OR DOT CRGNSA 100(1),

OR DOT CRGNSA 100(3), and

OR HOODRIVER 18(1)

Project Historic Columbia River Highway State Trail, Historic Columbia River Highway Summit Creek Viaduct, and

Wyeth Trailhead

# General Technical Question Answer Date

1 x Are CAD files available on the OR DOT CRGNSA 100(1) Historic Columbia River Highway State Trai, OR DOT CRGNSA 100(3), Historic Columbia River Highway Summit Creek Viaduct, & OR HOODRIVER 18(1), Wyeth

Trailhead project?

CAD Files are not available 8-Dec-16

2 x Could the quantity for item no. 55201-0200 Structural concrete superstructure be clarified? The quantity in the bid schedule seems to be very high. What is included in this quantity? Are the east and west approaches to be included in this quantity?

The superstructure concrete includes Deck, Diaphragms, West Approach Slab, East Approach Slab, East Approach Beams, and East

Approach Right Curb.

14-Dec-16

3 x Plan Sheet LG.10: There appears to be issues with the rebar placement in the pilasters. What is the perferred bar layout for the pilasters?

Bid as shown and any changes will be reviewed after the project is awarded prior to construction.

4 x

Plan Sheet LG.10: Tthe layout for the railing attachment at the top of the pilaster. The plan detail shows the railing hitting the pilaster towards the center of the pilaster, where the side elevation shows it at the edge of the pilaster. The call-out for the plate says that the plate is 2-3/8" which does not match the dimensions. Which is the correct view for the railing attachment and is the plate dimension correct?

The location of the attachment should be as shown on the elevation view. The plate dimension is in error and will be corrected in

Amendment A003

5 x Plans Sheet LG10: The two pipe sizes are called out, what schedule of pipe and sizes are required?

Schedule 40 pipe is acceptable and should be the size show on the plans unless otherwise approved by the CO during construction.

6 x Plan Sheet LG:10: Various notes on this sheet refer to both zinc plated and galvanized hardware. What is the preferred coating? Galvanized

7 x

General pilaster questions on both the Summit Creek Viaduct and the Lindsey Cut Bridge.

At the abutment 1, abutment 2 and wingwall pilaster details (at the Lindsey Cut Bridge), a note calls out to provide lifting attachment in areas concealed by concrete. This is possible at the abutment pilasters, but the center of gravity at the wingwall pilaster is well above the deck, and three sides of the pilaster are open to view.

As well, the abutment 2 pilaster at the overlook would have a similar problem, because the sides where the attachment would be obscured by the railing are on adjacent sides. Where would you like the lifting attachments on these pilasters as well as the pilasters at the Summit Creek Viaduct?

Where possible conceal lifting attachments should be concealed;

where not possible we would prefer the attachments be placed in the less visible area as viewed from the trail. Note these will need to be finished after placement according to Section 552.

8 x The recess panels on all of the pilasters at both bridges is called out a 1" deep, with the exception of the recesses at the abutment 1 and 2 pilasters at the Lindsey Cut Bridge which is called out as 1/2" deep. Is this corret?

This should be 1". See Amendment A003 for this correction.

Check General or Technical

14-Dec-16

9 x

Sheets LT.07 and LT.08 both have a note - "See General notes for extended bar fabrication options". I cannot find this note, but I am assuming it refers to using rebar splices for the bar projecting from the pilasters. Could you tell me where to find this note (or describe the note if it was missed)? Also, would this also apply to all of the precast pilasters on the project?

See Plan Sheet LT.02 the last note in under “Reinforcing Steel” and Yes

10 x Plan Sheets LS.34 and LS.35 (Summit Creek Viaduct Type 1 and 2 Pilasters. Is the inside of base of the pilaster to be vertical or sloped? Sloped

11 x General Question on the Recess Locations on Pilasters:

Where are the recess panels required to be installed on the pilasters when hand railings are attached to them?

Recess panels are required on the faces without connecting railing and should match what is shown in the plans. Recesses are not needed where rail ties into the pilasters.

12 x Plan Sheet LS.36 (Summit Creek Viaduct Type 3 Pilasters at Overlook):

Is there a recess panel as shown on the deck elevation on these two pilasters at the adjacent side at the overlook? If so, is it the same as shown on the deck elevation?

