About this file
This is a non-cost scoring exhibit (Exhibit B) from the Washington State Energy Facility Site Evaluation Council (EFSEC) for Competitive Solicitation No. 2025-01 for Certified Court Reporter and Transcription Services. The document outlines the evaluation criteria for bidders' non-cost qualifications, with a focus on company experience in court reporting and transcription services. Bidders must demonstrate a minimum of three years of licensed court reporting experience within the last five years, maintain proper Washington State certification and licensing, and provide documentation of professional certifications such as Washington State Court Reporter, National Court Reporters Association, or National Verbatim Reporters Association credentials.
The scoring methodology awards points on a scale from 0% to 100% based on how well bidders exceed minimum requirements, with additional value given for experience in environmental, land use, State Environmental Policy Act (SEPA), scientific, and governmental court reporting services. The evaluation process is designed to be anonymous to minimize bias, with bidders required to avoid including identifying information in their responses. The total available points for this section is 400, and responses are evaluated based on the level of added value they provide beyond the minimum acceptable standards.
