EXECUTIVE SUMMARY
I. Procurement Summary
Solicitation No. DTRT5715R20003, entitled “Support Onsite for Information Technology Services (SOFITS),” is a competitive solicitation for Information Technology (IT) and Information Systems Security (ISS) support. This solicitation contains two functional areas: (1) IT support and (2) ISS and Privacy support. The IT support functional area shall provide IT expertise services such as system analysis, development, operations and maintenance, deployment, field support, and analytical research analysis; system architecture and framework; facility and operations support; technology assessments and modernization; and other specialized areas. The ISS and Privacy support functional area shall provide ISS expertise services such as systems security administration and cyber-security assessment and assurance. Competitive proposals are requested from all eligible sources using this solicitation.
The Volpe National Transportation Systems Center (Volpe Center) intends to make two master contract awards as a result of this solicitation. The IT support functional area, Contract Line Item Number (CLIN) 0100, is issued using Full and Open (F&O) competitive procedures and will result in a single contract award. The ISS and Privacy support functional area, CLIN 0200, is issued as a Small Business Set-Aside (SBSA) among eligible small businesses, resulting in a single contract award. The master contracts for CLIN 0100/IT support will be referred to as the IT Support contract, and CLIN 0200/ISS and Privacy support will be referred to as the ISS Support contract throughout sections E through M of this solicitation. The resulting awards will be Indefinite Delivery/Indefinite Quantity (IDIQ) contracts and will provide the issuance of Firm Fixed Price, Cost- Plus-Fixed-Fee (CPFF) completion-type, and CPFF term-type task orders.
This solicitation includes clauses and provisions that apply to (1) the SOFITS master contracts for CLIN 0100 IT support and CLIN 0200 ISS and Privacy support (Part I); and (2) the first task orders for SOFITS CLIN 0100 IT support and CLIN 0200 ISS and Privacy support (Part II).
The Volpe Center intends to award the first SOFITS task orders concurrently at the time of the IT Support contract and ISS Support contract awards. The first IT support task order will be referred to as IT Support Task Order 1 throughout this solicitation. The first ISS support task order will be referred to as ISS Support Task Order 1 throughout this solicitation.
The numbering sequences throughout the solicitation, Parts I and II, are the same in order to facilitate the concurrent issuance of the two master contracts and the initial two task orders.
Part I of this solicitation contains specific section(s) for the IT Support contract using the letter “A” and specific section(s) for the ISS Support contract using the letter “B.”
Part II of this solicitation contains specific section(s) for the IT Support Task Order 1 using the letter “A” and specific section(s) for the ISS Support Task Order 1 using the letter “B.”
