Questions and Answers to date:
Question: Is it possible to get the 30% design plans for this advertised project?
Answer: Yes, the Plan Sheets (6 sets) are provided in the RFQ Solicitation package as Government Furnished Data at a different percent completed for each bridge.
Question: Can I speak with regarding how much survey has been completed, etc?
Answer: LiDAR data collection and aerial photographing conducted April 15, 2004. The datum utilized is U.S. State Plane 1983 (NAD83) Tennessee & NAVD 88 in U.S. Survey foot. Mapping is compiled at a scale of 1-inch = 50-foot, 2 contour interval (Microstation V8 & Geopak DTM Triangle files). Project is fully controlled with primary and secondary control points staked in the ground. Construction baseline alignment of the entire missing link has been staked in the ground with T-bar every alignment points and spikes every 5-foot.h
Question: No, it is not counted as a page.
Answer: Only if you will be using the same references for both section.
Question: The evaluation criteria provided in the RFQ lists references as a requirement in two sections (Construction Capability and Quality Control Plan); is it acceptable to include our references in one of these proposal sections and have a “see References included in Section X of this proposal” line in the other?
Answer: No, we understand that the form may not be the exact same but you should follow the criteria order as stated in the RFQ. Interested Offerors will use the Standard Form (SF) 330 U.S. Government Architect-Engineer Qualifications, for their SOQ. SF 330’s are available on the U.S. General Services Administration website at http://www.gsa.gov/forms/.
Question: Should the SF 330 be separate from the SOQ, considering the organization of the 330 does not match the evaluation criteria in the RFQ? If so, is one combined SF 330 acceptable for the team, or are complete, separate 330s required for each team member, including sub-consultants?
Answer: Although the SF 330’s is formatted for Architect-Engineer and Related Services, the construction elements of the Offeror’s SOQ may also be included on the SF 330. Alternate forms and formats will not be accepted. SF330’s should be http://www.gsa.gov/forms/ provided per individual team (this includes prime and any sub-consultants but not per individual member).
Question: Also, I know the RFQ document stated that an official RFP will be released on or around today; will it be available on your website, or could you send it to me?
Answer: When it is available it will be posted on www.fbo.gov with all the other documents pertaining to this project unless the document is too large and a link will be provided to an ftp site with a login and password.
Question: Please clarify as to what is required in Section 1 regarding safety versus what is required in section 2 regarding safety?
Background Info:
(a) - the RFQ as advertised has the following statement in Section 1:
Safety - Contractor’s need to provide your accident frequency as indicated by the Experience Modification Rating (EMR) for the last two (2) years.
(b) - the RFQ submitted by PSERT to ACQ had the following statement in Section 1:
Safety Engineer - The Contractor’s representative in charge of safety with authority to halt work if warranted by safety violations.
It is unclear why the RFQ Section 1 statement for Safety was changed for advertisement.
ACQ asked for clarification of the Safety wording and our recommendation was not to change the wording (see attached emails).
Answer: The above statement (a) should be deleted from the RFQ Section 1 and replaced with the above statement (b). The Section 2 statement regarding Safety should be retained as currently shown in the RFQ.
Question: In Evaluation Criteria 1 (Experience) it is indicated that the Designer of Record shall be a registered, licensed Professional Engineer in the State of Tennessee.
Answer: It is acceptable to have a pending status for the State of Tennessee Professional Engineer license at the time of submittal. It will be the Offeror’s decision to submit a Designer of Record that does not fully meet the evaluation criteria at the time of submittal.
