About this file
This is a Questions and Answers document issued by the Illinois Department of Natural Resources (IDNR) regarding the concession operator procurement for Eldon Hazlet State Park (IFB Number: 26-422DNR-REALT-B-49953), dated March 10, 2026. The document addresses vendor inquiries regarding operational responsibilities and facility specifications for the concession operation, which includes 20 cottages, a camp store, and a swimming pool. Key clarifications provided include confirmation that IDNR is responsible for structural repairs and equipment owned by the state, though the concession operator may utilize the Leasehold Account option to fund repairs upfront with monthly reserve payments reduced by 50% until repayment is complete, subject to approval by the Site Superintendent and Concession Manager. The current contract structure requires only Reserve Payments from the concessionaire, unlike the previous contract which required both rent and reserve payments. IDNR provided 12 months of historical occupancy data ranging from 5.3% in January 2025 to 57.0% in June 2025, demonstrating seasonal variation in facility utilization. Additionally, the IDNR clarified that laundry hookups at both the Camp Store and housekeeping building are gas/propane fueled, and that the new operator will be responsible for securing internet service, as the previous vendor's satellite provider information is unavailable.
The document confirms that all operating costs, including utilities, maintenance, staffing, and equipment repairs, are the vendor's responsibility, while IDNR retains responsibility for structural building repairs and parking lot maintenance. Vendors must maintain a $10,000 surety bond, $1,000,000 general liability insurance per occurrence with $2,000,000 annual aggregate coverage, and workers' compensation insurance as required by law, along with a minimum Reserve Account balance of $5,000. The contract compensation is structured as a percentage of gross receipts, with IDNR anticipating a minimum of 9% for the initial term through December 31, 2030, with renewal options available for up to 20 additional years not to exceed 25 years total. The bid deadline was March 17, 2026, with bids to remain firm for 90 days from opening, and award granted to the highest priced responsive and responsible bidder meeting all requirements. No small business set-aside or Business Enterprise Program goal applies to this solicitation.

ILLINOIS DEPARTMENT OF NATURAL RESOURCES
VENDOR QUESTIONS
Date: March 10, 2026
26-422DNR-REALT-B-49953
LOCATION: Eldon Hazlet State Park
PROJECT TITLE: DNR – Eldon Hazlet Concession
Vendor Question 1:
The hood / fire system would be a cost for whom to bear?
IDNR Answer 1:
The DNR is responsible for the repair of upkeep of the equipment owned by the State of Illinois. However, at this time DNR -Eldon Hazlet does not have the budgeted funds to repair and bring up to code this system. However, this is an item that the Reserve Account could be used to repair in the future. Another option would be the Leasehold Account in which the Vendor pays the cost upfront for the repair and then the monthly Reserve payment is reduced by 50% until the Leasehold has been repaid. Both the Reserve Account and Leasehold Account options are conditional upon approved by the Site Superintendent and Concession Manager.
Vendor Question 2:
The Previous Vendor’s P&L’s have 2 line items for rent. Can you clarify this?
IDNR Answer 2:
The previous contract required both Rent Payment and Reserve Payments from the Concessionaire. Those 2 line items together was their total monthly payment. This contract only requires Reserve Payments from the Concessionaire.
