Department of Transportation Volpe National Transportation Systems Center
Remotely Piloted Aircraft (RPA) Ground Based Sense and Avoid (GBSAA) Fiber Optic Cable Installation at Springfield-Beckley Municipal Airport
Statement of Work (SOW)
Background
Currently there are several technical and operational challenges attendant to the near-term integration of critical United States Air Force (USAF) Remotely Piloted Aircraft (RPA) assets into the National Airspace System (NAS). One of the most significant, is the inability of an RPA operator to “see and avoid” other aircraft; as required by Title 14 of the Code of Federal Regulations (14CFR§91.113). The current approved mitigations strategies for the lack of a “see and avoid” capability consist of using temporary flight restrictions, ground-based visual observers, and chase aircraft. These solutions are not always practical of extendable for all USAF RPA missions.
The Volpe National Transportation Systems Center (VNTSC) has been tasked by the USAF to deliver a specialized mobile Ground Based Sense and Avoid (GBSAA) solution at the Springfield-Beckley Municipal Airport (KSGH) in Springfield, OH. GBSAA will result in a USAF material solution which will enable RPAs to operate in compliance with 14CFR§91.113 without the use of the aforementioned compliance mechanisms.
In order to receive appropriate radar data to operate in compliance with 14CFR§91.113, fiber optic cabling must be placed and wired in strategic locations throughout the airport grounds. This requires specialized equipment for drilling around sensitive airport infrastructure and underneath runways and taxiways. This is a highly specialized procedure requiring the contractor to have special permits from the FAA prior to starting the work.
This work requires laying 24 s/m fiber optic cable with conduit, along with a number of terminal vaults. Once the infrastructure is in place, testing will commence in order to assure the installation is up to the correct specifications. Prior to award of this order, a “Right of Entry” must be issued by the City of Springfield to the contractor.
SCOPE OF WORK
Task 1 – Supply and Installation of Fiber Optic Cables (CLIN 0100)
Supply and installation of 24 s/m fiber optic cable and 2” conduit, along with terminal vaults (~3-4) and patch panels (~1-2, or as required by Contracting Officer’s Representative (COR)) at Springfield-Beckley Municipal Airport (KSGH). (See attached Google Earth Diagrams) Conduit and fiber must extend from the terminal vault at the Control Tower to inside the Tacan Building
(~2200’ (under taxiways and runway)). The GBSAA Mobile Bus will be parked next to the Tacan building. A connection vault must be built at that location inside the Tacan building. A box for an umbilical cord from the bus must be placed on the Tacan building to connect with the fiber patch panel. Fiber and conduit must be laid from the Tacan Building vault down to taxiway E1 (~1100’) and continue to Hammerhead turn at the end of Runway 33 (~1400’). A terminal vault must be built at those two additional locations. All vaults and conduit must be built and placed in accordance with City of Springfield and Airport standards and specifications, along with any final specifications determined by the COR. The contractor shall determine the number of access panels required for pulling fiber optic cable. Depth of fiber will be determined by the COR. Total fiber and conduit is estimated at ~4700’-5000’. All work to include labor, material and equipment necessary to perform installation. All work shall be coordinated with GBSAA Team to include work schedule.
Upon completion of all installation, contractor and GBSAA Team will conduct testing of fiber optic cables to ensure usability. This testing shall be performed no later than July 31, 2017. In addition the contractor shall provide fiber optic cable installation drawings for review and acceptance by the GBSAA Team.
