Page:- 2 -
SF 30, Block 14 - (continued):
1. PART I of this amendment consists of responses to the questions received in regards to subject solicitation. The following questions, with the corresponding answers, were received:
1Q. Why is the Volpe Center using the same solicitation instructions to acquire the IT Support services and ISS Support services?
1A. In accordance with Federal Acquisition Regulation (FAR) 7.105, the Volpe Center performed and documented the acquisition strategy for the Support Onsite for Information Technology Services (SOFITS) procurement, which will provide direct technical support to the Information Technology (IT) and Information Systems Security (ISS) programmatic requirements. It was determined during the SOFITS acquisition strategy and planning phase that competitive proposals would be requested from all eligible sources using a single solicitation.
2Q. Why do you need a CLIN 0202 for such a small requirement?
2A. As stated in the solicitation, Task Order Management and Administration is necessary to achieve satisfactory performance; in order to achieve satisfactory performance the Contractor shall provide effective leadership, project planning and management, staffing, and supervision of work activities and personnel needed for effective performance
3Q. Why have a requirement for a detailed transition plan for just 4 FTE?
3A. If this question is in reference to CLIN 0201, Transition in accordance with Section C, Part II, ISS Support, Paragraph C.2.A, the transition requirement is included to ensure that there is minimal disruption to the ISS and Privacy work similar in scope and nature to projects identified in Section J, Part II, Attachment J.5 - Technical Reference Library, from the existing on-site V-TRIPS task orders to this task order (ISS Task Order 1) with minimal disruption.
4Q. Why are you requiring a job order cost recovery system??
4A. It was determined during the acquisition strategy and planning phase (in accordance with FAR 7.105) one standard job order cost recovery methodology would be established for all SOFITS task orders.
5Q. Did the Volpe Center consider using a T&M contract approach for these 4 FTEs? This approach would expand the competition base and minimize the administrative burden for both small businesses and the Volpe Center. With such a low level of effort the risk of the T&M contract opposed to a CPFF contract would be minimal if not at all.
5A. All contract types were considered during the SOFITS acquisition strategy and planning phase; the contract type selection was documented in accordance with FAR 7.105.
6Q. Did the Volpe Center consider using other contract vehicles available from other agencies for this small task. (i.e GS Schedule 70, OASIS) ?
Page:- 3 -
6A. Required sources of services and sources identifiable through databases, including Government-wide databases, were considered during the SOFITS acquisition strategy and planning phase; the findings were documented by the Government in accordance with FAR 7.105.
7Q. B.4.A appears to only have CLIN 0103 hours in it vs the LOE for CLIN 0100; please clarify whether this is the LOE for CLIN 0103 or for CLIN 0100 in total.
7A. The Level of Effort (LOE) in B.4.A is only for CLIN 0103, IT Support (Full and Open).
8Q. Section C.1; are any of the support services currently being provided by V-TRIPS Contract Number DTRT57-10-D-30025, Task Order Number DTRTV-T02005?
8A. Volpe Transportation Information Project Support (V-TRIPS) Task Order DTRT57-10-D- 30025, Task Order Number DTRTV-T02005, has a period of performance through August 31, 2015; there are currently no active projects supported under this task order.
9Q. H.22, Paragraph 4 is unclear; specifically what does the “approved subcontract value shall be the subcontract ceiling on the Master Contract level” mean? Can the government provide a clarification for H.22’s intent?
9A. The fourth paragraph of Part I, Paragraph H.22, provides the procedures for the prime contractor to follow if a new subcontractor is added during the period of performance of the SOFITS contract. Any approved subcontractor’s Not-to-Exceed (NTE) value will serve as the subcontract ceiling value, which will be tracked at the contract level; as a subcontractor is utilized on a task order, the value will subtracted from the subcontract ceiling value. Per H.22, the Contractor is required to monitor the subcontractor’s incurred costs and shall monitor that it does not exceed the subcontract ceiling at the master contract level.
10Q. H.9; is the contractor allowed to install its own network in the Volpe Center facility?
