Note: Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

1. Are there any specific experience requirements for the Project Manager, similar to what is called out for the Construction Superintendent?
See second paragraph under number 1 on page 8 of the
RFQ.
2. Please clarify the anticipated procurement schedule, specifically:
• When can we expect the shortlist announcement?
• What is the timeline between shortlist announcement and issuance of the Final RFP?
• The requirement to submit a technical and price proposal 45 days after issuance of the RFP is aggressive. Please clarify if this intended to be from “Final RFP” and the procurement period from shortlist to submittal will be longer than 45 days.
• Please explain the timeline for award occurring 1 year from now when SOQs are due in 30 days.
The draft RFP will be available around March 3, 2017 and procurement schedule will be included in the draft RFP.
3. The 3rd paragraph states “It is not the intent of the EFLHD to receive specific design or engineering recommendations…” yet at the top of that page detailed construction, engineering, approach, schedule and resource information is requested. Please clarify how to respond to the Project Understanding and Approach Section?
Describe Project Understanding and Approach to Construction with the information provided. Refer to Draft RFP to be released approximately on March 3, 2017 for more project information.
4. The SOQ is page limited to 40 pages with the only item excluded being the Financial Audit. We request that the three owner performance evaluations, 2 references, responses to legal questions, and organizational documents requested on page 12 and 13 also be excluded from the page count.

5. Item (a) on page 2 of the RFQ states “up to the centerline of the bridge”, should this say “up to the bascule span” since the bascule and approach spans are separate?
Centerline is correct (sidewalk plus 3 lanes of traffic)
6. Option 3 references a “3 span, variable depth steel girder jointless structure”, does this mean complete removal of the approach spans adjacent to the bascule span (on each side) to accommodate a 3-span continuous steel girder unit? Or does this contemplate the introduction of two (2) new piers in the existing channel span?
Bridge is to be jointless up to adjacent arches. The approach spans adjacent to the bascule span are not meant to be removed.
7. Is the Quality Assurance Manager (QAM) required to be completely independent of the Lead Construction Firm and/or Lead Design Firm?
Independent Quality Assurance Manager (QAM) is preferred but not required.
8. Regarding all references to “licensed Professional Engineer”, please confirm which state or District they must be licensed in. If the intent is to be licensed in the District of Columbia, will it be sufficient for key personnel to have his/her application for a DC license in process at the time of SOQ submission?
Professional Engineer in any state.
9. In reference to “five (5) completed {projects} in the past 10 years ……….” for the lead design firm, please confirm that the COMPLETION thresholds are design completed (for the lead design firm projects) and construction completed (for the lead construction contractor)
That is correct.
10. Regarding the reference to “Past Performance Evaluations” and “References”, may these be provided on the individual project descriptions described at the top of page 12? Or is there a separate form for these?
There is no separate form.
11. Please confirm that the requested information in the last paragraph in Section 4 – Financial Condition is also excluded from the 40-page limit.

Please confirm precisely which SF 330 forms are required as part of this submission, just individual resumes and project descriptions or all SF 330 forms?
The Statement of Qualification (SOQ) may be submitted exclusively using the SF 330, or alternate forms and formats may be submitted, provided that the applicable information from the SF 330 is included and the 50 page count limit is observed.

A cover letter is not required.
15. For purposes of Team composition, have subcontractor and/or sub-consultant participation goals been established for this contract? If so, please state what they are by category of disadvantaged and/or minority category.
No. The Subcontracting Plan will be submitted by the selected offeror to the Contracting Officer in accordance with FAR 52.219-9, “Small Business Subcontracting Plan”.
16. Can the SF 330 Part II forms be excluded from the 40-page limit? No

Resumes or SF 330 Part 1 E are part of the proposal and will not be excluded from the 50-page count.
18. Regarding the instructions, “Interested Offerors may use the [SF 330 . . .] as the basis for their SOQ” AND “All SOQs shall be written using Times New Roman with a font of 12-point”—If the SF 330 format is used, does the 12-point TNR restriction apply to all fields and all sections? Would resumes be excluded given the limited space available for project descriptions?
There is a default font type and size on the Adobe version of the SF 330 form. The Times New Roman with a font of 12-point requirement is for alternate forms and formats which may be submitted.
19. “Under question 5.4 of the RFQ document, it states that the proposer should address the duration of each project stage/option including total construction duration. In the Draft RFP, each option is assigned a number of maximum days for construction completion. Is EFLHD’s intent that each option’s duration is additive to the base contract duration, or is the intent that the options are to be completed concurrently with the base contract. For example, Option 1 and 2 include construction of the westbound portion, which would not be feasible to be constructed concurrently with the base contract which includes eastbound construction, however, Option 4 could be completed at any time during the project. Please clarify.”
Yes, it is EFLHD’s intent that each option’s duration is additive to the base contract duration.

