Amendment No. 002 Pre-Bid Meeting Minutes

Project PRA-CUVA 18(1),164(1) Cuyahoga Valley National Park

Solicitation: DTFH71-09-B-00014 Pre-Bid Meeting Minutes Questions/Clarifications

Date: July 8, 2009 Time: 9:00 a.m. to 11:00 a.m.

Place: Hines Hill Conference Center, 1403 Hines Hill Road, Peninsula, OH 44264

I. Meeting Overview. The FHWA began the meeting with introductions and a brief project overview was given by the FHWA Project Manager and other FHWA representatives. The pre-bid meeting included a question and answer session as well as an on-site field visit.

The following is a description of the project and solicitation for informational purposes discussed directly or indirectly at the meeting.

Project Scope: The project consists of the construction of two new bridge structures on Fitzwater Road crossing the Cuyahoga River, the Ohio and Erie Canal, and an adjacent auxiliary channel (waste weir). The new bridges will be constructed on a new alignment, adjacent to the existing Fitzwater Road Truss and Waste Weir bridges, which will be completely removed. The existing Fitzwater Road intersection with Canal Road will be shifted north to reconfigure the current three-way intersection on Canal Road into a four-way intersection. The roadway work includes earthwork, aggregate base, Superpave hot asphalt concrete pavement, drainage, traffic signals, and other miscellaneous work. The bridge work includes removal of the existing truss bridges and replacing with reconfigured truss bridges.

The project is expected to fall within the price range of $5,000,000 to $10,000,000.

Proposal Information: The Bid Documents (Plans, Special Contract Requirements (SCR’s), Specification Book FP-03, Checklist for Bid Submission, etc.,) are available on the following websites:

Use Internet addresses http://www.efl.fhwa.dot.gov/contracting/Documents.aspx or https://www.fbo.gov/ (at QUICK SEARCH, type "EFLHD" and all available projects will be listed) to check for availability of bid documents.

Bidders are reminded to sign up for automatic email notification for any changes to the Bid Documents and Solicitation on the FBO website above.

Bidders can send written questions or inquiries for clarification to:

eflhd.contracts@fhwa.dot.gov All questions should be submitted as early as possible so the bid opening will not be delayed.

Questions submitted within 3 days of the bid opening have the potential of not being answered with enough time for bidders to finalize their bids.

II. Questions/Clarifications. The following questions and issues were either asked or discussed by potential bidders at the Pre-Bid Meeting, or they were submitted via email after the meeting. Several questions were asked during the site visit and are included here. The Government response or clarification is provided. The questions/clarifications are not a transcript of actual words spoken; they have been edited to provide a clearer representation of the actual issues discussed; any follow-up action or clarification not discussed at the meeting is also included.

1. Are there any as-built drawings of the existing bridge available? How can we get copies of the existing bridge drawings? Can they be made available on an ftp site or your website?

Response: As-built drawings for the existing bridges will be included in an amendment and project website posting.

2. Are we (Contractor’s) required to get a Railroad Protective Insurance Policy? Will Railroad protective insurance be required? What kind of advance notice needs to be given to the RR for use of the RR Flagger?

Response: See Subsection 107.04 of the FP and SCR’s for requirements related to Railroad Protection. The Contractor is required to have insurance if work is within 50 feet of the Railroad. Requirements of the policy include number of trains per day and speed of the train approaching the worksite.

The Railroad representative provided the following:

June - October: Six trains run per day, Wednesday through Sunday, 9:10am, 11:50am, 12:55pm, 3:30pm, 4:15pm, and 6:50pm. The trains have 25 mile per hour approach speed. For all other months, trains run Saturday and Sunday only.

Subsection 107.04(c) will be amended to require 48 hours advance notice for Railroad Flaggers.

3. Plan sheet D13 details Phase 1 Temporary Traffic Control Plan. This traffic control plan will also be required for Phase 2.