10A. The Contractor will be allowed to have its own network installed in accordance with Volpe’s Office of Information Technology (IT) policy and procedures. Access to the network shall only be for SOFITS-related matters.
11Q. I.2.A, TAR 1252.239-70 (c.) states “Within 30 days after contract award, the contractor shall submit the IT Security Plan to DOT…”; This deliverable is not cited in section paragraph F.15.
Paragraph F.4.A, item 5 states the deliverable is due within 30 days of task order award. Are two separate plans required, one at the contract level and one at the task order level?
11A. Only one plan is required. The IT Security Plan deliverable (deliverable #5) listed in Part II, F.4.A (IT Support Task Order 1), will be deleted in its entirety and will be incorporated into Section F, Part I, F.15. As a result of this question, the IT Security Plan deliverable (deliverable #5) listed in Part II, F.4.B (ISS Support Task Order 1) will be deleted in its entirety and will be incorporated into Section F, Part I, F.15. See Part II of this amendment, A0002.
12Q. Section G, PART 1, G.1; in several instances a TOCO is referenced. There is no description of a TOCO in section G.1. Can you clarify? Is ACO and TOCO the same?
Page:- 4 -
12A. A TOCO is a Task Order Contracting Officer (TOCO). An Administrative Contracting Officer (ACO) and a TOCO are different. See Part II of this amendment, A0002, G.1, Responsibility for Contract Administration, is revised to include the responsibilities for a TOCO and a Task Order ACO (TOACO).
13Q. Part II - Section G.4 references a TAOCO. Can you clarify what or who this is?
13A. Part II, G.4, cites a TOACO. Per the response in 12A, see Part II of this amendment, A0002, G.1, Responsibility for Contract Administration, with a definition of a TOACO.
14Q. Section G.10; the first two sentences seem contradictory when describing the payment of fee for “completion-type task order.” Can you clarify?
14A. The Government does not feel clarification is required regarding (Part I, G.10, Payment of Fee – Cost Plus Fixed Fee) the first two sentences of the payment of fee for a completion-type task order.
15Q. Part 1 – Section H.2; H.2 requires the offeror provided a Conflict of Interest Disclosure. Can you clarify in what portion of the Cost and Business Proposal this should be provided?
15A. Part I, H.2, states: “The Offeror shall provide a statement in its proposal which describes in a concise manner all past, present or planned organizational, financial, contractual or other interest(s) with an organization regulated by DOT, or with an organization whose interests may be substantially affected by Departmental activities, and which is related to the work under this solicitation.” The Offeror should include the Conflict of Interest Disclosure Statement in Volume I, anywhere within the Cost and Business Proposal, Volume I.
16Q. Section L - 52.237 – SITE VISIT; since this provision was included, will the Volpe Center be allowing site visits for interested offerors?
16A. If an interested Offeror requests a site visit, the Volpe Center would allow the Offeror to attend a site visit at a date and time determined by the Government; any request to visit the site shall be submitted in writing to Brian Toth at brian.toth@dot.gov.
17Q. L.5.III(5) states “Prices and dollar values shall be stated only in the Cost and Business Proposal (Volume I) and shall be omitted from the Technical Proposal (Volumes II and III).” L.6.I.A states “Under no circumstances shall cost or pricing data be included in the Technical Proposal (Volume II or III). The Offeror is advised that inclusion of cost and pricing data in the Technical Proposal may result in the elimination of its offer.” L.7.II.A, Volume II, Section 7 requires the Offeror to submit Total contract value for each relevant contract; would this result in the contractor’s proposal being eliminated? Is the contractor allowed to cite cost savings when referencing its experience and capabilities in the Technical Volume? Are cost savings and contract values allowed to be cited in resumes?
