The purpose of this Amendment is to:

1. Answer additional questions and provide clarifications since Amendment 0002.

Note: Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The due date of the Statement of Qualifications (SOQs) will remain March 28, 2017 at 2:00 p.m. EST in order to be considered for further evaluation.

1. Will a copy of the sign in sheets for both site visits be made available? Yes, both will be posted with Amendment 0003.

2. Addendum 2, Question 4 response states: “The three owner performance evaluations, 2 references, responses to legal questions, and organizational documents requested on page 12 and 13 will not be excluded from the page count.” This is in contradiction to Addendum 1, fourth question response:

“Yes, EFLHD will exclude the Past Performance from the page count.” and in contradiction to Addendum 1, eighth question, Q:“Do the organization documents that allow the offeror to do business in the District of Columbia count against the 40 page limit?”, A: “No”. Please confirm that the three owner performance evaluations and organizational documents excluded from the page count in Addendum 1 are still excluded from the 50 page count limit.

The three owner performance evaluations, two references and financial condition are excluded from the 50 page count.

3. Addendum 2, Question 27 refers to paragraphs 4 and 6. Please identify the RFQ page number and/or referenced paragraph content of these paragraphs.

See page 12 of the RFQ.

4. Seeking additional clarification of Amendment 2, question 26, we are still unclear if a SF 330, Part II form is required only for the design builder and lead design firm, or if it is required for all design sub consultants that are part of our team.

Part II – General Qualification:

Prepare a separate Part II for each firm that will be a part of the design-build team.

5. Please advise if the duration requirement listed in Part 5. Project Understanding and Approach, subpart 4, can be provided on one 11x17 page due to the 12 point font constraint and still only be counted as one page?

No change. Please provide on 8.5”x11”.

25. Section 5 of the RFQ (Project Understanding and Approach), item #4 ask for each team to address “Duration of each project stage/option including the total construction duration and the planned number of construction crews.”

30. Please explain the duties you would expect the “Project Engineer” to perform. It appears to us that position “Responsible for all engineering decisions, judgments and work at the site” would be the responsibility of the Designer of Record. Can this position be eliminated or the DOR fill this position?

No, the project engineer and designer of record have different duties and experiences. Refer to the RFQ and draft RFP for their duties and experiences.

34. Please confirm that all design activities for the construction of Options 1 through 4 are completed as part of the base contact for the project. Design of the westbound concrete approach spans, the bascule span and rehabilitation of the existing piers and abutments are not specifically described as part of the base contract, but inferred to be included as all waivers, exceptions, permits, and approvals for the construction of the Options 1 through 4 are required to be competed in the base contract. With this understanding, Contract Options 1 through 4 consist primarily of construction activities.

The design work for options 1 & 2 shall be completed under the base contract. The design for options 3 shall be completed under option 3, and the design for options 4 shall be completed under option 4.
