Project No. AK NPS DENA 10(44) Project Repave Denali Park Road, Phase II

# General Technical Question Answer Date

1 X

This project requires submittal of three distinct bid schedules. Section 102.05A indicates each schedule will be awarded to the low bidder on each schedule. Therefore project award could be to three different contractors. This would result in the Government being overcharged a substantial amount for this work for the following reason.

Construction of any one of the schedules will require substantial installation and removal of asphalt plant, crushing equipment, roadbuilding equipment and other support facilities in the neighborhood of $500,000. Construction of all three schedules by the same contractor will require that same cost. Contractors will be forced to budget that expense in each of the three schedules to insure the contractor is compensated adequately to perform only one schedule. If the same contractor is awarded all three schedules this would result in the Government being overcharged approximately $1,000,000 for this work. If three different contractors are awarded the three schedules, this would result in overspending approximately $1,000,000 for the work.

Please consider making one schedule primary to be awarded that the bidder can bid their fixed costs into, making the other two schedules additive options depending upon funding.

See Amendment A001.

There will be a revision to the SCR 102.05A which clarifies that it will be one schedule for the most available funding available at the time of bid opening.