17A. L.7.II.A, Volume II, Section 7, Contract Past Performance, states, in part “The Offeror’s list of five most relevant contracts must include the following information for each contract: #4, Total Contract Value”. Offerors shall include the total contract value for the five most relevant contracts. Per L.7.II.A, Volume II, Section 7, Offerors who include this information are in compliance with L.7.II.A, Volume II, Section 7, and will not be eliminated from proposal mailto:brian.toth@dot.gov
Page:- 5 -competition. It is unclear what is meant by “cost savings when referencing its experience and capabilities in the technical volume;” under no circumstances shall cost or pricing data be included in an Offeror’s Technical Proposal (Volumes II and III). Again, it is unclear what is meant by “are cost savings and contract values allowed to be cited in resumes;” under no circumstances shall cost or pricing data be included in an Offeror’s Technical Proposal (Volumes II and III).
18Q. L.6.6.II.A; Requires offerors to identify and provide information to establish forward pricing indirect rates that have been audited or submitted for auditing to a Government Audit agency. What if a subcontractor has not submitted such a request?
18A. See L.6.II.A, Section 2, Information Other that Cost and Pricing Data, b. Subcontracts, specifically with applicability to cost-type subcontractors.
19Q. L.7.II.A, M.2.II.A; L.7.II.A – 2. VOLUME III – ORAL PRESENTATION, 3) Transition – States the offeror will present its transition plan. SECTION M.2.II.A – TASK ORDER TRANSITION also indicates the transition plan will be evaluated. In Section L.7.II.A – 1.
VOLUME II – SECTION 6 – TASK ORDER TRANSITION, requests a draft task order transition plan. Can you clarify that a draft transition plan is what is expected?
19A. A written approach to task order transition and a draft task order transition plan are required in Volume II, WRITTEN TECHNICAL PROPOSAL, SECTION 6 – TASK ORDER
TRANSITION.
20Q. RFP Section L.7.II.A. Technical Proposal Content, Section 3 — Contract Management and Administration Approach, Page 167, states that “shall provide a written narrative describing the Offeror’s approach to managing and administering the contract in accordance with Section C, Part I, paragraph C.2.B…”; there is no paragraph in Section C, Part I, titled C.2.B. There is a Section C, Part II, C.2.B for Tasks Order Administration and Management. We believe the Government meant to reference Section C, Part I, paragraph(s) C.2.II. Please state whether this assumption is correct or if there is another section that should be referenced.
20A. L.7.II.A. Volume II, Technical Proposal Content, SECTION 3 – CONTRACT MANAGEMENT AND ADMINISTRATION APPROACH, should read “In this section, the Offeror shall provide a written narrative describing the Offeror’s approach to managing and administering the contract in accordance with Section C, Part I, paragraph C.2.II, demonstrating that it has the necessary capabilities resident within its management team to successfully accomplish the requirements of task orders through high quality, on time, and within budget deliverables”. See Part II of this amendment, A0002.
21Q. L.7.II.A – 1. VOLUME II - Section 7 – Contract Past Performance - Definition of Major Subcontractor; the RFP defines a major subcontractor as a subcontractor that represents 20 percent of the estimated LOE for IT Support. We recommend that Volpe revise the definition of a major subcontractor to 10 percent of the estimated LOE. For a program the size of the IT Support Services a
Page:- 6 -
10% share would certainly be significant and it will give offerors wider discretion in allocating effort in a way that promotes greater small business utilization.
21A. Section L, L.7.II.A. Volume II, Technical Proposal Content, SECTION 7- CONTRACT PAST PERFORMANCE remains unchanged.
22Q. L.7.II.A – 1. VOLUME II - Section 7 – Contract Past Performance – third paragraph; Indicates that the list of relevant contracts reflect the involvement of the proposed Task Order Program Manager and Department Managers? This is the only place that Department Managers is referenced throughout the RFP. Can you clarify?
22A. Department Managers as referenced in Section L, L.7.II. A – 1. VOLUME II - Section 7 – Contract Past Performance – third paragraph will be replaced with CLIN 0102 Project Managers in Part II of this amendment.
23Q. L.7.II.A, Volume II, Section 7 does not require the Offeror to provide the period of performance for the relevant contracts; How will the government determine whether these contracts were performed and/or completed within the past 3 years?
23A. The Government will be able to make this determination based on the provided contract number.
