About this file
This is a Scope of Services document from the Washington State Energy Facility Site Evaluation Council (EFSEC) for certified court reporting and transcription services. The scope outlines requirements for in-person/on-site certified court reporting services for regular monthly Board Meetings in Lacey, Washington, and special hearings throughout Washington State where EFSEC energy site applications are pending. The contractor must provide transcribed meeting and hearing proceedings in electronic and hard copy formats, adhering to WAC 308-14-130 and WAC 308-14-135 standards. Deliverables must be provided within ten working days of order placement. Contractors must possess a minimum of three years of licensed court reporting experience within the last five years and maintain current Washington State certification throughout the contract period.
The document emphasizes data security requirements, including encryption and secure file transfer methods (Manage File Transfer, GovQA, or Box), and requires contractors to sign Non-Disclosure and Data Sharing Agreements. Quality control measures include mandatory proofreading and editing before submission, and contractors must agree to performance improvement plans if quality or timeliness standards are not met. The scope does not specify pricing terms, contract duration, or funding sources.