Response: The traffic control described on Sheet D13 can be in place for Phase 1 (temp bridge construction) and Phase 2 (flume abutment construction and other work in the area). A revised traffic control plan sheet will be included in an amendment to clarify Sheet D13.

4. Can the lane closure on Canal Road remain thru the winter? It is anticipated that the Temporary Traffic Control Plan detailed on sheet D13 will be in effect through the winter months. Please advise if there are any winter restrictions for this traffic pattern.

Response: The lane closure (Canal Road) shown on Sheet D13 is allowed when work is active; it is not allowed when no construction activity is being performed. If work is suspended for the winter, all lanes must be open.

5. Who is the emergency contact person representing the Village of Valley View?

Response: The Valley View Engineer Point of Contact is Mr. Paul Dey (phone number 216-642-1130).

The Contractor will be required to post all emergency contact names and telephone numbers on the outside of their on-site trailer. Other emergency contact numbers for Police, Fire, and EMS include Valley View 216-524-7200 Independence 216-524-1234

The FHWA will also provide additional information at the Pre-Construction Conference that the Contractor will be required to post - please see Subsection 107.03 of the FP for requirements.

6. Has the FHWA used geocell walls like the one proposed in the past?

Response: Yes. Pictures from previous geocell wall construction will be provided in an amendment.

7. For the cellular confinement wall, 8” deep wall sections have not been a standard for several years. We have found that we get much better compaction, and therefore a more stable wall, when we use 6” wall sections. Our wall sections are 8.67’ wide, rather than the 20’ width listed. Also question the concrete infill in the 2 cells behind the front cell.

Generally we do not design them this way. We are concerned about the construction time and costs of the wall with 3 different infills, especially the concrete portion. If the design shows a need for concrete, perhaps a better option might be to decrease the geogrid spacing rather than to fill 2 cells with concrete.

Response: We have successfully constructed the proposed wall shown in the advertisement plans on other projects but we acknowledge that cellular confinement wall design and construction are continually evolving. We are willing to consider updated designs for the construction of the wall; however, the cellular confinement wall design will not be changed at this time. The design we chose is unique to meet project requirements; the concrete fill is used to meet the proposed long-term performance.

Proposed changes to the basic design of the project will not be considered during advertisement - any changes to the basic design would occur after award. As specified in the FP and SCR's, shop drawings for structural elements are to be submitted according to Subsection 104.03 Specifications and Drawings. If shop drawings are significantly different than the proposed drawings in the plans, it would most likely need to be submitted under Subsection 103.03 Value Engineering. Any change to the proposed drawings would have to be evaluated by the CO.

8. Plan sheet E02 shows the top Elevation of Cellular Confinement Wall TWALL NL to be

613.09 which is the same elevation as the bottom of the wall. Please revise in an addendum.

Response: Plan Sheet E02 (Towpath Trail Wall Profiles) will be revised to show the correct top wall elevation and included in an amendment.

9. Concern was raised regarding crane position near the utility lines when constructing Canal Flume abutment. First Energy power lines, telephone, and cable lines are in direct conflict for pile driving and crane access to Abutment #1 of the canal flume bridge. At the pre-bid meeting First Energy proposed to move their poles to the east side of Canal Road.

This would also require the telephone and cable to be moved as well. Please provide the contractors with a firm date the utilities will be cleared so they can properly develop their schedules. Also please clarify that the cost for this utility relocation will be paid by the Owner.

Primary Electric Powerlines, Telephone Cables and CATV cables exist directly above the proposed rear abutment location of the Weir Bridge. Will these cables be moved or removed by others prior to our mobilization? If these cables cannot be noved or removed before our mobilization, is it possible to define the date(s) by which they could be moved?

Response: The overhead utilities (4 support poles and lines) will be relocated to the other side of Canal Road by others prior to the construction of the project. The FHWA is conducting the necessary coordination for these relocations.

10. What is the vertical clearance of the existing utility lines?

Response: Per Cleveland Electric Illuminating, clearance it is 35+ feet, and has a line voltage of 13,000.

