5. PAINTING AND FINISHING

1. GENERAL

The existing anchors are stowed with their flukes against the side shell. As a result, the anchor shifting against the hull in moderate to heavy sea conditions generates a considerable amount of noise. The post delivery addition of a devil’s claw and turnbuckle arrangement used to cinch up on the anchor chain has not been successful in reducing the anchor movement at sea. 15

The modification described in this specification and in Reference 3 is intended to rectify the problem of anchor movement in the stowed position. This is accomplished two ways: by housing the anchors in anchor pockets set in from the shell plating – somewhat protected from the brunt of the seas; and providing a pocket that restrains the rotation of the anchor head/flukes in the stowed position. The modifications also provide for an improved arrangement of chain stoppers and 20 pelican hooks to facilitate anchor handling.

3. REMOVALS AND RELOCATIONS

The contractor is responsible for all required removals and relocations including, but not limited 35 to, the following:

Anchor Handling Spec Page 2 File No. 05056, 21 August, 2006 H:\2005\05056_NOAA_OnCall\08_OscarDysonAnchorHandling\spec\Oscar_Dyson_Anchor_Handling_Mods.DOC

• The existing port and starboard hawse pipes and associated anchor bolsters are to be removed. The resulting holes in the hull shell plate, and main deck are to be inserted with plate of the appropriate thickness.

• The reinforcement ring and chain guide in the deck at the 01 level are to be removed and 40 the resulting hole inserted with plate of the appropriate thickness. The hull and deck stiffening and framing affected by the hawse pipe removals shall be extended and reconnected using effective brackets.

• The hull shell and main deck plate shall be removed in way of the new anchor pocket port and starboard. The new hawse pipe will require a small amount of deck plate to be 45 removed at the 01 Level.

• A transverse strip of main deck plating must be removed in order to install a new deck insert plate at Frame 3. If an interference exists between the new insert plate or new stanchions and the existing manhole in the main deck, the manhole shall be relocated and the main deck plate inserted. 50

• The existing port and starboard rope scuttles in the 01 level near Frame 0 are to be removed. The deck is to be inserted on the starboard side. The port side 01 level deck shall be prepared for the installation of a new larger scuttle.

• Three ships service transformers in way of the new anchor pockets are to be relocated within the Bosun’s stores. The relocated transformers shall be installed on suitable 55 foundations which incorporate the existing vibration isolation mounts. The transformer relocation may require removal of the storage shelving in the bosun’s stores.

• The ship’s existing anchors shall be removed and returned to the Owner as per his instructions.

• Remove all linings/insulation in way of the port and starboard anchor pocket installations 60 and structural reinforcements.

• The rope bin in the forward section of the bosuns locker shall be removed.

4. STRUCTURE

All structural steel shall be mild steel, certified by ABS. ABS material certificates shall be provided to the Owner prior to proceeding with the steel installation. 65

Fabricate and install two new anchor pockets (port/starboard) and hawse pipes in accordance with Reference 2. All materials and welding are to be in accordance with ABS requirements (Reference 3). The top of the hawse pipes is to be comprised of a pipe elbow, cut and fit to match the 01 level as shown in Reference 2. A new round bar is to be installed on the 01 Level in way of the chain path. 70

A new shell doubler plate shall be installed in Accodance with Reference 2.

Pull back the existing cables associated with the relocated transformers within the bosun’s locker to the bulkhead penetration at Frame 7, starboard. Reroute the existing cable to the relocated 80 transformers. If the existing cables must be replaced or lengthend, new cables shall be installed between the circuit breaker panel and the transformer as a continuous length of cable. Cable splices are not allowed.

Care shall be taken when installing the new structure below the 01 level so that cables in the existing wireway between Frame 2 and Frame 3 are not damaged. 85

6. MECHANICAL

Modifications to the ship’s mechanical systems are not anticipated.

7. OUTFIT

Two new anchors, with round pin anchor shackles, shall be supplied. The anchors shall be 5,000 lb., stockless type with ABS approvals for compliance with the vessel’s ABS equipment number of 90

660. The existing anchor chain will be re-used.

Two new Ulster Chain Stoppers shall be supplied. The chain stoppers are to be ABS approved and suitable for use with 36mm Gr 3 chain. The chain stopper foundation shown in Reference 2 is designed for a chain stopper with a 20”x11” footprint.