Yes and yes

13 x

Plan Sheet LS.37 (Summit Creek Viaduct Balusters):

Baluster types 1 and 3 have a grade of 4.54% and baluster type 2 has a grade of 2.27%. Are these the correct baluster call outs for each location (particularly for span 6)? Would you prefer to make the approximate baluster grades for the west approach through span 6 at about 4.88% and the east approach at? At the railing on the right and left of the overlook, will there need to be a fourth baluster type with a grade of 0.0% similar to the type 3 baluster? If you would prefer alternate grades, please specify.

Balusters are topped with a poured in place rail cap. Exactly matching the grade deck grade is not required.

14 x

Plan Sheet LT.07 (Lindsey Cut Bridge Abutment 1 Pilasters):

a. On the elevation drawing near the top it shows horizontal dimensions of 10" - 2' 6" - 10". Should the dimensions be 10-3/8" - 2' 6" - 10-3/8"?

b. Also on the elevation drawing at the lower right, is shows vertical dimensions for the extended bar of "#9 Near Face, #6 Far Face @ 9" Max.". Should this be "#6 Near Face, #9 Far Face @ 9" Max." to match what is shown on Section B-B?

See Amendment A003.

15 x

Plan Sheet LT.09 (Lindsey Cut Bridge Wingwall Pilasters):

The Side View, Elevation and Section A-A all show some rebar projecting from the pilasters near the base.

What are the size, length/configuration and locations for these bars (keeping in mind that the NE pilaster at the overlook is unique to the other 3)?

See Amendment A003.

16 x

Plan Sheet LT.14 (Lindsey Cut Bridge Intermediate Pilasters):

Section A-A calls out a #4 bar inside the #3 stirrup on the left side of the drawing (see below vertical dimension 1' 2"). What is the nature of this bar, and where is it located?

See Amendment A003.

17 x

Plan Sheet LT.14 (Lindsey Cut Bridge Balusters):

The balusters types for the Summit Creek Viaduct and their corresponding grades (3.41%). The approximate grade for the bridge is 3.29% based upon the gradeline diagram on sheet LT.01. Would you prefer to make the balusters at 3.29% (or other) to better match the bridge grade? If so, at what grade?

At the railing on the right and left of the overlook, will there need to be a third baluster type with a grade of 0.0% similar to the type 2 baluster?

Balusters are topped with a poured in place rail cap. Exactly matching the grade deck grade is not required.

14-Dec-16

18 x Section 107.10 e(8) “…CO may suspend the work according to Subsection 108.06” I can’t find Section 108.06 is the specials or FP-14. Can you point it out?

See Amendment A003, which adds Section 108.06 to the Special Contract Requirements.

19 x In Section 302.02 you add 703.05(d). In Section 302.06 Tables 302-1 and 302-2 you do not include 703.06.

Did you intend to delete 703.06?

FP 14 table 302-1 and FP 14 Subsection 703.06 apply to the bid item for Roadway Aggregate. Table 302-1 and Subsection 705.03(d) apply to aggregate used in other applications like sidewalk aggregate.

20 x

Is N80 (Mill Secondary) casing acceptable with coupon testing?

The micropile quantity for piers 1-5, and abutment 2 do not seem to match the listed bid quantity.

Is there additional micropiles in abutment 1?

No, bid as specified and any changes to casings shall be discussed after award.

Bid as shown for quantities of Micropiles. Actual lengths of installed micropiles will be determined and paid for during construction.

There are no additional micropiles in Abutement 1.

19-Dec-16

21 x

Referencing Bid Schedule 20302-0700, Line A0360, Removal of Fence, Rockfall Barrier, plan sheet D.9:

1. Does the existing 2,641 LF of Rockfall Barrier represented on that is to be removed need to be salvaged back to Agency?

2. Where does the removed Barrier go after removal and whom does it belong to?

3. What spec section/Special Contract Requirements relates to this work for Bid Item?

4. Are the Precast concrete block foundations part of this pay item? Do they need to be salvaged back to Agency?

1. No.

2. See Section 203.05(a)

3. Section 203.05(a)

4. Yes, this item includes all components of the existing rockfall barrier and disposed according to Section 203.05(a).

19-Dec-16

22 x

There does not appear to be Bid Items or Quantity Tabulation for the following Temporary Traffic Control Plans:

Closure #1 Sheet J.2 Closure #3 Sheet J.7 Closure #4 Sheet J.11 Closure #6 Sheet J.17 Closure #7 Sheet J.18

Where shall the cost for this work above and all the temp signage be included?

There are bid items and quantities provided for Closure #2, #5, and Closure# Rolling Slowdown, which is why I am asking.

