SF 30, Block 14 - (continued):

1. PART I of this amendment provides the Support Onsite for Information Technology Services (SOFITS) Pre-Proposal Webinar List of Attendees and the Pre-Proposal Webinar PowerPoint Presentation as the following attachments to this amendment:

Part III, Attachment J.5 SOFITS Pre-Proposal Webinar Attendee List Part III, Attachment J.6 SOFITS Pre-Proposal Webinar Slides

2. PART II of this amendment consists of responses to the questions received in regards to subject solicitation. The following questions, with the corresponding answers, were received:

1Q. Is this considered the full recompete of the requirement previously known as V-TRIPS? I notice that this requirement lists the contracts of SGT and CSC as the incumbents, but omits the V-TRIPS contracts of QinetiQ, L-3, and Abacus (those three had little spending on them). Or does it only recompete portions?

1A. Contracts (IT Support Contract and ISS Support Contract) and resulting task orders issued as a result of this new SOFITS solicitation are anticipated to provide support in a manner and scope similar to the existing Volpe Transportation Information Project Support (V-TRIPS) contracts in the functional areas of IT support and ISS and Privacy support.

Specific requirements for transition for the IT Support Task Order 1 and ISS Support Task Order 1 are listed in the solicitation.

2Q. Has the Source Selection Authority (SSA) been determined?

2A. The Source Selection Authority for this acquisition will be the assigned Contracting Officer (CO), Brian Toth.

3Q. Were there any major issues with how this work was done previously that this recompete is hoping to rectify?

3A. The Volpe Center uses the Contractor Performance Assessment Reporting System (CPARS) as its primary method for entering past performance information. No further information can be provided via this amendment or in the SOFITS solicitation regarding previous contractor performance.

4Q. If the original excel spreadsheets are available for use (referenced below), would it be possible to get copies for our use within the proposal? Reference: On Pg. 239 & 240, there is a reference to Excel attachments, “SEE ATTACHED EXCEL WORKBOOK TITLED: SECTION J, PART 3, ATTACHMENT J.3.A – COST AND BUSINESS PROPOSAL SCHEDULES”

4A. Reference to the Excel Spreadsheet, SECTION J, PART 3, ATTACHMENT J.3.A – COST AND BUSINESS PROPOSAL SCHEDULES, provided all offerors with an Excel Spreadsheet in .pdf format.

http://www.cpars.gov/

Page:- 3 -

5Q.We are making our final bid decision and we are wondering if the Government will find it acceptable to be reviewed by a private third party reviewer whom found us compliant is acceptable.

5A. A prime contractor is not eligible to receive a contract or task order award under this solicitation unless its accounting system has been reviewed by a Government audit agency (such as the Defense Contract Audit Agency or the Defense Contract Management Agency) and determined by the Contracting Officer to be adequate for determining costs under a cost reimbursement contract (refer to Section H, Part I, paragraph H.18 and Section L, paragraphs L.6.II.A – Section 2 (r) and L.6.II.B – Section 2 (r)).

6Q. My question is did SOFITS (which was released on Friday) replace the above mentioned V-

TRIPS?

6A. Yes, contracts and resulting task orders issued as a result of this new SOFITS solicitation are anticipated to provide support in a manner and scope similar to the existing Volpe Transportation Information Project Support (V-TRIPS) contracts in the functional areas of IT support and ISS and Privacy support.

7Q. Would VOLPE consider conducting an audit after award of contract to to verify that a company is DCAA/DCMA compliant?

7A. No, a prime contractor is not eligible to receive a contract or task order award under this solicitation unless its accounting system has been reviewed by a Government audit agency (such as the Defense Contract Audit Agency or the Defense Contract Management Agency) and determined by the Contracting Officer to be adequate for determining costs under a cost reimbursement contract (refer to Section H, Part I, paragraph H.18 and Section L, paragraphs L.6.II.A – Section 2 (r) and L.6.II.B – Section 2 (r)).

8Q. Would it possible to post the list of attendees on FBO.gov site? This will help our small business in teaming.

8A. If this question refers to the SOFITS Pre-Proposal Webinar held on Monday, March 2, 2015, yes, a list of attendees is provided as an attachment as a result of this amendment, A0001 to the DTRT5715R20003 solicitation; Part III, Attachment J.5 SOFITS Pre-Proposal Webinar Attendee List.

3. PART III of this amendment consists of administrative changes to the subject solicitation.