11. What is allowed as far as in-river work?

Response: Please refer to the permits located at the back of the Solicitation booklet.

12. Can swinging leads be used for pile driving.

Response: Swinging leads will be allowed in accordance with Subsection 551.03(c)(3) Leads, except that a structural frame (template) will be required to maintain proper alignment. The requirements will be clarified in an amendment.

13. Are we to assume that the contingency dynamic load tests will be performed and put the cost into the bid or will a contract modification be given to the contractor for additional work?

Response: Pay item 55105-1000 Dynamic Pile Load Test covers this work. Please refer to Subsection 109.05 for additional discussion regarding scope of payment.

14. The bid quantity of CONCRETE FILLED STEEL PIPE PILES, IN PLACE (24INCH) does not equal the # of piles times the estimated pile lengths. It appears that the bid quantity should be 5,230 LF.

Response: The quantity for pay item 55101-0200 Concrete Filled Steel Pipe Piles, In Place (24-Inch) includes the 1-foot embedment length of pile in the pile cap.

Quantities shown on the Plans and Bid Schedule are estimated and the Contractor will be paid for the amount of work ordered by the CO, completed and accepted per the specifications.

15. It appears that the potential Bat Roosting trees have all been removed. Can the remaining clearing and grubbing be done prior to September 30, 2009?

Response: No. See Subsection 108.01(d) of the SCR’s for limitations related to clearing and grubbing.

16. At the pre-bid meeting it was asked if all trees have been cleared and the answer was yes. There is a large tree just north of abutment 2 of the Cuyahoga River Bridge. Please confirm that all trees have been cleared and that the tree noted is not to be removed.

Response: If trees exist within the construction limits for the abutment construction, they are to be removed by the Contractor. See Subsection 108.01(d) of the SCR’s for limitations related to clearing and grubbing.

17. Is Substantial Completion (as stated in Special Contract Requirements page J-2) the end of the “Calendar Days for Contract Completion” as stated in the bid as “Contract Administrative Cost for Schedule A” (Bid Summary page B-7)?

Response: Yes.

18. Can Stay– in–Place metal decking be used to form the bottom side of the bridge decks?

Response: The use of stay-in-place forms is not allowed.

19. Can galvanized steel diaphragms as per Ohio Department of Transportation standard drawings and specifications be used for the intermediate diaphragms?

Response: The diaphragms are to be cast-in-place as shown in the Plans.

20. Will a field office location be provided near the Park Maintenance Facility and will this area be on an existing gravel surface?

Response: The Contractor’s will be allowed to have field office within the Maintenance Facility grounds. The Contractor will be required to coordinate with the Park and CO for site preparation, access, clean-up, etc., as specified in Subsection 105.04 of the SCR’s.

21. Will the project Performance Bond need to include the amount of the Contract Administrative Cost?

Response: No. The administrative cost, as shown on the Bid Schedule Instructions and Bid Summary, is a bid evaluation tool the FHWA uses as part of the award criteria for the bids received. It is used to help determine the apparent low bidder; it is strictly for FHWA’s use.

22. Specification Section 562. Temporary works; Subpart 562.08 Removal, seems to indicate that driven falsework piles should not be removed. It is likely that this project will require piling installed in the Cuyahoga River to enable pier construction. If the piling is to be left in place, it will add significant cost to the project. Please clarify the Government’s intent with regard to the removal of temporary shoring piles.

Response: Cofferdam materials used for construction, including piling, are to be removed. Subsections 562.01 and 502.08 of the FP adequately cover the requirements for removal of the cofferdam materials.

23. May we receive a copy of the pre-bid meeting attendance sheet?

Response: The attendance sheet will be provided in an amendment.

24. Can the Towpath trail be closed? Please define any Towpath Closure Limitations.

Supplemental Specification page J-27 suggests the towpath can be opened and closed daily.