The individual pay items are shown and to be relocated in accordance with Section 635.01. The individual closures listed are short term and the traffic control devices for these closures shall be only paid for once per Section 635.01.

23-Dec-16

23 x

Plan Sheet C.3: 1a) How is clearing existing pavement measured; is it measured as roadway excavation?

1b) It appears from the cross sections, that much of the area to be overlayed is covered by material that has sloughed or slid onto it. Besides excavating this material are there "clear existing pavement" requirements/specifications on prep work that needs to occur prior to the tack coat?

1c) How far beyond the pavement limits do we need to clear? What type of sloping and/or ditching will be required beside the pavement (on either side)?

1a) It is consider as incidental to the work required in Section 403. See Subsection 403.05 of the scrs. 1b) Yes, FP Subsection 403.05 incorporates the requirements of FP Subsection 401.06 into the work.

Also, per the typical section on sheet C.3, pavement patching is required under Section 418. 1c) Per typical section C.3 cleaning of the pavement is only to occur to the extent needed to complete the work.

3-Jan-17

16-Dec-16

24 x Plan Sheets C.3 and C.6: The typical section where there is to be an overlay calls out "...and asphalt concrete patch, type 2". What is the depth of the existing AC that is to be patched, or what depth AC patch will be required?

Variable, depending on actual conditions and locations in the field.

25 x Plan Sheets I.12 and I.13: There is a swale area inside the AC paved loop at the Wyeth trailhead parking lot. It isn't clear what type of surface this swale area is to receive, besides the area that is shown to be sand. Is the swale (outside the area to be sand) to receive the 12-inch depth topsoil section?

The area is to be graded according to Section 204 and as shown on Plan Sheet D.23. The surface outside the swale will be either embankment or excavated nature ground. Topsoil is not required per plan sheet I.12.

26 x If non-clean material cannot be used within the same tax lot that it was excavated from and hence needs to be hauled off, how is the haul off and disposal of it to be measured and paid?

If is not measured and paid for but is considered incidental to the roadway excavation item.

27 x

Which structures will structure excavation and backfill and foundation fill be measured and paid for? Section 208.12(a) suggests that there will be measurement at Gorton Creek Bridge, but it also mentions of measurement at "all other locations." Where are the "all other locations" that the structure excavation, structure backfill, and foundation fill are to be measured and paid vs. be incidental to some item?

See the following Locations and (Plan Sheets):

Gorton Creek Bridge = 355 cuyd (LG.02)

Summit Creek Viaduct = 654 cuyd (LS.02) Lindsey Cut Bridge = 118 cuyd (LT.02)

Wall 10 = 190 cuyd (M.30) Curb Wall = 871 cuyd (M.32)

Gabion Wall = 1547 cuyd (M.41) Any other excavation would be incidental to other items.

28 x Is excavation for riprap incidental to the riprap or is it measured and paid in roadway excavation or structure excavation? Excavation done to place riprap is incidental to riprap

29 x

The cross sections show dashed line that appears to prepresent the existing ground surface. In the area where the existing bin wall is to be removed, this dashed line appears to follow the surface of the bin wall. "Roadway excavation includes all material encountered regardless of its nature or characteristics" (FP14 section 204.02).

Is the volume of the bin wall that is to be removed to be measured as roadway excavation and as bin wall removal? If not, what surface will be used as an "existing ground surface" for the basis of roadway excavation measurement?

Any material that is removed for the removal of the bin wall is incidental to the removal of bin wall item and would not be measured as roadway excavation. Measurement would be to the surface of the bin wall as shown on the cross-sections.

30 x Plan Sheet M.22: Note 7 calls out "Subgrade geotextile to extend minimum 2'-0" beyond excavation required for wall." The detail appears to show this geotextile only on the uphill side of the wall. Is it required that this subgrade geotextile extend 2' beyond all sides of the excavation or just on the uphill side?

No, just the uphill side.

31 x Plan Sheets M.22, D.7 and D.8: Following the detail for wall W2, if the excavation beyond the reinforcement parallels the face of the wall, at 0.5H:1V slope, it appears that the excavation will extend beyond the clearing limits. Is this acceptable?

Yes

3-Jan-17

32 x There are some Gabions called out in plan view (D- Sheets) The detail sheet on E.1 show a typical gabion basket, but no profile views are provided. How tall/ section of wall is to be assumed for these gabion wall runs.

There are several locations where a single gabion basket is being installed to retain rockfall. These locations and the placement of the basket are shown on the C sheets.