24Q. L.7.II.A.2, Volume III – Oral Presentation; Oral Presentation Schedule, on RFP page 174; the table listing oral presentation evaluation area, topic, time limit, and presenters, states that item 1 Contract Technical Understanding Presentation must be presented by the proposed Contract Program Manager. Would the Government consider allowing other CLIN 0103 Key Personnel to support the Contract Program Manager in presenting the contract technical understanding?
24A. No, the presentation for Contract Technical Understanding shall be presented by the proposed Contract Program Manager.
25Q. B.4.A CLIN 0100 LEVEL OF EFFORT – IDIQ, RFP page 11; The last line of the table lists a Junior Specialist position and corresponding 663,305 hours. There is no position description for Junior Specialist in Attachment J.2 table on RFP page 204. Please provide qualification requirements for this labor category.
25A. Section J, PART I, Attachment J.2. – Labor Category Definitions and Personnel Qualifications will be modified to add the labor category definition and personnel qualifications for Junior Specialist in Part II of this amendment.
26Q. In L.6.II. (o) Employee Transportation Cost Reimbursement (Transit Benefits), the paragraph reads: “The Volpe Center encourages the use of incentives for employees to participate in car or van pools or to use public transportation. The Offeror must describe its transit benefits policy, the estimated cost, and the method of recovery (see subparagraphs g and j above). Outside of transit benefit reimbursement, it is the Government’s expectation that Prime and subcontractor staff are responsible for their commuting costs. Local travel for commuting to and from the Volpe Center for
Page:- 7 -permanent staff (including subcontractors) should not be proposed.”; Since the Offeror is pricing local travel (T-card subsidies and for additional parking spaces), is the Offeror to assume that the final sentence in the above paragraph refers to the remaining permanent staff and subcontractors who have not been provided any transit benefits and who drive and will NOT be reimbursed for mileage/parking for the local commute?
26A. For IT Support Offerors, please see Section L, L.6.II.A, COST AND BUSINESS
PROPOSAL CONTENT, SECTION 2 – INFORMATION OTHER THAN COST AND
PRICING DATA, n. Parking at the Volpe Center and o. Employee Transportation Cost Benefit Reimbursement (Transit Benefits) containing information on this question (question 26). For ISS Support Offerors, please see L.6.II.B, COST AND BUSINESS PROPOSAL CONTENT, SECTION 2 – INFORMATION OTHER THAN COST AND PRICING DATA, n. Parking at the Volpe Center and o. Employee Transportation Cost Benefit Reimbursement (Transit Benefits) containing information on this question (question 26).
27Q. The number of hours in B.4.A CLIN 0100 LEVEL OF EFFORT—IDIQ is 3,095,160 and indicates that the total hours are for a 5 year period. The number of hours in B.2.A LEVEL OF EFFORT (CLIN 0100) has 2,579,300 which represents 5 years of 515,860 hours per year for 5 years and matches Schedule 8 Pricing Sheet. The B.4.A IDIQ appears to have an additional 515,860 hours included (or 6 years of performance); Please explain or reconcile the delta in hours between these two charts.
27A. B.4.A, CLIN 0100 LEVEL OF EFFORT (LOE) – IDIQ is listed in Part I of Section B; this LOE is for the IT Support master contract. B.2.A LEVEL OF EFFORT (CLIN 0100) is listed in Part II of Section B and is applicable to the IT Support Task Order 1.
28Q. There is a Wage Determination in the RFP, although there are no labor categories in the IT Support Task Order; Is it anticipated that WD Categories will be added or does the Wage Determination only apply to the ISS Support Task Order?
28A.The Wage Determination, No. 2005-2256, REV No. 16, is applicable to both the IT Support Contract and ISS Support Contract. The Government has not mapped the SOFITS labor categories (for IT Support or ISS Support) to any particular wage determination. Service Contract Labor Standards, formerly known as the Service Contract Act of 1965, was enacted to ensure that Government contractors compensate their service workers fairly.