The portion of the Towpath between the two proposed bridges will be completely obstructed during the entire period required to construct the bridges. Shoring, excavation, foundation piling, foundation construction, concrete girder framing, bridge deck forming and pouring are operations which will require materials and heavy equipment to utilize all available space. It is not practicable to move/ remove equipment or move/remove excavation/ shoring obstruction for nights and weekends. Will a continuous 10 month closure be permitted?

Response: Complete closures of the Tow Path Trail will not be permitted without prior approval of the CO. See Subsection 156.06 of the SCR’s for requirements.

25. The rebar lists for both bridges in the plans are blank. Please provide the complete rebar lists.

Response: The FHWA does not typically provide the detailed quantity breakdowns for the reinforcing steel; the rebar lists are intentionally left blank. The Contractor will fill them out and submit for approval - see Subsection 104.03 of the FP.

26. There are existing wood piles under the existing truss bridge in the Cuyahoga River. Are they to be removed or left in place?

Response: The requirements for pay item 20304-1000 Removal of Structures and Obstructions will be revised to include removal of the existing wood piles 3 feet below the ground line, and will be included in an amendment.

27. The plan quantity for Pay Item No. 55201-0200 Structural Concrete, Class A (AE) appears to be overstated by 62 cy. Please revise in an addendum.

The Flume bridge should have 410 CY and the River bridge should have 540 CY for a total of 950 CY. Our takeoff for this item finds 890 CY total. We match exactly the river bridge 540 CY quantity but we cannot reconcile the quantity for the bridge. We are 15% short of the Government’s quantity. Are there locations other than the abutments and pier 1 where this item is used? Is it possible the diaphragm concrete was inadvertently included here?

Please advise.

Response: A review of the quantity for Pay Item 55201-0200 Structural Concrete Class A(AE) shows approximately 530 CUYD for the bridge over the Cuyahoga River and approximately 350 CUYD for the bridge over Canal Flume. This indicates a total for both bridges of 880 CUYD. Quantities shown on the Plans and Bid Schedule are estimated and the Contractor will be paid for the amount of work ordered by the CO, completed and accepted per the specifications. See the last paragraph of Subsection

109.05 of the FP. The Bid Schedule quantity for Pay Item 55201-0200 will not be changed in an amendment.

28. The pay quantity for the Cellular Confinement system appears to be overstated by approximately 14 sy. Please revise in an addendum.

Response: Please note the quantity submitted is approximately the same as that shown on Plan Sheet C01 under the “Plan Quantity” column. The “Bid Quantity” column and those shown in the Bid Schedule reflect a quantity round up of most pay items.

Quantities shown on the Plans and Bid Schedule are estimated and the Contractor will be paid for the amount of work ordered by the CO, completed and accepted per the specifications. See the last paragraph of Subsection 109.05.

29. Special Contract Requirement (SCR) 578.07 requires the development of a strength-maturity relationship for the concrete mix design (HPC). The contractor is to provide a concrete maturity meter during test placement and production to determine compressive strength. SCR 578.14(b) requires making 14 test cylinders of which 10 will be used for compressive strength testing at specified testing intervals. Are all the test cylinders required if concrete maturity is used?

Response: Yes, all test cylinders are required.

30. We’d like to point out, our opinion, that the draped strands for the end spans for the subject bridge create an excessive uplift force that exceeds the allowables for the hold-down devices that we typically use; we feel this could be addressed after the bid provided that the agency would be willing to modify their strand pattern / layout; Please consider this a prebid question and make note of the request. If we hear nothing we will assume that this issue can be worked out at a later date between the successful supplier and the owners agent.

Response: The strand pattern is from the Ohio State Standards. The strand pattern will not be changed at this time.

31. Please see the ODOT Bridge Design Manual Guidelines for Draping Strands in Prestressed Concrete I-Beams. You’ll see that the spans we point out have not addressed the uplift force per ODOT Guidelines for the condition of 3 strands draped per row; the standards don’t tell you where to put the hold down point, and thus the force created, it is to be calculated. Your response doesn’t answer or address this issue with any clarity. We will continue to assume that the issue can be worked out later. There is nothing to Value Engineer as this is your plan error.

