About this file
This is an evaluation criteria document for RFP 445590, which outlines how proposals will be scored for the management and operation of on-site micro-markets at Brookhaven National Laboratory (BNL). The evaluation criteria are divided into four main tabs totaling 100 points: Technical Capabilities (55 points), Contractor Safety and Health (20 points), and Prior Experience and Past Performance (25 points).
The Technical Capabilities section evaluates the offeror's management plan, food/beverage options, and optional vending services. Key requirements include providing detailed operational plans for micro-markets in Buildings 400, 740, and B911 with operations to commence by June 13, 2025; demonstrating ability to serve BSA's multi-cultural community; and outlining equipment repair and customer response times. The Safety and Health section focuses on compliance with NY State regulations for food preparation, transport, and storage. Prior Experience requires documentation of micro-market operations over the past 3 years, five recent client references, and examples of successful third-party vendor partnerships. Offerors without prior micro-market experience will receive zero points in the experience categories. The evaluation emphasizes food quality, operational capabilities, safety compliance, and demonstrated past performance in similar environments.