29Q. L.7.II.B Section 7 Past Performance, Page 179, of the Solicitation references the availability of a past performance form: If the contracting activity has not developed its own past performance evaluation report form, please refer that contracting activity to the Contractor Performance Report format found at the PPIRS website located at https://www.ppirs.gov. However we cannot locate the required report form on the PPIRS website. Can further directions or the form itself be provided please?
29A. Please refer the Contracting Activity to the PPIRS website if the Contracting Activity has not developed its own Past Performance Report. No additional information can be provided.
Page:- 8 -
30Q. The following question pertains to the ISS Competition Part II: Section C.2.A Transition, Page 51, Job Order Financial System requests that the offeror develop a system capable of interfacing with the Volpe Center’s UAS system. Will the Volpe Center release additional information regarding the architecture of the UAS system so that we can design and propose the appropriate system interfaces?
30A. Please reference Attachment J.2 – User Accountability System (UAS) Formats and Reports. Additional information will be provided to the Contractor awarded the ISS Support Contract and concurrent ISS Support Task Order 1 award during transition.
31Q. The following question pertains to the ISS Competition Parts I and II: In multiple sections the Solicitation appears to ask for both a Contract Program Manager and a Task Order Program Manager.
This is a lot of management overhead for a relatively small engagement. Would the Government respectfully consider allowing offerors to propose the following:
That Contract and Administrative Management be offered as an offsite support role at no direct cost to the Government; and, That the Task Order Manager be proposed as the sole post-transition day-to-day, hands on contract/program/personnel/task manager?
Page 157 Section L.6.II.B Section 2.c appears to leave the door open for this arrangement as it references the possibility of unbillable Administrative labor being allowed. We believe that this arrangement would offer substantial benefit to the Government. If the Government would consider this arrangement, would you also consider changing the ISS presentation roles presented on pg 184 to allow the Proposed Task Order Program Manager to present the Contract Technical Understanding portion of our presentation?
If the Government will not consider this arrangement, will the Government please provide additional information regarding the desired qualifications of the Task Order Program Manager and the Contract Program Manager?
31A. There is nothing that precludes an Offeror from proposing the Contract Program Manager role as an off-site resource; it is expected that the Contract Program Manager will be an indirect expense at the Master Contract Level. The function of the Contract Program Manager is separate and distinct from the Task Order Program Manager; however, nothing precludes an Offeror from proposing the same individual to perform both functions. The Offeror’s proposed Contract Program Manager must present the Contract Technical Understanding portion of the oral presentation. No qualifications will be provided for the Contract Program Manager or Task Order Program Manager.
32Q. L.7.II.B, Section 2, Page 177 asks that the Offeror provide an organizational chart and matrix that clearly describes the roles, responsibilities, lines of communication, and LOE. By LOE does the Government mean the LOE – both direct and indirect – required to provide effective management of the contract? Page 157 Section L.6.II.B Section 2.c seems to suggest that the Government is requesting only LOE for which direct recovery is anticipated. Is that an accurate read of the Government’s request for LOE?
Page:- 9 -
32A. The Offeror shall estimate staffing requirements necessary to accomplish the work described in Section C, Part II (ISS Support), paragraph C.2.B, for Task Order Management and Administration (CLIN 0102) of ISS Support Task Order 1 for which direct recovery is proposed.
33Q. L.5.V.B.3 Page 141 of the solicitation for the ISS competition provides page limits for all written response sections. Section 2 provides a page limit of 3 for a matrix and organizational chart and 4 pages for our narrative response. Are offerors permitted to include any explanatory narrative / introduction in the three pages permitted for the org chart and matrix, to describe our proposed structure? Or would this material count against the four pages provided for the written narrative?
33A. The Offeror’s organizational chart and matrix is limited to three pages. The written narrative is limited to four pages. The Government cannot provide further comment.
34Q. L.7.II.B Section 1, Page 177, ISS Technical Question #1, the Government asks offerors to provide “key deliverables” in the specified task areas. In executing against those task areas we have produced well over a hundred different deliverables that could be classified as “key.” A list this long runs many pages. Would the Government provide some additional clarification pertaining to what you’re looking for so that we can tailor our selection of key deliverables to fit within the allocated page count?