33 x Specifications call for weathering agent at walls. When is this to be applied prior to field installations by wall Manufacturer or afterward by Contractor?

Material requiring treatment with weathering agent are to be treated as required in Section 563 of the special contract requirements, which includes both field and manufacturer treated materials

34 x What is the FHWA intended wall type for Wall W5. Bid schedule for design( Line A0980) call for concrete wall along with Line A1040. Please clarify what wall type is intended.

Reinforce concrete retaining wall

35 x Plan sheet M.30 calls out a temporary wall and temp access road in the quantity table section. What is FHWA assumptions to get to these quantities. See no mention of these items in plans/ specs. Where is this paid?

The temporary fill and wall are for the construction of the soldier pile wall (W10). These items identified on the plans (the temporary grade is identified on M.29) and quantities (on M.30) provided as For Information Only. Section 555 for Steel Structures (Soldier Piles) shows “Temporary Works” as incidental to 555 so the intent was the for cost of the temporary wall and fill to be factored into the cost of the soldier piles.

36 x Plan sheets M.34-36 call out for bench cut rail foundation to be placed on bedrock. Much/ all of this will be in the blasted bench section(very rough surface). What is the minimum / maximum footing depth to be needed for the bech cut rail?

See Sheet M.37 for the foundation details, which show a 8 inch foundation supporting the railing.

37 x Section 204.06(a) of FP-14 calls out "Excavate rock cuts to 6 inches (150 millimeters) below subgrade within the roadbed limits. Backfill to subgrade with topping or other suitable material." Does this apply to the trail?

Yes

38 x Plan Sheet M.26: Is there a detail showing how the drain pipe shown in the lower right detail on sheet M.26 connects to the geocomposite drain?

No, detail will need to be provided by contractor as part of the wall design details.

See Amendment A005 for updates to this plan sheet

39 x

Plan Sheet M.26: There's a note on the lower right detail on sheet M.26: "Provide drain outlet through bin wall and traffic barrier every 50' max." It appears that the geocomposite sheet drains are to go between all of the spacers. Are the drain pipes between 61+80 and 63+30 to be spaced at 50' max on center, or are they to be placed at every geocomposite strip?

Drainage details are a component of the wall design and need to be resolved by the contractor. If needed a collection pipe at the base of the sheet may be necessary.

See Amendment A005 for updates to this plan sheet

40 x Plan Sheet LS.38: The plan calls out "2'-4" Rail & Curb" above walls W7 and W8.

a) What details apply to this rail and curb?

b) How is this rail and curb measured and paid?

This is paid for under Item 55601-0500 Bridge Railing. The details for bridge railing apply

41 x Plan Sheets M.21, M.22, and M.29: Walls 1, 2, and 10 call for a 4' wide bench at the face of the wall, but details don't show what the maximum slope is to connect between this bench and existing ground. Please clarify.

This slope will be dependent of site conditions, but, will need to be at a slope considered stable for site conditions.

6-Jan-17

9-Jan-17

43 x Plan Sheet C.5: The "typical shoulder widening for barrier or guardrail placement" detail has a note "Construct as shown in staking report data listing". Where is this staking report data listing? This information is provided to the selected contractor after award.

44 x Plan Sheet C.5: The "typical shoulder widening for barrier or guardrail placement" shows section for barrier but not for guardrail. Please provide a section for guardrail, showing the limits of the shoulder widening.

Standard guardrail installation is shown on Sheet H.8. The shoulder widening on C.5 for guardrail would be 10 foot from the face of the guardrail.

45 x Plan Sheet D.13: There's a note "No work area install temporary traffic control fence." Please clarify what type of fence this is (via specifications and/or detail). See SCR 201.

46 x Plan Sheet M.32: It isn't clear what the height of the curb wall is at any given location. It would be helpful to have a profile for the curb wall, with stations and top and bottom of wall elevations. Please clarify. The dimensions are shown on the M.32.

47 x

Based on the standard specs, roadway excavation is either a rock cut or an earth cut (section 204.06). In this bid, however, there are roadway excavation items (which per the standard specifications includes both earth and rock) and a rock excavation item. Hence it appears that roadway excavation would be measured and paid for excavating both rock and dirt and in addition, pay would be made for the rock excavation. Please clarify how the roadway excavation and rock excavation bid items are to be measured and paid.

Rock excavation will only be paid for at the bench cut between Station 136+70 to 146+00, as shown on the Plans. All other excavation will be paid under other excavation items.

