About this file

This is an Emergency FEMA Technical Assistance (TC) document related to the City of Pasadena Public Works Department, Building Systems & Fleet Management Division's procurement of ACDelco Gold Series automotive batteries. The solicitation encompasses 31 line items totaling approximately 404 batteries in various configurations including maintenance-free, AGM, high reserve capacity, deep cycle electric vehicle, and lawn and garden batteries across multiple BCI group sizes, with quantities ranging from one to 98 units per line item. The City is establishing a five-year as-needed contract with no optional renewal periods. Sealed bids were required by 3:00 PM on Monday, March 23, 2026, with a mandatory question submission deadline of March 16, 2026 at 2:00 PM. No pre-bid meeting was required. All batteries must be new ACDelco Gold Series products manufactured within the previous six months, meeting OEM specifications and providing a minimum 36-month manufacturer warranty. Bids must include routine delivery services (within three hours of order placement) and emergency delivery services (within two hours) to the City Yards facility at 323 West Mountain Street, Pasadena, California.

Bid evaluation will be based on the lowest grand total price from responsive and responsible bidders, with all bid prices required to include federal, state, and local taxes. A 5 percent bid bond valid for 180 days is required. The City will apply a 1.75 percent sales and use tax deduction for local bidders where applicable and may request price increases at the conclusion of the first contract year not to exceed the Consumer Price Index. The procurement is subject to the City of Pasadena's Living Wage Ordinance for service components and minimum wage requirements under Pasadena Municipal Code. Compliance requirements include HUD labor standards, Section 3 economic opportunity requirements mandating 25 percent of total labor hours performed by Section 3 workers and 5 percent by targeted Section 3 workers, prevailing wage determinations, and California Lead-Acid Battery recycling regulations. Vendors must hold a valid Pasadena Business License and California Department of Industrial Relations certification for public works projects. Small and Micro Business Certifications from the California Department of General Services are recognized and carry preference in the procurement process.