34A. It is the Offeror’s discretion to provide examples and details of the security support it has provided to customers, key deliverables in the above areas, and the expertise and experience of company’s resources that will be available to support the Volpe Center’s project requirements within the allocated page count.
35Q. What is the difference between H.5.A and H.5.B? They appear to be duplicates.
35A. Part II, H.5.A, Other Direct Costs, is applicable for IT Support Task Order 1. Part II, H.5.B, Other Direct Costs, is applicable for ISS Support Task Order 1.
36Q. L.4.VI Cost & Business Proposal Review - Will the Government identify the Contractor(s) that will assist with your review of the Cost and Business Proposals? And, will those contractors execute an offeror NDA or Government NDA?
36A. The Government will not disclose the identity of the Contractor that, at the Government’s sole discretion, assists in the review of Cost and Business Proposals. A Government-issued Non- Disclosure would require a signature to safeguard the Offeror’s proprietary data.
37Q. Attachment J.1-Cost Proposal Cover Sheet on page 233; is that Solicitation Number an error? It does not match the remainder of the solicitation.
37A. Yes, this is an error. The Solicitation Number listed in block 1 of Section J, Part III, J.1 Proposal Cover Sheet should read DTRT5715R20003. See Part II of this amendment, A0002.
38Q. Executive Summary I. Procurement Summary; for FFP Task Orders, please advise if a subcontractor with a DCAA Approved Accounting System must submit a CPFF type Subcontract?
Page:- 10 -
38A. If an FFP Task Order was issued under the IT Support Contract or under the ISS Support Contract, a subcontractor with a DCAA-approved accounting system could be submitted as an FFP subcontract type.
39Q. Section L.4.VII seems to be in conflict with H.22. L.V.VII indicates that CO’s written consent is required for a Contractor to enter into subcontracts and that each request for subcontract consent package must be submitted to the CO by the proposal due date. Please clarify the consent requirements for award of the Master Contract/IDIQ and award of Task Orders.
39A. The CO’s written consent is required for a Contractor to enter into a subcontract in accordance with FAR clause 52.244-2, “Subcontracts,” and in accordance with Section H, Part I, paragraph H.22. Each request for a subcontract consent package, if required, must be submitted to the CO by the proposal due date if the Prime Contractor is including the subcontractor in its proposal for award of the IT Support Contract and concurrent award of the IT Support Task Order 1. Similarly, each request for a subcontract consent package, if required, must be submitted to the CO by the proposal due date if the Prime Contractor is including the subcontractor in its proposal for award of the ISS Support Contract and concurrent award of the ISS Support Task Order 1.
40Q. Please define “consultant type” subcontracts. Please define the thresholds for “small dollar value” and “larger dollar value” subcontracts.
40A. A “consultant type” subcontract would be considered subcontracting for professional services in a particular area, specializing in a specific field. There are no “thresholds” stated in the solicitation regarding “small dollar subcontracts” compared to “larger dollar value” subcontracts.
41Q. This section states that subcontracts are expected to be either time-and-materials or cost type.
Small dollar subcontracts may be T&M and larger dollar subcontracts should be cost type. This would appear to allow the Offeror to determine appropriate subcontract types in all cases. Please confirm this understanding.
41A. The Government cannot provide any further guidance regarding subcontracting. Section L, L.6.II.A, COST AND BUSINESS PROPOSAL CONTENT, Section 2, (b), states, in part: “It is the Government’s expectation that the successful Offeror, with its subcontractors, can begin transition under IT Support Task Order 1 immediately and move to full task order performance in accordance with the performance periods in subparagraph a. above. If subcontract consent is not possible at time of award, an Offeror may face performance risk and, therefore, may jeopardize its award. The Offeror should be mindful of this as it selects its subcontracting team, assembles its Cost and Business Proposal, and reviews the subcontract packages.” Section L, L.6.II.B, COST AND BUSINESS PROPOSAL CONTENT, Section 2, (b), states, in part: “It is the Government’s expectation that the successful Offeror, with its subcontractors, can begin transition under ISS Support Task Order 1 immediately and move to full task order performance in accordance with the performance periods in subparagraph a. above. If subcontract consent is not possible at time of award, an Offeror may face performance risk and, therefore, may jeopardize its award. The Offeror should be mindful of this as it selects its subcontracting team, assembles its Cost and Business Proposal, and reviews the subcontract packages.”