48 x If rock excavation is encountered in base bid work area, how is it to be measured and paid?

Rock excavation will only be paid for at the bench cut between Station 136+70 to 146+00, as shown on the Plans. All other excavation will be paid under other excavation items.

49 x If rock excavation is encountered in structure excavation, is it measured as rock excavation, or is it incidental to the structure excavation?

Rock excavation will only be paid for at the bench cut between Station 136+70 to 146+00, as shown on the Plans. All other excavation will be paid under other excavation items.

9-Jan-17

50 x

Contract Plan Sheet Number D.11 calls for Concrete Barrier from station 106+75 to 109+40, in the elevation view it calls this barrier 42” Concrete barrier. This is the same case on Sheet Number D.12 from station 113+64 to 115+00. The plans do not reference a standard drawing which shows this 42” Concrete barrier. Sheet Number H.6, which shows the 54” Pier Protection Traffic Barrier that goes from 109+40 to 113+64 which is between the above referenced 42” Barrier, shows the connecting barrier to be 32” Precast concrete barrier.

Which barrier is required from 106+75 to 109+40 & 113+64 to 115+00? If the 42” Barrier is required, please provide a drawing showing this barrier.

The reference to a 42” barrier in the elevation views of plan sheets D.11 and D.12 is in error and will be revised by a pen and ink changes to the contract plans, see Amendment A003. A 32” barrier per Sheet H.13 is required at these locations.

10-Jan-17

9-Jan-17

51 x There's an item "removal of wall, bin wall" and an item "removal of wall, concrete bin wall." Please confirm that the item "removal of wall, bin wall" is for removal of the metal bin wall.

That is correct, the "removal of wall, bin walls" is for the removal of the metal bin wall.

52 x

There's a bid item for "unclassified borrow". Specification 704.06 of FP-14 provides the required gradation of unclassified borrow. Specification 204.02(3) calls out "Borrow excavation. Material used for embankment construction that is obtained from outside the roadway prism. Borrow excavation includes unclassified borrow, select borrow, and topping." The geotechnical report calls out "We anticipate that existing soils below surficial topsoil would meet the requirements of Unclassified Borrow per Section 704.06 of FP-14, and could be used as embankment fill if properly moisture conditioned and screened to remove boulders larger than 24 inches."

Based on FP-14 204.02(3), there wouldn't be pay for embanking native material under the unclassified borrow bid item, unless such material comes from outside the roadway prism.

a) Please clarify if the embankment of native material meeting the unclassified borrow gradation specification will be paid as unclassified borrow if the material is excavated from within the roadway prism.

b) The measurement of unclassified borrow and select borrow is to be in its original position (the source). How does that work on this project?

a) No, useable material obtained for the roadway prism must be used for embankment as indicated in FP secton 204.08.

b) If is not practical to measure the material as indicated, an alternate method of measurement would need to be arranged through a contract modification during construction.

53 x

In option X schedule. Sheets M-34 thru M-37 give the details of the wall and arch pickets. I can’t find the type of steel and or if the steel needs any coating( galvanize/ powder / paint)? This is for both items below.

1. Item No. 62010-0000 Line X1040 Stone masonry, 42” Basalt Railing

2. Item No. 62010-0000 Line X1060 Stone masonry, 48” Basalt Railing

See the General Notes on plan sheet M.34 for the information on Structural Metal requirements.

12-Jan-17

54 x The Bid Schedule (every page) is supposed to have a Box that has: Submitted By and Schedule Total (for the page). Only A-17 & A-22 have the box. All other Bid Schedule pages don’t have the box. I can type it on each page, but I don’t want to make changes without permission. What should we do?

This will be corrected via Amendment A003 12-Jan-17

55 x

We’d like clarification to whether UPRR Railroad Insurance Policies are required for this project?

We see within Section 107 – Legal Relations and Responsibility to The Public; 107.04 Railroad Protection – Stating an Agreement between UPRR and The Contractor is required, with regard to blasting, but no mention of a protective liability policy or pollution rider is mentioned here.

However, Section I-1: UPRR Company; References Exhibits B, C, D. Article 7 – Exhibit C – A-F References Requirements. Are these required or is Section 107.04 the requirement?

Would you please clarify the requirement?