Response: The first statement in our original response (to Question #30) is not entirely accurate; it should read “The strand pattern used the Ohio State Standards as a guide, but did not follow the exact design.” Although the proposed plans may not have applied the ODOT Bridge Design Manual Guidelines entirely, the intent is to use the strand pattern layout in reasonable conformity to the proposed plans. The second paragraph of the original response (to Question #30) still applies; it is the responsibility of the Contractor to provide shop drawings and appropriate design calculations for review and approval according to Subsection 104.03; any changes to the strand pattern (to accommodate fabrication for example), would need to be reviewed and approved by the CO. Please note engineering services required for show drawings are considered “indirect work” - see Subsection 109.05.

The beams, as shown in the plans, can be fabricated and delivered by at least one PCI Certified plant that we have been in contact with; they have delivered beams to the Cleveland area on previous projects. We do not limit fabrication to OH manufacturers;

if necessary, we can supply the contact after contract award.

As the questions state, yes it will be worked out during the construction administration of the project.

32. Section A-A of Detail E251-51 indicates Rolled Erosion Control Product, Type 3B between the 1’ thick topsoil layer and the 2’ thick Riprap layer. Is this material paid for under pay Item 62901-1000, Rolled Erosion Control Product, Type 3B? Or is it incidental to another Pay Item? If it is incidental, to what Pay Item is it incidental? Please clarify.

Response: The quantities and locations of 62901-1000 RECP Type 3B that are measured for payment are shown on the summary table on Plan Sheet C03. Any other installation will not be measured for payment. See Subsection 109.05 for additional discussion regarding scope of payment.

33. Special Contract Requirements Page J-57 indicates that the concrete utilized in construction of the Cellular Confinement System is to conform to Specification 601 Specification 601.06 Curing Concrete states that the concrete is to cure for minimum of 7 days. Will the 7 day cure time be waived for construction of this item? Or will we be required to wait 7 days for each 8” lift of this system?

Response: Construction of the concrete filled CCS wall is continuous with no requirement for a 7-day concrete curing wait period.

34. Does the FHWA have a preference between flat bottom plates or conical points to use at the tip of the 24” diameter pipe piles?

Response: There is no preference - either flat or conical tips are acceptable.

35. Item 60201-0900: 30” Pipe Culvert, Plan sheet D02 calls for CMP (Corrugated Metal Pipe), Plan sheet D04 calls for Concrete Pipe. What type of pipe is required?

Response: The Plan Sheet D02 (profile view) reference to CMP is in error; as noted in the plan view above and in Subsection 602.03 of the SCR’s, a reinforced concrete pipe is required. Please refer to Subsection 104.04 of the FP for information related to discrepancies. A revised Plan Sheet D02 will be included in an amendment.

36. Will Cuyahoga Valley National Park provide a waste area for excess dirt on the project?

If so where is it?

Response: At this time, the NPS has no location available for excess material. Please refer to Subsection 204.14 of the FP for disposing of excess material. Please also note the removal of hazardous material has additional requirements under Subsection 214 of the SCR’s.

37. There are no Section 563 pay items. Is the bridge concrete for this project to be sealed?

If so, where is this paid?

Response: There is no need for Section 563 pay items.

38. Since the temporary bridge over the lock is for the contractor’s use, can the contractor submit an alternate design?

Response: The Contractor can submit an alternate design for the temporary bridge for approval to the CO after contract award.

39. The plans call for a temporary culvert pipe at the same location as the proposed culvert, Sta. 110+48. In lieu of placing the temporary culvert, can we place the proposed 30” concrete culvert immediately after removing the existing pipe, and eliminate the need for a temporary culvert?

Response: If the proposed final culvert is placed when the existing channel is dry, then no temporary pipe is needed - just remove existing pipe and install the new pipe in the same location. However, if the existing drainage is flowing when the culvert is being replaced, the intent was to place a temporary pipe parallel to the existing pipe and divert the water to the temporary pipe. The existing pipe can then be replaced with the proposed final pipe in the exact same location. Please refer to Detail 157-5 (Sheet S02).