Page:- 11 -
42Q. Under FFP Task Orders billing will occur via milestone or completion. Is it to be understood under FFP Task Orders, these cost reports are not required?
42A. Per F.7, MONTHLY TASK ORDER COST REPORTS, monthly cost reports do not apply to FFP task orders.
43Q. There are several references to a TOCO (Task Order Contracting Officer) however; the cited locations in the RFP do not describe the role or authority of this position. Please advise.
43A. A TOCO is a Task Order Contracting Officer (TOCO). See Part II of this amendment, A0002; G.1, Responsibility for Contract Administration, is revised to include the responsibilities for a TOCO.
44Q. As part of this offerors Approved Accounting and Purchasing Systems. In the event it desires to subcontract with a business that does not hold an approved accounting system through an authorized government agency, the Prime Contractor may evaluate that businesses cost accounting system and procedures. If determined adequate by the Prime, the Prime may issue a subcontract for T&M labor and Cost Only for ODCs, Travel and Materials. Would that process be acceptable under this solicitation?
44A. Section L, L.6.II.A, COST AND BUSINESS PROPOSAL CONTENT, Section 2, (b), states, in part: A subcontractor’s accounting system must have been reviewed by a Government audit agency (such as the DCAA or DCMA) and determined by the CO to be adequate for determining costs under a cost reimbursement contract before consent may be given for a cost-type subcontract. Further, it is the responsibility of the Prime Offeror to review and evaluate subcontract proposals and accompanying data and furnish the results of such review to the Government as part of the cost submission, regardless of whether the details are provided to the Prime Offeror or separately to the Government. The Prime’s review should be as detailed as the information provided by the subcontractor directly to the Prime permits. No further information can be provided.
45Q. In order to protect both the government and prime contractor and control costs. If the prime is issued a FFP Task Order, the subcontractor should be issued a FFP subcontract Task Order? Please advise.
45A. If an FFP Task Order was issued under the IT Support Contract or under the ISS Support Contract, a subcontractor with a DCAA-approved accounting system could be submitted as an FFP subcontract type.
46Q. L.7.II.A.1 Section 2; our Project Managers routinely work multiple projects within the overall Program. Would it be acceptable to have some duplication between Sections 2 and 4?
46A. As stated in L.7.II.A.1 Section 2, individuals for whom resumes are provided in Section 2 (Task Order Management and Administration) cannot be provided in Section 4 (Task Order Staffing).
47Q. In the RFP L.7.II.A - SECTION 5 – CONTRACT STAFFING, the Government states: “The Offeror shall provide the resume for the proposed Contract Program Manager. The proposed Contract Program Manager must be proposed by the Prime Offeror. The Contract Program Manager’s resume shall be submitted in in accordance with the resume requirements identified in Section L, paragraph
Page:- 12 -
L.7.III.A. The individual whose resume is submitted and accepted by the Government for the Contract Program Manager position will be incorporated into the Key Personnel clause in Section I of the master contract.”
Could the Government confirm if the offeror needs to provide cost and pricing related information for the Contract Program Manager? If so, what specific information is required as part of the Cost proposal submission?
47A. It is expected that the Contract Program Manager will be an indirect expense at the Master Contract Level. Therefore, no specific cost information is required to be submitted from Offerors.