As indicated in the Section 107 of the SCR’s , you will be required to enter into an agreement with the railroad. The exhibits in Section I are to the best of our knowledge contain the requirements of any agreement with the railroad. However as noted in the SCR’s “The railway agreement and requirements of this agreement are included in this contract (See Section I), but are subject to change by the Union

Pacific at execution of the actual agreement. “

12-Jan-17

11-Jan-17

56 x Reference Sheet Number LS.31 – The Typical Section of the box beam notes a Detail “A” Blockout. Please verify where this detail is located.

Amendment A005 will correct this issue and remove the reference to Detail "A"

57 x Do the Precast/Prestressed Concrete Box Beams (33-IN) at Summit Creek Viaduct receive tie rods through the beam diaphragms? No.

58 x Note #3 on Sheet Number LS.03 makes reference to placing end diaphragms at Abutment 1 and Abutment 2.

There are no details for end diaphragm concrete separate from the precast box beams or the abutment backwalls. Please clarify.

Amendment A005 will correct this issue and remove the reference in Note #3 for Abutment 1 and Abutment 2.

59 x Reference Sheet Number LS.35 - The areas identified in the Deck Elevation and Exterior Elevation which are to receive a Class 4 Sandblasted finish are drawn incorrectly.

Amendment A005 will remove the conflicting lines from the deck elevation and exterior elevations views.

60 x

Section 552.01 indicates Precast Concrete Pilasters, Balusters, and MSE Wall Facing Panels are to receive a form liner textured finish (Class 3 – Tooled Finish). Section 552.11 Handling and Placing Concrete contains additional language regarding a form liner finish for production structural concrete but does not specify which portions of the work are to receive the form liner finish. The plans do not specifically call out a form liner finish on any of the cast-in-place concrete with the exception of the concrete fascia on Wall W10. Please verify if additional portions of the work beyond the items specified in Section 552.01 are to receive a form liner finish.

Only Wall W10 shall receive form liner finish.

61 x

Please provide additional details for the Curb Wall (Sheet Number M.32). There is insufficient information in the project plans to determine the “H” and “W” dimensions for the wall. Wall profiles will be required for the stations provided in the Curb Wall Locations table including Top of Wall and Bottom of Wall elevations in order to determine the height of the wall and width of the footing.

The staking note information will provided to the selected contractor after award.

62 x Please provide as-built drawings for the concrete bin wall located in the area where Summit Creek Viaduct is to be constructed.

There are no as-built drawings available for the existing concrete bin wall at the Summit Creek Viaduct is to be constructed.

63 x Please verify if the cut-off date for Technical Questions has been extended past the original date of January 5, 2017 considering the bid date was extended to January 25, 2017.

The Question period was extended to the 18th of January per Amendment A002. See Amendment A004 which will extend the Question and Answer period when the Bid Opening is extended.

64 x

Recent storm events have resulted in significant snowfall and a majority of the site cannot be seen as it is buried in snow. Considering the complexity of the job and the potential need for additional pre-bid site visits will the FHWA consider postponing the bid date to ensure the entire work site may be accessible to view by all interested bidders prior to bid?

See Amendment A004, which will extend the Bid Opening Date. 12-Jan-17

65 x The as-built drawings for the metal bin wall shows existing 6" metal perf pipe behind the wall and drain pipe running crosswise beneath the wall. Does this need to be removed or does any work need to be done to it to abandon it in place?

Removal of the pipe is not required unless it is impacted by the work. If impacted by the work, drainage would need to be reestablished

66 x Is it the intention that the barrier removed for construction of wall 6 be paid under barrier removal? Likewise, will the reinstallation of the barrier be paid under Concrete Barrier? How is the roadway aggregate and the pavement replacement in this area paid?

Yes; Yes; As Roadway Aggregate, Method 2 and Asphalt Concrete Pavement, Type 1

67 x Topsoil is listed as one of the materials for MSE walls and called out on the Wall 2 detail and the rockery typical section. Is the topsoil above and below walls (where required) measured and paid as topsoil, or is it incidental?

On E.3, this will be paid under the item for placing conserved topsoil.

On M.22 the topsoil is a component of the wall and incidental to the wall pay items.

68 x Does the reinstallation of existing concrete barrier get paid for under the contract item Concrete Barrier?

If you are referring to the removing and reinstalling the median barrier during the Closures 2 and 5, than the work is incidental to the Lump

Sum Items for this work.

69 x

Item 56501-0300 is the 30” drilled shafts that will be used in conjunction with the soldier pile construction.

