About this file

This is an Emergency FEMA Technical Assistance (TA) document related to the City of Pasadena Public Works Department's procurement of ACDelco Gold Series automotive batteries. The solicitation encompasses 31 line items totaling approximately 404 batteries in various configurations, including maintenance-free, AGM, high reserve capacity, and deep cycle electric vehicle batteries in BCI group sizes ranging from one to 98 units per item. The City intends to establish a five-year contract for as-needed purchases with no optional extension periods. Sealed bids are due electronically through the City's eProcurement Portal by 3:00 PM on Monday, March 23, 2026, with a mandatory question submission deadline of March 16, 2026 at 2:00 PM. No pre-bid meeting is required. All batteries must be new ACDelco Gold Series products manufactured within the previous six months, meeting OEM specifications and providing a minimum 36-month manufacturer warranty. Delivery services must include routine delivery within three hours of order placement and emergency delivery within two hours to the City Yards facility at 323 West Mountain Street, Pasadena, California.

Bid evaluation will be based on the lowest grand total price from responsive and responsible bidders, with all bid prices required to include federal, state, and local taxes. A 5 percent bid bond valid for 180 days is required. The City will apply a 1.75 percent sales and use tax deduction for local bidders where applicable. Small and Micro Business Certifications from the California Department of General Services are recognized and carry preference in the procurement process. The procurement is subject to the City of Pasadena's Living Wage Ordinance and minimum wage requirements under Pasadena Municipal Code. Federal compliance provisions include HUD labor standards, Section 3 economic opportunity requirements mandating that 25 percent of total labor hours be performed by Section 3 workers and 5 percent by targeted Section 3 workers where applicable, prevailing wage determinations, and non-segregated facilities certifications. Required submittals include completed Equal Employment Opportunity forms, Declaration of Non-Collusion, legal status documentation, Unique Entity Identifier from SAM.gov, Disclosure of Lobbying Activities form, Federal Required Certification, and IRS Form W-9 from the winning bidder. Vendors must hold a valid Pasadena Business License and California Department of Industrial Relations certification for public works projects. The City may request price increases at the conclusion of the first contract year not to exceed the Consumer Price Index.