48Q. In the RFPL.6.II.A -SECTION 2 – INFORMATION OTHER THAN COST AND PRICING DATA -d. Direct Labor, the Government states: “The Offeror must estimate the unburdened hourly labor rates for the labor categories required to perform CLIN 0102 (Task Order Management and Administration) of IT Support Task Order 1 in accordance with the labor category definitions and personnel qualifications provided in Section J, Part I, Attachment J.2. This information must be provided in Section J, Part I, Attachment J.3.A, Schedule 3. Labor rates proposed on Section J, Part I, Attachment J.3.A, Schedule 3 must be consistent with the salaries of the individuals whose resumes are submitted.”
The Government has not provided the labor category definitions and personnel qualifications for the CLIN 0102 labor categories in Section J, Part I, Attachment J.2. Will the Government provide this information or is this left to the discretion of the Offeror?
48A. The Government will not provide labor category definitions and personnel qualifications for the CLIN 0102 labor categories.
49Q.The Government has not provided the labor category definitions and personnel qualifications for the Junior Specialist in Section J, Part I, Attachment J.2. Will the Government provide this information or is this left to the discretion of the Offeror?
49A. Section J, PART I, Attachment J.2. – Labor Category Definitions and Personnel Qualifications will be modified to add the labor category definition and personnel qualifications for Junior Specialist in Part II of this amendment.
50Q. The Government has not provided the labor category definitions and personnel qualifications for the Administrative Specialist labor categories in Section J, Part I, Attachment J.2. Will the Government provide this information or is this left to the discretion of the Offeror? Additionally, does the offeror need to provide cost and pricing related information for the Administrative Specialist labor category as no hours are provided for this labor category in Section J, Part I, Attachment J.2 – Schedule 8? If so, what specific information is required as part of the Cost proposal submission?
50A. The labor category “Administrative Specialist” is hereby removed under this amendment and replaced with “Administrative Support;” all cost and pricing schedules will be modified to reflect this change in PART II of this amendment. Offerors shall propose the hours associated with administrative support, if applicable. If an Offeror includes administrative support in its proposal, the Offeror is required to identify the required types of administrative support and the cost associated with those functions.

51Q. L.6.II.A -SECTION 2 – INFORMATION OTHER THAN COST AND PRICING DATA -j.
Other Direct Costs (ODC), the Government shows a yearly ODC amount of $10,000 for CLIN 0102 and a yearly amount of $900,000 for CLIN 0103. In Section J, Part III, Attachment J.3.A – COST AND BUSINESS PROPOSAL SCHEDULES, the Government shows a yearly ODC amount of $910,000 for CLIN 0103. Could the Government please clarify this discrepancy and confirm the correct ODC amounts for both CLIN 0102 and CLIN 0103.
51A. Section J, Part III, J.2.A, COST AND BUSINESS PROPOSAL SCHEDULES, contains an error in the breakdown of ODCs. A yearly ODC amount of $10,000 should be listed for CLIN 0102 and a yearly ODC amount of $900,000 should be listed for CLIN 0103. See Part II of this amendment, A0002.
52Q. The government references in the Cost proposal evaluation criteria the following: Proposed fee may be evaluated using weighted guidelines techniques as described in the TAR. A proposal that includes fee in excess of the statutory limits will be eliminated from consideration. Where is the TAR and weighted guidelines techniques as described above? What is the statutory limit for fee, as stated in this section?
52A. The Government may use weighted guidelines techniques to evaluate fee as described in the TAR. The Government cannot provide any further information on this. See FAR 15.404-4, Profit, with discussion on statutory limits on fee.
53Q. As we indicated in our previously submitted Q&A, there is some confusion in industry regarding what form the Government would like offerors to use when submitting our past performance references. We took the liberty of recreating a CPARS form in word format to use in the absence of CPARS/PPIRS rating. This form is attached here for your review (Form redacted by Government). Would it be acceptable to the Government to submit this form to our clients for completion to satisfy the Solicitation's Past Performance reference form requirement.
53A. Per the terms of the Solicitation, if a contracting activity has not developed its own past performance evaluation report form, please refer that contracting activity to the Contractor Performance Report format found at the PPIRS website located at https://www.ppirs.gov. This format, including the associated numeric ratings and criteria, should be used to submit the required past performance information for the proposal.
