/Sensor: The engineering technician will coordinate any deactivation of alarm or sensors if applicable.

• Filters: No filters will be supplied by the Government; all existing filters should be cleaned and reinstalled. Any screen filters or pleated filters that are deemed end of life should be itemized and noted in daily briefs. Once duct cleaning is completed, an itemized list of filters needing replacement will be given to the Navy to coordinate replacement.

• Hazardous Material Analysis: There are no asbestos or lead paint survey reports included in this statement of work. If materials are suspected to contain asbestos or lead paint, the Contractor shall stop and notify the OIC (Officer in Charge) of the suspected material. Upon positive analysis identification, the Contractor shall provide a copy of the full report analysis to the OIC and cost estimate to remove all Hazardous materials described in the report.

• Exhaust Fans/Ducts: Bathroom exhaust fans and all attached duct work including return air ducts will be cleaned and sanitized.

Building 560 is a seven-story barracks facility housing approximately 170 berthing units distributed across decks 2 through 6, with each pair of berthing units sharing a common attached bathroom. The first floor encompasses multiple functional spaces including office areas, meeting rooms, lobby, mechanical room, electrical room, fire pump room, laundry facilities, and restrooms.

The building features north and south stairwells for vertical access, if ventilation ductwork is in these areas, it also will require inspection and cleaning. The most current mechanical drawings are included in this bid package to help contractors locate units and quantities.
