PROJECT SPECIFIC INFORMATION
The following are general descriptions for each section of the project. Specific stations, lengths, materials, etc., are approximate and subject to change during the formal design and review of the project after contract award; this is not considered a formal design document. The purpose of this document is to allow potential Offerors a general description of the proposed work to help develop the Statement of Qualifications for their proposed Design-Build team. Although marked as “DRAFT, there is no intention of revising this document for use during the Phase II portion of the selection process.
GENERAL
The construction work will include, but is not limited to, clearing, erosion and sediment control measures, site stabilization and revegetation, roadway excavation and embankment, aggregate base, hot asphalt concrete pavement (HACP), bridges, retaining walls, soil nailing, drainage improvements, stone masonry, and other miscellaneous work. The proposed project limits are within existing National Park Service (NPS) right-of-way.
The roadway work will include full-depth pavement structure design but will not include placement of the final surface course. The pavement structure constructed under this D-B contract must be capable of supporting future construction traffic. The design/construction of the asphalt base course may include a chip seal. Roadway sections are to be designed for the future installation of permanent traffic control and guardrail; however there is no permanent traffic control or guardrail to be constructed under this D-B contract.
Bridge approaches will be constructed to final profile and may include both cut and fill retaining walls. All proposed walls, bridges, piers, abutments, etc., will be required to continue the same aesthetic stone masonry look and characteristics of the existing Foothills Parkway structures (Bridges 8, 9, and 10). All proposed exposed concrete will be required to match the coloring of the existing Foothills Parkway Bridge 8.
FOOT 8E14
Design and construct the Foothills Parkway from Station 821+50 to 836+07, approximately 1,450 linear feet from the existing Foothills Parkway Bridge 8 and to the proposed Foothills Parkway Bridge 7. The work will include the construction of a parking area in the vicinity of Station 827+00 (Caylor Gap) with a capacity of 20 +/- vehicles, including oversized vehicles.
The majority of this section of roadway will require the construction of retaining walls and the use of cut and fill. The design of this section of roadway is substantially complete (99% Plans, Specifications, and Estimate) and all permits have been obtained for the proposed work.
FOOT 8E16 (Foothills Parkway Bridge 7) Design and construct the Foothills Parkway from Station 812+65 to 821+50. It includes the proposed Foothills Parkway Bridge 7, a proposed 211-foot (+/-), three span AASHTO girder bridge. This section of roadway will require the construction of retaining walls and the use of cut and fill. No permits have been obtained for this work and the design of this section of roadway, including the bridge, is approximately 90% complete.
FOOT 8E18 (Foothills Parkway Bridge 6) Design and construct the Foothills Parkway from Station 809+50 to 812+65. It includes the proposed Foothills Parkway Bridge 6, a proposed 211-foot (+/-), three span AASHTO girder bridge. This section of roadway will require the construction of retaining walls and the use of roadway, including the bridge, is approximately 30% complete.
FOOT 8E19 (Foothills Parkway Bridge 3) Design and construct the Foothills Parkway from Station 788+80 to 792+50. It includes the proposed Foothills Parkway Bridge 3, a proposed 155-foot (+/-), three span AASHTO girder bridge or a proposed 155-foot (+/-), single span post-tensioned box girder bridge. This section of roadway will require the construction of retaining walls and the use of cut and fill. No permits have been obtained for this work and the design of this section of roadway, including the bridge, is approximately 30% complete.
FOOT 8E20 (Foothills Parkway Bridge 4) Design and construct the Foothills Parkway from Station 792+50 to 803+00. It includes the proposed Foothills Parkway Bridge 4, a proposed 280-foot (+/-), three span AASHTO girder bridge or a proposed 250-foot (+/-), two span post-tensioned box girder bridge. This section of roadway will require the construction of retaining walls and the use of cut and fill. No permits have been obtained for this work and the design of this section of roadway, including the bridge, is approximately 30% complete.
FOOT 8E22 (Foothills Parkway Bridge 5) Design and construct the Foothills Parkway from Station 803+00 to 809+50. It includes the proposed Foothills Parkway Bridge 5, a proposed 337-foot (+/-), four span AASHTO girder bridge. This section of roadway will require the construction of retaining walls and the use of roadway, including the bridge, is approximately 30% complete.
NEPA: An Environmental Assessment (EA) was prepared by the National Park Service and concluded with the approval of a Finding of No Significant Impact (FONSI) on January 7, 1998.
All design and construction must comply with the requirements outlined in the EA and FONSI.
SITE ACCESS: The terrain is mountainous and extremely difficult to access with any vehicles.
Primary access to the project site will be from the entrance to the Parkway at the intersection of
U.S. Route 321 in Walland, Tennessee. This is a gated, locked entrance and remains closed at all times. The project site is approximately 9 miles from the gate.
The Government has recently awarded a contract to construct Foothills Parkway Bridge 2 (Contract DTFH71-10-C-00006, project FOOT 8E17) in Wears Valley; this construction is scheduled for completion in November 2011. Access to construct Foothills Parkway Bridge 3 (FOOT 8E19) from the entrance to the Foothills Parkway at the intersection of U.S. Route 321 in Wears Valley will only be permitted after the work to construct Foothills Parkway Bridge 2 (FOOT 8E17) is accepted by the Government.
