· The Alternate Technical Point is Peter Kennett (in attendance)

Introduction of Springfield-Beckley Airport personnel listed below was conducted:

· The Springfield-Beckley Airport Manager is Don Smith

· Charlie Van Heusen, Airfield Maintenance Manager

Mr. Hasson read the Site Visit Agenda (attached) and reminded attendees (list attached) that all questions regarding the site visit and solicitation need to be placed in writing to Christine Guy, Contracting Officer no later than Friday, July 21, 2017 at 4:00pm. Mr. Hasson informed contractors that the questions and responses would be posted to Federal Business Opportunities (FBO) in an official Amendment to the solicitation.

Site survey began with examining existing outside plant facilities in the vicinity of the Air Traffic Control Tower (ATCT) including opening manholes, and providing a tour through spaces of interest with the Air Traffic Control Tower (ATCT). The ATCT Communications Room, located on the First Floor, was visited. Mr. Kennett identified selected pieces of equipment of interest, including the existing local phone company copper T1 Line Point-of presence enclosure, the probable location of a new fiber patch panel and the need to allow space for a 24’ x 24” media conversion enclosure (to be furnished by Harris/FTI). Contractors were informed that there are two known possible ways the get the fiber cable into the Communications Room; by existing conduit to the Second Floor or by a new route under an existing sidewalk, then a riser up-to, and through, the brick wall of the Communications Room. The contractors were told they should decide on installation method and identify in their proposal. Mr. Van Heusen opened manhole covers in areas on the airfield-side of the ATCT. These included manholes on either side of Taxiway Alpha. Contractors were able to inspect existing conditions within the manholes including extent of existing conduit-fill.

After initial visit to the Tower Area, the group proceeded in the direction of the TACAN shelter. It was noted by several Contractors that they will take into consideration to potential for some amount of delays in moving around the airfield. Activity by training school aircraft and biz-jets headed for the overhaul facility on the Airfield delayed the group nearly ten minutes. Mr. Smith mentioned that this ops tempo was somewhat atypical. Contractors were shown the TACAN Shelter and vicinity, with Mr. Kennett noting that the TACAN Patch Panel will be mounted on the outside wall and that no power is needed and no project-related equipment will be located inside the building. These observations parallel information already presented in the solicitation.

From the TACAN, the group moved on to the first of two UAV aircrew flying locations, at ECHO-1, along TAXIWAY ECHO. Air crews will have the options to erect their Ground Control Station (GCS) tables and tent at either location. Setback requirements and manhole locations were discussed. In response to a Bidder question and repeating information from solicitation, Pete explained that fiber cable Segments “B” and “C” are to be individually landed on dedicated SC connectors on (2) 24-Port patch panels at the same manhole. Contractor-furnished local simples patch cables will be installed to continue Strands 13-14 down the Airfield to the second (GCS) location near the “Hammer-Head Turn” at the end of RNY 33. At the turn at 33, which begins TAXIWAY ECHO, the manholes location and setbacks were discussed. From 33, the group returned to park along Alpha, getting out on foot to perform the (previously-mentioned) inspection of manholes near the Tower. Upon completion of manhole inspection, the group returned to the Airfield Conference Room for closing remarks by Mr. Hasson. Mr. Hasson thanked everyone for attending and reminded them to submit questions to the Christine Guy, Contracting Officer by Friday, July 21, 2017 at 4:00pm and site visit concluded at 11:00am.
