1.0 Introduction

Bergmann Associates (Bergmann) conducted a Level II Test Boring program for the National Park Service (NPS) for the proposed Fitzwater Road Bridge Replacement in the Cuyahoga Valley National Park, Ohio. The test boring program was conducted to evaluate possible subsurface petroleum contamination at the proposed bridge replacement site. The scope of work for this investigation was determined by the National Park Service. As directed by the National Park Service the investigation consisted of the following tasks:

• Installation of two test borings via Geoprobe® Direct Push Methodology (GP-1 and GP-2), completed on March 4, 2009.

• Field Screening of subsurface soil samples for evidence of contamination using field instrumentation to screen for volatile organic compounds (VOCs), staining and odor. Field instrumentation consisted of a TVA-1000 with dual Photo Ionization Detector (PID) and Flame Ionization Detector (FID) capability.

• Collection of two soil samples, one from each location, for laboratory analysis for Total Petroleum Hydrocarbons - Gasoline Range Organics (GRO), Diesel Range Organics (DRO) and Total Lead.

• Data interpretation and preparation of a Level II Environmental Site Assessment Report.

2.0 Test Borings and Field Observations

The two test borings were installed on March 4, 2009 by Frontz Drilling utilizing a Geoprobe ® direct push drill rig. Bergmann personnel were present to observe, collect samples for laboratory analysis and conduct field screening. The locations of the two test boring locations were determined in coordination with National Park Service Personnel.

Test boring GP-01 was advanced to 12 feet below ground surface. Subsurface soil samples from this boring exhibited petroleum odors and measurable VOCs via field screening. Evidence of petroleum contamination was encountered from 4 feet to 9.5 feet below ground surface.

Maximum field screenings for VOCs were 155 ppm via PID and 547 ppm via FID. The interval from 6 feet to 9 feet showed apparent petroleum staining. Groundwater was not encountered.

Test boring GP-02 was advanced to 16 feet below ground surface. Subsurface soil samples from this boring exhibited petroleum odors and measurable VOCs via field screening. Evidence of petroleum contamination was encountered from 6 feet to 13 feet below ground surface.

Maximum field screenings for VOCs were 280 ppm via PID and 2,230 ppm via FID. The interval from 6 feet to 13 feet showed apparent petroleum staining. Groundwater was not encountered.

A summary of the soil sample laboratory analysis is located on Table 1on the following page.

Boring logs for the two test point locations can be found in Appendix A of this report.

3.0 Laboratory Analysis

One subsurface soil sample from the visually stained interval with highest VOCs from each test boring was collected and submitted for laboratory analysis for Total Petroleum Hydrocarbons (TPH) and lead. The samples were collected and transported via chain-of-custody protocol by Bergmann personnel to Paradigm Environmental Services of Rochester, NY.

The laboratory analysis on soil sample GP-01 (6 to 9 feet) detected gasoline range and heavy-weight diesel range total petroleum hydrocarbons. Diesel range organics matched closest to kerosene was detected at 139,000 micrograms per kilogram (139 ppm). Gasoline was detected at 2,480,000 micrograms per kilogram (2,480 ppm).

The laboratory analysis on soil sample GP-02 (6 to 13 feet) detected gasoline range and heavy-weight diesel range total petroleum hydrocarbons. Diesel range organics matched closest to kerosene and lube oil was detected at 669,000 micrograms per kilogram (669 ppm). Gasoline was detected at 105,000 micrograms per kilogram (105 ppm).

Results of the laboratory analysis as provided by Paradigm Environmental Services are included in Appendix B of this report.

The Ohio EPA Division of Emergency and Remedial Response (DERR) has developed a tiered approach to address petroleum contamination in soils (Petroleum Contaminated Site Guidance Document for Emergency Response Actions, March 2005. The Petroleum Contaminated Sites Guidance Document (March 2005) describes the process for:

• Evaluating a Petroleum Spill Site.

• Completing the Site Feature Worksheet to establish petroleum action levels.

• Cleanup levels for the Petroleum Action Levels (Category 1, 2, 3 or 4).

• Sampling protocol and analytical methods are included in the guidance.

The location of the two test borings can be identified in Figure 1 and 2 included in the Figures Section of this report. A detailed photograph of the test boring area is included in the Photograph Section of this report.

4.0 Field Screening and Laboratory Analysis Evaluation

Evidence of subsurface petroleum contamination was detected at both test boring locations for the proposed Fitzwater Bridge replacement locations. Laboratory analysis detected gasoline range and heavy weight total petroleum hydrocarbons in subsurface soil samples from both locations. Detected concentrations of total petroleum hydrocarbons exceed all categories of the Ohio EPA DERR Petroleum Action Levels.

NPS-CUVA Level II Wilson Property Page 4 March 20, 2009

The source area for the petroleum contamination at the test boring locations does not appear to have been confirmed. The project site is proximal to a reported former service station. No information concerning removal of underground storage tanks, dispenser pumps or prior spill events has been accurately determined. It is possible that buried petroleum storage tanks or dispenser lines may remain on-site.

The extent of subsurface petroleum impacted soil at the project site has not been accurately determined. The two test borings installed at the project site were intended to determine the presence or absence of petroleum contamination and were not intended to delineate subsurface contamination, impact to underlying groundwater or to determine source areas for the detected petroleum contamination.

5.0 Recommended Actions

The scope of this Level II program was solely undertaken to determine the presence or absence of petroleum contaminated soils and in no way delineated the total area of impact.

The subsurface petroleum impacted soil exceeds all categories of the Ohio EPA DERR Petroleum Action Levels. Excavated material will likely require off-site disposal at a disposal facility permitted to accept or recycle petroleum impacted soil.

Solid waste facilities in Ohio that are permitted to accept petroleum contaminated wastes will require completion of a waste disposal profile prior to accepting the waste. Additional testing and analysis of the waste stream may be required including analysis for:

• Ignitability

• Toxicity Characteristic Leaching

Procedure (TCLP)

• Benzene

• Toluene

• Ethyl benzene

• Xylene

• Volatile Organic Compounds (VOC)

• Semi-Volatile Polynuclear Aromatic

Hydrocarbons

• PCBs,

• Heavy Metals

• % Solids

The frequency of sampling and the number of samples to be tested would depend upon the volume of material excavated for disposal.

The source for the detected subsurface petroleum soil has not been determined, and may be an off-site location. The extent of impacted soil and adverse impact to groundwater has not been determined. It is possible that subsurface petroleum impacted soil extends beyond the proposed bridge replacement project areas and may encompass off-site properties.

Should this information be needed, further investigative work may need to undertaken. This includes sampling and analysis of soil and groundwater, determination of the local groundwater regime including flow direction, and evaluation of environmental receptors (such as water wells, aquifers and wetlands). The extent of subsurface petroleum contamination at the proposed

NPS-CUVA Level II Wilson Property Page 5 March 20, 2009

Fitzwater Bridge replacement site may be considered for estimation as to the quantity of impacted soil that may be removed during the proposed construction. Investigative activities to locate possible source areas such as current or former underground storage tanks may be performed such as ground penetrating radar, remote geophysical surveys, or excavation of test pits.

Bergmann understands that the National Park Service has verbally consulted with the Ohio EPA.

We further recommend that the NPS coordinate soil excavation, removal, testing and disposal in accordance with Federal, State and Local regulations.
