Questions and Answers
Question 1: Several items reference the CONTRACTOR providing the services of an ABS
Representative. Normally the government agencies provide the ABS services and the
CONTRACT only schedules the inspections. In this way, the government does not end up paying a mark-up on the ABS services. Will the government consider supplying the services of the ABS Representative?
Answer 1: The contractor will provide and pay for ABS.
Question 2: Work Item 317, paragraph 3.17.4.2 says, “The Contractor shall provide the services of qualified personnel, including manufacturer’s representatives if necessary, for the duration of the dock trial”. Since having the manufacturer’s representatives present during dock trials will incur a cost, please identify those manufacturer’s representatives that the government would like to have present for Dock Trials.
Answer 2: Shaft Seal OEM, Line Shaft Bearing OEM, Steering Gear OEM
Question 3: Item 305 is titled Cathodic Protection System Inspection and Replacement. It is my understanding that there are TWO systems onboard the HENRY BIGELOW. There is a
Marimpress Impressed Current Cathodic Protection (ICCP) system that utilizes two anodes and two reference electrodes mounted in the hull. The Cathelco Anode System has eighteen anodes mounted in the sea chests and bow thruster tunnel. References (a) and (b) detail the Marimpress
ICCP system onboard the vessel. Reference (c) shows where the Cathelco anodes are located, but does not provide any system detail information. Paragraphs 3.5.4.1 thru 3.5.4.3 reference the Cathelco factory authorized field service technician and the system. But they, along with paragraphs 3.5.4.4 thru 3.5.4.12 describe the work to be completed on the Marimpress System.
Only paragraphs 3.5.4.13 and 3.5.4.14 describe work to be completed on the Cathelco system. It seems as if the work item was cut and pasted together without continuity. It is confusing and incorrect. If all the contractor has to do is replace the anodes for the Cathelco system without any operational testing, then reference ( c ) will suffice. But paragraphs 3.5.4.11 thru 3.5.4.12 reference the Marimpress system and the work item needs to be changed to reflect that.
Answer 3: The updated spec posted today September 21, 2015 includes verbiage that an Azienda
Chimica Genovese OEM rep is required to work on the Marimpress system.
Question 4: In Work Item 305, paragraph 3.5.4.5 directs the contractor to “ Open, pump out residual fuel, clean and certify safe for entry Fuel Oil Tanks 4-19-1 #2 Starboard and 4-19-2 #2
Port to gain access to the Reference Cells.” How much residual fuel will there be to remove?
How will this fuel be handled? Disposed of, or stored? Where in the specification does it task the contractor to remove the fuel down to the “residual level”? Will the crew transfer fuel from these tanks to other storage tanks onboard?
Answer 4: The ship will pump the fuel out of the tanks. Residual fuel remaining in varies with each tank. There will be approximately 100 gallons remaining but the contractor is required to remove all remain fuel even if it is more then 100 gallons. The residual fuel will be disposed.
Question 5: My subcontractors say that Aurora Pumps will not quote replacement parts for the overhaul of the main seawater and auxiliary seawater pumps in Item 313 without being provided the existing serial numbers. Can the vessel supply the serial numbers of these four pumps?
Answer 5:
1. Bilge/Ballast/Fire: S/N 1009198-2
2. Fire: S/N 1009207
3. MSW No. 1: S/N 1008163-2
4. MSW No. 2: S/N 1008163-1
5. Aux SW No. 1: S/N 1008170-2
6. Aux SW No. 2: S/N 1008170-1
