About this file

This addendum, issued by the Illinois Department of Natural Resources (IDNR) on March 4, 2026, modifies the specifications for the Eldon Hazlet Concession solicitation (IFB 26-422DNR-REALT-B-49953). The addendum corrects terminology inconsistencies and clarifies operational requirements for the concession facility at Eldon Hazlet State Park. Key modifications include updating references from "beach" to "pool" in inclement weather closure procedures, changing the on-call maintenance personnel proximity requirement from "Lodge" to "Concession," and revising the hospitality industry experience requirement language from "shall submit" to "should submit" proof of qualifications. Additionally, the addendum removes the vendor responsibility for snow and ice removal at concession buildings, cottages, and parking lots. An updated Invitation for Bid has been posted to BidBuy and supersedes the original solicitation document for bid submission purposes. The deadline for submitting bids remains March 17, 2026.

The modifications clarify vendor obligations and IDNR's retained responsibilities, specifically shifting snow and ice removal back to IDNR rather than the concession operator. The hospitality industry experience requirement remains a minimum of five years, though the language adjustment regarding proof submission does not alter the binding nature of this qualification. Vendors are advised to reference the updated IFB document when preparing bids to ensure compliance with all current specifications. Prospective bidders may direct questions regarding these amendments to Frederick Murphy at Frederick.Murphy@Illinois.gov or (217) 782-5707.