40. Looking at the contract plans I cannot find a length for the 1” diameter anchor bolts (reference sheet 15 of 31 & 15 of 33). Can you please provide the anchor bolt length or at least the minimum embedded depth of the anchor bolt?

Response: The minimum embedded depth of the 1-inch anchor bolts, shown on Plan Sheets R15 (15 of 31) and R46 (15 of 33), is 12 inches. Revised Plan Sheets R15 and R46 will be included in an amendment.

41. The as built plan sheet showing the existing truss details is not legible. What is the approximate total weight of the steel in the bridge over the Cuyahoga River? The existing plans should show weights.

What are the dimensions of the existing concrete abutments and wingwalls for the Canal Flume or the Cuyahoga River bridge? The existing plans should show this also.

Response: The as-built drawings provided are all the information we have at this time -the specific questions cannot be answered with the information we have. We are researching other sources for more as-built drawings and will provide them if available.

42. In reviewing the existing Fitzwater Road bridge drawings, it appears there are ‘open-well’ dredged caissons on either side of the existing bridge acting as abutments for the truss bridge. It appears from our other drawings that the end of the new bridge (Sta. 105+00 +/-) will overlap the old bridge at this caisson location. Also note from drawings of existing bridge there is a concrete seal slab at the bottom of the caisson which is quite deep 40’-45’ it appears. It looks like there will be a conflict with the new piling for the new bridge where the two bridges overlap (Sta. 105+00 +/-). Please advise all contractors of this situation.

Maybe we could use different alignment in order to miss this conflict.

Response: We have reviewed the as-built drawings and verified that the proposed foundation piles are approximately 7 feet outside of the existing caisson limits; the proposed design took this into account. However, the top slab portion of the existing caissons will require removal (3 feet below the ground line). Backfill of the open caissons will also be required. The requirements for the caisson removal and backfill will be included in an amendment.

43. Is there a target NTP date that is to be used to determine the calendar day necessary to complete the schedule A work? It makes a substantial difference whether the NPT is dated 8/23/09 or 10/1/09.

Response: The Government's maximum completion time of 705 calendar days shown in Block 11 of the Solicitation's SF 1442 was calculated based on an August 2009 Award and a September 2009 NTP. The official NTP will be determined after contract award.

44. Plan page B01. “Typical Section Fitzwater Road” indicates a Prime coat (applied prior to first asphalt lift) There is not a bid item for Prime Coat. This section also indicates a tack coat between lifts which also doesn’t have a bid item.

Response: There is no direct pay for the prime coat and tack coat. Please refer to the third paragraph of the Bid Schedule Instructions which directs you to Subsection

109.05 of the FP for further information regarding scope of payment for direct and indirect work. Each bidder will have to determine where they absorb their indirect costs.

45. Pay Item No. 63506-0500 Temporary traffic control, Flagger (Railroad) is set by the bid form at $35.00 / hr. While talking to Larry Blanchard at Cuyahoga Valley Scenic Railroad he mentioned that Railroad flaggers currently get $ 45.00/hr. Should the rate on the Bid Schedule be changed to $45.00/hr?

Response: The rate on the Bid Schedule will not be changed. If the awarded Contractor provides the necessary documentation for an increase in the cost of the pay item, an increase in price will be administered under a Contract Modification. Please refer to Subsection 109.06 of the FP. Please also note the following from the Bid Schedule Instructions … “If a Unit Bid Price and Amount Bid have been inserted by the Government for a pay item, do not change the Unit Bid Price and Amount Bid for the pay item.” Previous bids have been rejected for violation of this instruction.

All questions received before 12:00noon EST on Tuesday, July 21, 2009 via email at eflhd.contracts@fhwa.dot.gov have been included above. Any questions received after this time will be answered on an individual response basis, unless another amendment is required.
