Department of Transportation Volpe National Transportation Systems Center

Remotely Piloted Aircraft (RPA) Ground Based Sense and Avoid (GBSAA) Fiber Optic Cable Installation at Springfield-Beckley Municipal Airport

Statement of Work (SOW)

Background

Currently there are several technical and operational challenges attendant to the near-term integration of critical United States Air Force (USAF) Remotely Piloted Aircraft (RPA) assets into the National Airspace System (NAS). One of the most significant, is the inability of an RPA operator to “see and avoid” other aircraft; as required by Title 14 of the Code of Federal Regulations (14CFR§91.113). The current approved mitigations strategies for the lack of a “see and avoid” capability consist of using temporary flight restrictions, ground-based visual observers, and chase aircraft. These solutions are not always practical of extendable for all USAF RPA missions.

The Volpe National Transportation Systems Center (VNTSC) has been tasked by the USAF to deliver a specialized mobile Ground Based Sense and Avoid (GBSAA) solution at the Springfield-Beckley Municipal Airport (KSGH) in Springfield, OH. GBSAA will result in a USAF material solution which will enable RPAs to operate in compliance with 14CFR§91.113 without the use of the aforementioned compliance mechanisms.

In order to receive appropriate radar data to operate in compliance with 14CFR§91.113, fiber optic cabling must be placed and wired in strategic locations throughout the airport grounds. This requires specialized equipment for drilling around sensitive airport infrastructure and underneath runways and taxiways. This is a highly specialized procedure requiring the contractor to have special permits from the FAA prior to starting the work.

This work requires laying 24 s/m fiber optic cable with conduit, along with a number of terminal vaults. Once the infrastructure is in place, testing will commence in order to assure the installation is up to the correct specifications. Prior to award of this order, a “Right of Entry” must be issued by the City of Springfield to the contractor.

SCOPE OF WORK

Task 1 – Supply and Installation of Fiber Optic Cables (CLIN 0100)

Supply and installation of 24 s/m fiber optic cable and 2” conduit and conduit pull tape, along with terminal vaults (~3-4) and patch panels (~1-2, or as required by Contracting Officer’s Representative (COR)) at Springfield-Beckley Municipal Airport (KSGH). (See attached Google Earth Boring, Fiber and Airport Diagrams and Fiber Routing Diagram) Conduit and fiber must extend from the terminal vault at the Control Tower to inside the Tacan Building (~2200’ (under taxiways and runway)). Conduit pull tape is required in every conduit segment. The GBSAA Mobile Bus will be parked next to the Tacan building. A connection vault must be built at that location inside the Tacan building. A box for an umbilical cord from the bus must be placed on the Tacan building to connect with the fiber patch panel. Fiber and conduit must be laid from the Tacan Building vault down to taxiway E1 (~1100’) and continue to Hammerhead turn at the end of Runway 33 (~1400’). A terminal vault must be built at those two additional locations. All vaults and conduit must be built and placed in accordance with City of Springfield and Airport standards and specifications, along with any final specifications determined by the COR. The contractor shall determine the number of access panels required for pulling fiber optic cable.

Depth of fiber will be determined by the COR. Total fiber and conduit is estimated at ~4700’- 5000’. All work to include labor, material and equipment necessary to perform installation. All work shall be coordinated with GBSAA Team to include work schedule.

Upon completion of all installation, contractor and GBSAA Team will conduct testing of fiber optic cables to ensure usability. This testing shall be performed no later than July 31, 2017. In addition the contractor shall provide fiber optic cable installation drawings for review and acceptance by the GBSAA Team.

CONTRACTOR QUESTION:

Does the customer want the fiber to be pulled through new innerduct? If so, What size innerduct? Or would the customer prefer pulling the fiber through maxcell fabric innerduct? If so, how many cells? typically 3 cell, and there will be 2 extra cells in the case of future expansion.

GOVERNMENT RESPONSE:

Inner Duct, etc: Contractor shall decide on use of inner-duct or MaxCell (or equal) to carry 24-strand fiber cable; decision to be divulged to Awarding Authority

CONTRACTOR QUESTION:

What size manholes or handholes will be installed along the new duct bank? And, what is the total number to be installed? How far apart does the customer want each manhole/handhole?

300 feet, 400 feet...

Is the contractor to install fiber service loops in the manholes? Every other manhole? Only at each end? What size service loops? 50 feet, 100 feet...

GOVERNMENT RESPONSE:

Spacing of Hand-Holes / Man-Holes: It shall be the responsibility of each Bidder to determine an appropriate spacing of Hand-Holes / Man-Holes along the route of the conduit runs to ensure cable manufacturer’s pulling-tension specifications are not exceeded. Bidder shall divulge to Awarding Authority the quantity and spacing of hand-holes / man-holes. Hand-Holes / Man- Holes: Shall meet Springfield requirements for weight-rating, means of drainage, alignment with finished grade, etc.

CONTRACTOR QUESTION:

Could the period of performance be extended to a minimum of 60 days, but preferably 90 days after the date of award?

CONTRACTOR QUESTION:

Will the contractor be able to work weekends? Are there any work hour restrictions? Or set work hours?

GOVERNMENT RESPONSE:

Contractor shall be allowed to work the following hours:

M-F: 7:30 AM – 6:00 PM

Sat: 9:00 AM – 5:00 PM (WITH ONE WEEK PRIOR NOTICE)

No work may be performed on Sundays

CONTRACTOR QUESTION:

Do you have specific requirements as to how deep you would like the directional bore to be placed? Is it possible that, below a certain depth (the bottom of the runway / taxiway sub-surface preparation), conditions might be less predictable?

GOVERNMENT RESPONSE:

All utilities (boring or buried cable) should be placed at a minimum depth of 36 inches (per Fiber Optics Association or FOA). It is desired that the depth remain constant unless needed to miss other obstacles (e.g. utilities and pavement). When installing below pavements, it is recommended the cable be placed at a minimum depth of 48" or at least 12" below subbase materials (aggregate) if more than 48". These depths should reduce the risk of it the cable ever being accidentally dug up for any reason. The Contractor is to conduct "Private" Utilities Locates along the project corridor to ensure existing utilities are not disturbed. At no time should a directional bore be installed to go above a utility that does not meet a minimum depth of 36 inches. At these proposed depths, most utilities (within the corridor) and pavements interference would be avoided with some possible exceptions.

CONTRACTOR QUESTION:

Finally, we need the Specs on your standard Springfield hand-holes and man-holes (weight-rating, any requirements for placing a gravel drywell under to minimize flooding, etc.).

GOVERNMENT RESPONSE:

The following are the design specifications for Springfield hand-holes and man-holes:

Decks and covers subject to direct heavy airplane loadings (within the Runway or Taxiway Object Free Area) such as manhole covers, inlet grates, utility tunnel roofs, bridges, etc., should be designed for the following loadings:

a. Manhole covers for 100,000 lb. (45 000 kg) wheel loads with 250 psi (1.72 MPa) tire pressure.

b. For spans of 2 feet (0.6 m) or less in the least direction, a uniform live load of the larger of 250 psi (1.72 MPa) or the maximum tire pressure assumed for manhole cover design

c. For spans of greater than 2 feet (0.6 m) are to require specialized design instruction. Please contact the airport for details.

Decks and covers subject to all other loadings (not heavy airplane loadings or outside of the Runway or Taxiway Object Free Area) such as manhole covers, inlet grates, utility tunnel roofs, bridges, etc., should be designed for the following loadings:

a. Heavy Duty - Casting in this category exceed proof loads of 16,000lbs.
