DTRT5717Q80108 Amendment 000004 Fiber Optic Cable Installation at Springfield-Beckley Municipal Airport

CONTRACTOR QUESTIONS AND GOVERNMENT RESPONSES

CONTRACTOR QUESTION:

Will the contractor be able to drive their work trucks and utility vehicles on the taxiway and runway?

GOVERNMENT RESPONSE:

Contractor will be able to drive work trucks with airport escort.

CONTRACTOR QUESTION:

Who will be responsible for any turf restoration? Will it be new top soil, grass seed and straw? or topsoil and sod?

GOVERNMENT RESPONSE:

Contractor is responsible for turf restoration including hydro seed. No straw can be used.

CONTRACTOR QUESTION:

Is their rock?

GOVERNMENT RESPONSE:

It is unknown if rock will be encountered on the project. For more information please refer to the Ohio Department of Natural Resources (DNR) website and other associated reports/studies.

CONTRACTOR QUESTIONS:

Was a geotechnical report done for bores? Are there geo surveys?

GOVERNMENT RESPONSE:

Please refer to the State of Ohio Department of Natural Resources website for Geotechnical Report inquiries.

CONTRACTOR QUESTIONS:

On the first question, above, I don't recall you having mentioned any geotechnical survey work having been performed in association with the fiber project, or other Springfield Projects. What is your guidance? For example, would Volpe be correct that conditions under the runways are engineered material down to a certain depth (how deep?) and that it would be unlikely that a boring crew would encounter ledge?

GOVERNMENT RESPONSE:

All existing pavements on the airfield are made from engineered material (e.g. bituminous asphalts, concrete, aggregate bases, stabilized subgrade or similar). Depths that are available were provided in Amendment 000003. It is estimated that the depths of these materials (above subgrade or earth) is approximately 4 to 36 inches but actuals are unknown and depths will vary even at the approximate section given. (Some are as deep as 40 to 60 inches such as sections of the runway.)

CONTRACTOR QUESTIONS:

Can you provide the actual FAA specification document for the manholes, hand holes & vaults? I believe there is more to it than the abbreviated answer found in Amendment 000003.

GOVERNMENT RESPONSE:

Manholes, hand holes, and vaults specifications were provided by the Springfield Airport Manager. Please refer to the Government Response for manholes design specification stated in Amendment 000003.

CONTRACTOR QUESTIONS:

Amendment 000003 Q&A states “• Patch Panel shall be fitted for Type SC connectors, with sufficient connectors to land strands of (2), 24-strand SM cables (Outside Plant Cable Segments “A” and “B”)” Please clarify the “(2)”.

GOVERNMENT RESPONSE:

Segments A & B (TACAN Shelter) will have 1 24-strand SM fiber cable coming in from Segment A (ATCT) to the TACAN patch panel. An additional 24-strand SM cable will leave the TACAN patch panel and continue down to Echo 1 (1-12) and on down to RWY 33 (13-24). There must be sufficient room in the TACAN patch panel to allow for adequate spacing needs for routing and connections for 2 24-strand SM cables. Please refer to Wiring Diagram provided in Amendment 000003.

CONTRACTOR QUESTIONS:

What NEMA rating do you require for the enclosures in the vaults?

GOVERNMENT RESPONSE:

The ATCT Patch panel requires a NEMA 1 as it is indoors. The NEMA rating for all other required patch panels and vaults shall be appropriate to operating environment. Please provide justification for decision in bid.

CONTRACTOR QUESTIONS:

Can you confirm the requirement for a bond? We are not used to seeing that requirement for a fiber optic cable installation. That is more typically for facility construction.

GOVERNMENT RESPONSE:

Yes, this work is considered construction. Please refer to the changes in this Amendment 000004 and the revised Instruction, Conditions and Notice to Offeror which removed Clause Federal Acquisitions Regulation (FAR) 52.228-13 Alternative Payment Protections and added Clause FAR 52.228-15 Performance and Payment Bonds—Construction and Provision FAR 52.228-1 Bid Guarantee.

CONTRACTOR QUESTIONS:

Refer to picture of tower fence manhole and existing conduit, where does the orange conduit lead? And can non-active fiber be removed?

GOVERNMENT RESPONSE:

There is existing conduit that was discovered recently that goes from the ATCT Comms room (2nd Floor) southeast to a manhole on the opposite side of Taxiway A. This is up to the bidder to decide to use this conduit. It is 3-4” conduit with 1-2 existing fiber strands already in place. The fiber that enters into the orange conduit is most likely runway or taxiway lighting. It is unknown at this time if existing fiber, active or not, can be removed.

CONTRACTOR QUESTIONS:

If the option to enter the building through existing conduit is used by contractor…once the fiber is installed through existing conduit to second floor…is conduit required fiber or is utilizing the existing cable tray OK?

GOVERNMENT RESPONSE:

Yes

CONTRACTOR QUESTIONS:

Are there specs or part numbers for fiber racks, patch panels, boxes etc. to be used on project?

GOVERNMENT RESPONSE:

Patch panels, vaults etc. must allow for adequate spacing for routing fiber. The patch panel inside the ATCT can be NEMA 1 as it is indoors. Other patch panels, fiber racks must be appropriate to operating environment. Please provide proper justification for decision in bid.

CONTRACTOR QUESTIONS:

Is there a spec on the type of fiber to be used?

GOVERNMENT RESPONSE:

Fiber Optic Cable shall be 24-Strand, SM(OS2), Loose-Tube, Indoor/Outdoor, All-Dielectric, Dry-Core, Plenum OFNP, similar to Belden B9W205

CONTRACTOR QUESTION:

Where are the E1 and RWY 33 locations for the patch panels?

GOVERNMENT RESPONSE:

E1 Location: Lined up with the centerline of E1 RWY 33 Location: 1st blue taxiway edge light (northwest) after completion of the hammerhead turn. Exact setback locations or minor adjustments to location will be discussed during pre-construction meeting.