Standard Specification Section 565 – Drilled Shafts has been provided as the specification to adhere too, along with the amended Special Provision Section 565 – Drilled Shafts as provided. Subsection 565.09 Integrity Testing remains intact with this section, although testing is performed when a drilled shaft is constructed with a rebar cage and specifically used for support. These shafts are specified for soldier pile use and will contain an

HP section. Please clarify that there is no integrity testing required for these soldier pile shafts.

No integrity testing is required on the soldier pile shafts.

72 x

Wall 10 (soldier pile wall) details and notes are provided on drawing sheets M.29 and M.30. These sheets present the soldier pile assemblies as bare steel, without mention of coating. Special Provision Section 565- Drilled Shafts does not specify conformance to any Painting/Coating Section or Subsection. Please clarify if these beams are to be coated, and the specific limits to which the beams would be painted if necessary.

No coating is required on the piles.

73 x The detail on the left of sheet M.37 shows roadway aggregate as backfill on the trail side of the bench cut wall.

Is this roadway aggregate to be paid as roadway aggregate? Yes.

Plan Sheets D.11 and D.12 call for 42" Concrete Barrier from 106+75 to 109+40 and 113+64 to 115+00 respectively. Sheet H.6, which shows the 54” Pier Protection Traffic Barrier that goes from 109+40 to 113+64 which is between the above referenced 42” Barrier, shows a transition section between the 54" pier protection barrier and the 32” Precast concrete barrier, but doesn't show the 42" concrete barrier.

Please clarify which barrier is required from 106+75 to 109+40 & 113+64 to 115+00. If the 42” concrete barrier is required here, please provide a detail for it and indicate if it is to be cast in place or precast, as well as if it is to be measured and paid in the concrete barrier item.

If the transition sections shown on H.6 are required, is this to be measured as part of the 54” Pier Protection Traffic Barrier item?

The reference to a 42” barrier in the elevation views of plan sheets D.11 and D.12 is in error and will be revised by a pen and ink changes to the contract plans, see Amendment A003. A 32” barrier per Sheet H.13 is required at these locations.

The transition shown on H.6 is to be measured as part of the 54" pier protection barrier item.

80 x Sheet M.22 shows the cross slope on the trail over wall 2 as 1% from the centerline to the left side of the trail, while in the cross slope table on sheet D.2, this slope is shown as -1.5% (from the centerline to the left side of the trail). Which slope is required above wall 2? This will affect wall material quantities as backfill quantities.

Amendment A005 will correct this error with a pen and ink change as it should be the 1.5%

81 x

Cross sections 85+00 and 85+25 show the proposed finish grade sloping down at a 2H:1V slope from the curb wall to the existing bin wall. Is it necessary to excavate this material beyond that which will be necessary for the construction of the curb wall? It appears from these sections, that this proposed grade would require excavating inside existing bin wall and leaving existing bin wall metal exposed.

The cross section is in error and only excavate enough to build the new bin wall.

30-Jan-17

82 x

There's a dimension labeled "Existing or 1'-4" min. existing bin wall projection above finish grade."

a) Is it the intention that the finish ground be the lower elevation of these two values, or the higher elevation of these two values?

b) The profiles on sheets M.13 and M.14 show the finish grade behind wall 6 varying between 0.5' and 1.8' below the top of the bin wall. If the 1'-4" minimum applies, the curb wall will need to be taller here than if the finish grade behind the wall shown on the profile applies. Please clarify the finish grade behind wall 6.

Plan Sheet M.32 is not correct, M.13 and M.14 finish grades control the work.

30-Jan-17

83 x Some of the cross sections (e.g. 68+75) show the curb wall being nearly touching the back of the bin wall face.

This wouldn't leave much room at all for forming the curb wall. Is this the intention? Yes, it will be tight. 1-Feb-17

84 x Are the curb wall foundations to be level and step at changes in elevation, or are they to be sloped (along the length of the walls)? Sloped 1-Feb-17

85 x Will the top of the curb walls have angle points (along the profile), or will there be a curve between changes in grade? If there is to be a curve, what length curve is to be used? Top of the wall shall follow the trail profile. 1-Feb-17

Plan Sheet 1.28 (Wyeth Campground Entry Details) and Plan Sheet LT.09 (Lindsey Cut Bridge Wingwall Pilaster).

a. If Option X is exercised, can the pilaster as shown on sheet I.28 be modified to a dimension of 2' 0-1/4" square at the base to match the shape of the Lindsey Cut Bridge Wingwall Pilaster as shown on sheet LT.09?