23. Is there a list of precluded firms that contributed to the bid documents that are not able to be included on a team?
There are no precluded firms at this time.
24. Can a reference and evaluation be on the same project or are they required to be different projects?
A reference and evaluation on different projects is preferred but not required.
25. Section 5 of the RFQ (Project Understanding and Approach), item #4 ask for each team to address “Duration of each project stage/option including the total construction duration and the planned number of construction crews.”
This level of detail is commonly addressed in the Technical Proposal, but will be difficult to address prior to design and quantification of the work. Please clarify the intent of this item as well as to what level the teams should address the schedule in their RFQ responses.

26. Design Build teams can have several subconsultants, at times in excess of 15. Being that SF 330 Part IIs are not excluded from the page count, please clarify if only the lead design firm and lead construction contractor are required to provide SF330 Part IIs.

27. The fourth and the sixth paragraph both make mention of providing references. Please clarify if we are to respond to both paragraphs separately.

28. “In the request for qualifications, proposers are limited to 40 pages. In section 2, each team is required to submit three past performance evaluations from owner agencies. Many of these evaluations are several pages long, and would consume a significant number of the 40 pages allowed. We request that the past performance evaluations be excluded from the page count in order to appropriately respond to the other critical items required in the RFQ. Please confirm.”
29. “In the request for qualifications, proposers are required to include audits to evaluate the proposers financial condition. In the RFQ, it states, include audits for all joint venture partners and architect-engineering firm subcontractors. Due to the nature of this procurement, we have included a lead design firm, along with several highly specialized sub consultants working for the lead design firm. Are we required to submit audited statements for all sub consultants, or just the lead contractor and design firm?”
30. Please explain the duties you would expect the “Project Engineer” to perform. It appears to us that position “Responsible for all engineering decisions, judgments and work at the site” would be the responsibility of the Designer of Record. Can this position be eliminated or the DOR fill this position?
Project engineer and designer of record are two different individuals. Project engineer is for construction work.
Designer of record is for the design work.
31. Pleasers clarify Options no 1 and 2 on page 2 of the RFQ. Is option 1 rehabilitation of the westbound roadway for the upstream half of the bridge from the center Bascule span to the Abutment on the Lincoln Memorial end of the bridge? Is option 2 rehabilitation of the westbound roadway for the upstream half of the bridge from the center Bascule span to the Abutment on the Virginia end of the bridge?
Please see attached plan showing the options.
32. Please confirm that the value of design and/or professional services does not contribute to the value of Subcontracted Work performed
The selected offeror’s Subcontracting Plan will be evaluated by the Contracting Officer in accordance with FAR 52.219-on the project, and is therefore not included in the value of Subcontracted Work for computation of Small Business Enterprise (SBE) participation as prescribed by FAR Subpart 19.7.

33. The FHWA-EFLHD clearly understands the scale and complexity of this project, and as anticipated the need for multiple resources by providing for “Bridge Engineer(s)” and “Superintendent(s)” in its listing of Experienced personnel for this project. Please confirm that this project may also have two (2) Designer(s) of Record to accommodate this projects size and complexity. This practice would be applied in a manner such that a clear and concise scope exists, i.e. Concrete Arch vs. Bascule Spans, to recognize the strengths of individual design firms. Design coordination would be assigned to one (1) design firm to ensure a complete design.
Two (2) Separate Bridge Engineers is acceptable, But only one (1) Designer of Record for the Entire project is expected.
34. Please confirm that all design activities for the construction of Options 1 through 4 are completed as part of the base contact for the project. Design of the westbound concrete approach spans, the bascule span and rehabilitation of the existing piers and abutments are not specifically described as part of the base contract, but inferred to be included as all waivers, exceptions, permits, and approvals for the construction of the Options 1 through 4 are required to be competed in the base contract. With this understanding, Contract Options 1 through 4 consist primarily of construction activities.

35. Please confirm that the responses included in our SOQ are to be based solely on the RFQ and not the Draft RFP, as the Draft RFP contains information that conflicts with the RFQ and may ultimately change prior to issuance of the FINAL RFP.

36. After reviewing the Draft RFP, we request that NPS/EFLHD consider using a unit cost, based on specified quantities for all pier repairs such as crack repairs and pointing/patching. The potential for each team to accurately determine quantities during the proposal phase will place an undue burden on NPS/EFLHD through required site visits and investigations. 37. Will the owner consider another site visit prior to Proposal submission for further investigation and to verify certain assumptions? Also, the weather during the Friday March 10th site visit was prohibitive for bridge exterior examination/photos.
Pre-Proposal Conference and Project Walk-Through (site visit) will be scheduled during phase II (RFP).

On page 14 of the RFQ, it states that “Alternate forms and formats may be submitted, provided that the applicable information from the SF 330 is included”. The SF 330 form includes a supplemental Part II section titled General Qualifications. Please confirm that the Part II section of the SF 330 form is not required as part of this submittal.
Part II information titled “General Qualifications” is required. In order to save pages the Design Build team can provide the information in a more condensed alternate format. Large firms with many branches do not need to prepare a Part II form or an alternate format for each branch of the company only for the branch office that will be providing the primary engineering and construction services for the Arlington Memorial Bridge Design Build Project.
