1 SCOPE
The Contractor shall manufacture, test, and deliver three types of hardware assemblies for the
Automated Surface Observing System (ASOS) Service Life Extension Program (SLEP) using
Government furnished production-level drawings and test specifications. The three different types of hardware to be manufactured are the Acquisition Control Unit (ACU), the Data
Collection Package (DCP), and a Single Cabinet ASOS (SCA).
1.1 INTRODUCTION & BACKGROUND
The ASOS program is an essential, joint mission support effort of the National Weather Service
(NWS), the Department of Transportation (DOT) Federal Aviation Administration (FAA), and the Department of Defense (DOD). The ASOS is the nation's primary system for collecting and reporting surface weather observations, primarily at airports, in support of aviation operations as well as weather forecasting and the timely issuance of warnings. ASOS directly supports: (1)
Air Traffic Controllers relying on surface observations to provide airport weather parameters to safely support National Aerospace System (NAS) operations; (2) Surface weather observations at airports required for dispatch of commercial aircraft; (3) Surface observations required to support Instrument Flight Rules (IFR) operations; (4) Surface observation data required by the
Office of Observations (OBS) and used by the NWS to produce weather forecast models and products; (5) The aviation community and flying public by providing required dial-in services to surface observation stations to obtain automated voice weather reports; (6) Providing the general public with up to date weather conditions via a dial-up service; (7) Providing forecasters with detailed and timely surface conditions from ASOS sites around the Nation and; (8) Providing the aviation community with Ground to Air (GTA) Radio broadcasts of automated voice weather reports. The Navy, Army, and Air Force are the DOD agencies that use the ASOS for flight operations located at military airfields, ranges, and launch facilities.
Major hardware and software components of the ASOS system are rapidly approaching the end of service life, and the current Service Life Extension Program (SLEP) was created to maintain the high reliability and continuity of operations required of this critical system.
There are approximately 1,960 ASOS units installed throughout the United States and foreign military bases around the world at approximately 970 locations. The ASOS SLEP hardware is designed to be compatible with the existing ASOS data interfaces and sensors, and to fit inside the existing ACU and DCP cabinet enclosures. The new ACU, DCP, and SCA assemblies are planned to be functional replacements within the overall ASOS system.
Each ASOS system may consist of one or multiple configurations based on specific site requirements. These configurations range from a single ACU to one ACU and up to three DCPs.
Because of these various configurations, the actual number of ACUs, DCPs, and SCAs will vary per location. Each assembly is designed as a direct replacement for each unit.
Attachment 3 – Specification
EA-133W-18-RP-0018
A number of DCP cabinets will be removed from the field sites and delivered to the awarded
Contractor’s facility for renovation. Therefore, new cabinets shall be purchased by the
Contractor until this process begins, when subsequent SLEP DCP units delivered by the
Contractor will consist of a combination of new and refurbished cabinets. Refurbishment requirements for the DCP cabinets are included in section 3.2.2 of this Specification.
Five configurations of ACU, DCP and SCA systems currently exist in the field as follows:
1) 1 ACU and 1 DCP
2) 1 ACU and 2 DCPs
3) 1 ACU and 3 DCPs
4) 1 ACU only
5) 1 SCA

Planning (MRP) and production process.
Change Management 3.1.2.2
Changes identified during the Contractor production baseline documentation review shall be identified and submitted to the Government by contract letter No Later Than (NLT) fifteen (15) days after contract award.
EA-133W-18-RP-0018
Changes needed during production must be reported to authorized Government personnel or their authorized designee who will initiate an Engineering Change Notice (ECN). Changes required during production shall be proposed as an ECN for minor changes such as alternate parts that are equal and do not affect form, fit, or function.
The Contractor may identify design changes and/or drawing changes to facilitate the manufacturing processes. The recommended design changes should not affect the design or performance, nor increase the cost of the hardware. Any design changes suggested should be targeted to increase efficiency of operations or speed of assembly. Design changes may include, but are not limited to the following:
Changes to improve manufacturability
Changes to accommodate alternate manufacturing processes
Changes to incorporate tooling, fiducial or reference features that will facilitate subsequent assembly operations
Drawing Changes to incorporate corrections, clarifications, or Design Changes as described above
Changes are subject to the approval or denial by the Government and should not be in any way subject to proprietary production processes or equipment.
Deviations/Waivers/Non-Conforming Materials 3.1.2.3
A joint Material Review Board (MRB) between the Government and the Contractor shall be established to address proposed deviations, waivers, and non-conforming materials from the
Contractor. A Government Deviation/Waiver Change Notice (DWN) shall be used to document the request, and will require approval from the Government to proceed.

CSA records for each unit must be maintained through the life of production, installation, and warranty period.
Configuration Audits 3.1.2.5
In-process audits and inspections of CSA and production floor build records of the MRP system may be inspected by the Government during production.
Physical Configuration Audits (PCAs) and Functional Configuration Audits (FCAs) will be conducted on the initial production articles and during 1 st Article testing. The Contractor shall participate in planning and execution of the PCAs and FCAs on the first production units.
NWS Configuration Management Portal 3.1.2.6
The NWS Configuration Management Portal will be used to deliver production drawings and all data required to support production at the Contractor’s facility. Users will be given a username and password to access the portal.

Results of the inspections and tests shall be documented in Inspection Reports.
INSPECTION 3.2.3.3
The Contractor shall ensure drawing conformity and consistent quality throughout the manufacturing process. The Contractor shall employ in-process inspections to ensure sub-assemblies meet the Government requirements, manufacturing is performed error free, and the final products are uniformly manufactured to the production level drawings. All failed factory acceptance testing inspections shall be accompanied by a corrective action plan to ensure that the failures do not reoccur. Any component, sub-assembly, or top assembly that fails an inspection shall be considered non-conforming material and shall be segregated from the production floor until a corrective action can be performed. The non-conforming material may be subject to a material review board. A record of all nonconforming material shall be maintained and included in the Program Manager’s Monthly Report.
A final inspection record shall be provided for each unit manufactured. Each unit shall have its own serial number using a sequence provided by the Government at time of Post-Award
Conference. This shall become part of the Government’s acceptance criteria for each unit, as it will permit the Government to track individual units manufactured, and configurations arising from the units produced.
TESTING 3.2.3.4
The Government will provide stand-alone Factory Acceptance Test (FAT) Procedures for each unit type. The FAT procedures are partially automated using a personal computer (PC), “National Instruments - Test Stand Base Deployment Engine” test software, and readily available test equipment. The Government will provide the test program, a specific list of test equipment, specific set up instructions, and procedures. The Contractor shall be responsible to furnish the PC, Test Stand Base Deployment Engine test software, and all test equipment as part of this contract. All Contractor purchased FAT equipment shall be delivered to the Government at the end of the contract.
The Contractor shall successfully perform the Government specified FAT procedures on every manufactured unit. This FAT forms the validation for unit acceptance along with quality records for each unit. The Contractor may perform additional tests at any point in the manufacturing process.
The Contractor shall maintain valid calibration for all test equipment throughout the manufacturing process. Tests performed using equipment that is out of the OEMs recommended calibration cycle must be retested using test equipment that is in calibration.
