About this file
This is a Consent to Subcontract template form (Exhibit E.7) required for federal contract 75FCMC26R0041 related to the Plan Program Integrity Medicare Drug Integrity Contractor (PPI MEDIC) solicitation. The form serves as a standardized document that prime contractors must complete when proposing subcontractors, requiring submission to the contracting officer for approval under FAR 44.201. Prime offerors must provide comprehensive information including justification for subcontractor selection, compliance with small business and nonprofit agency purchasing requirements, documentation of price competition or sole-source justification with cost reasonableness determination, responsibility assessment of the proposed subcontractor, detailed cost or price analysis with negotiation memoranda, and confirmation that the subcontractor is not listed in the System for Award Management exclusion database.
The template requires contractors to demonstrate that subcontract types are appropriate for associated risks and consistent with federal policy, that prime contract technical requirements have been adequately translated into subcontract specifications, and that adequate price competition was obtained or properly justified if unavailable. This form is applicable to the Centers for Medicare and Medicaid Services' PPI MEDIC contract, which involves national oversight of Medicare Parts C and D programs for fraud, waste, and abuse prevention through data analysis, audits of Medicare Advantage and Prescription Drug Plan sponsors, and law enforcement referrals. The template itself contains no specific pricing terms, set-asides, response dates, or award information, as it functions as a procedural requirement for subcontracting governance rather than a substantive solicitation document.