The recesses on both pilasters would be formed by removable inserts, so they would remain as shown in both locations. Matching the general shape would eliminate the need for a second form, and reduce the cost/price for both pilaster types.

b. At the East Elevation/Section drawing on sheet I.28, the pilaster is shown to be 3' 2" from the top of the pilaster to the top of the flagstone on the right, and1' 0" min. from the top of the flagstone to the bottom of the pilaster on the left. This would give an overall height of 4' 2", whereas the elevation of the pilaster drawing shows the pilaster to be 5' 0" tall. Also, Section A-A at the pilaster shows the bottom of the recess to be 3' 10" below the top of the pilaster. This would put the bottom of the recess 8" below the top of the flagstone per the East Elevation/Section drawing below. Which dimensions are correct? We understand if the overall height of the pilaster changes, it will make question 1a moot.

c. What is the radius at the top of sign 5 (detail on sheet K.9)?

a. yes

b. shall be the same as LT.09

c. See plan see K.10 27-Jan-17

Plan Sheet LS.37 (Summit Creek Viaduct Balusters)

a. The cross sections of the two heights of railing/balusters at the Summit Creek Viaduct. The difference between the two is the removal of the 6" curb at the overlook resulting in an overall drop of 6" in the height of the railing. The sectional drawing for the type 3 baluster on sheet LS.37 shows the base portion of the baluster to be 7-1/2" tall. Should this dimension be 6-1/2" (1' 0-1/2" [type 1 & 2 baluster] - 6" [curb height]). Otherwise the baluster will extend 1/2" below the top of the deck.

See Amendment A005 27-Jan-17

88 x

Plan Sheet LS.37 (Summit Creek Viaduct Balusters) - The following attachments and notes/questions revisit the importance of the grade of the balusters closely matching the grade of the railing.

a. Plan drawing LS.37 shows the type 3 baluster with a grade (4.54%) matching that of baluster type 1. The railing at the sides of the overlook should have a grade of about 0.0%, since they are approximately perpendicular to the grade.

b. Baluster type 3 should have been a shorter version of baluster type 2 which has a grade of 2.27%.

c. A baluster with a grade (1.43%) midway between the approximate grade at the sides of the overlook (0.0%) and the E. Approach. It also assumes that it is most important to align the baluster arms. It would lean approximately 0-3/8" (along the trunk of the baluster) in opposite directions for the two grades. Therefore, the closer the baluster matches the railing grade, the less the baluster will lean if you want to align the baluster arms.

d. The table below shows the approximate grades based upon elevations taken from LS.20 - LS.26 and LS.38, and the corresponding baluster type called out.

W Appr. Span 1 Span 2 Span 3 Span 4 Span 5 Span 6 E Appr.

4.78 4.96 4.96 4.98 4.96 4.96 4.78 2.86 1 1 1 1 1 1 2 2/3

Baluster types 1 and 3 have a grade of 4.54% and baluster type 2 has a grade of 2.27%. Are these the correct baluster call outs for each location (particularly for span 6)? Would you prefer to make the approximate baluster grades for the west approach through span 6 at about 4.88% and the east approach at 2.86%? If you would prefer alternate grades, please specify.

e. At the railing on the right and left of the overlook, will there need to be a fourth baluster type with a grade of 0.0% similar to the type 3 baluster?

See Amendment A005 for corrections to the plan sheets 27-Jan-17

89 x

Plan Sheet LT.14 (Lindsey Cut Bridge Balusters)

a. Tthe importance of balusters closely matching road grade to minimize the lean of balusters, and the potential need for a 0.0% grade baluster at the sides of the overlook. The following questions are repeat questions from our earlier set of questions.

b. The grades per the plan drawings for the balusters types for the Lindsey Cut Bridge are approximately 3.41%. The approximate grade for the bridge is 3.29% based upon the gradeline diagram on sheet LT.01.

Would you prefer to make the balusters at 3.29% (or other) to better match the bridge grade? If so, at what grade?

c. At the railing on the right and left of the overlook, will there need to be a third baluster type with a grade of 0.0% similar to the type 2 baluster?

See Amendment A005 for corrections to the plan sheets 27-Jan-17

There appears to be no measure and pay in option x for the material outside structural backfill and above existing ground in the vicinity of Wall 10. There is minimal roadway excavation material available in Option X for use as embankment. The difference in the embankment needed and the suitable roadway ex material available, appears to make an unclassified borrow bid item necessary in option X.

The material is embankment and is incidental to other items associated with construction of Wall 10, Option X.
