1.0 INTRODUCTION
This report presents the results of our subgrade investigation of Goose Lake Road in Adams County, Idaho. This report has been prepared by Parsons Brinckerhoff (PB) for the use by FHWA and their approved agents. The information contained in this report is based on field conditions and laboratory test results.
1.1. Project Description
The Goose Lake Road Reconstruction project consists of the reconstruction of approximately 4 miles of existing roadway from Highway 55 to Brundage Mountain Ski resort. The site is located approximately 6 miles northwest of McCall in Adams County, Idaho. The project roadway generally runs north to south and is located within the Payette National Forest, see Appendix A for Project Vicinity Map. Portions of the roadway may be widened as part of the reconstruction project. It is expected that the final reconstructed grade will be at or slightly higher than existing grade.
1.2. Scope of Services
Our scope of services for this subgrade investigation is described in the STATEMENT OF WORK section of Task Order No. DTFH7015F17002. Our authorized scope of work includes the following items:
• Drill seventeen (17) Subgrade Borings to a depth of 5 feet or refusal.
• Perform laboratory tests on the different encountered soils.
• Create boring logs based on field and laboratory testing.
• Draft and Final Subgrade Investigation Report.
A copy of the task order is located in Appendix F of this report.
1.3. METHODS
Drilling operations were under the direction of a PB geotechnical engineer with five (5) years of experience. The drilling was performed by Haz-Tech Drilling Inc. based in Meridian, Idaho and occurred January 6-8, 2015. The drilling was performed with a truck-mounted CME-55 drill rig using a ten (10) inch diameter solid stem auger with a twelve (12) inch diameter bit attached.
The borings were completed and samples were obtained according to the following procedure:
1. The auger was advanced through the asphalt
2. The hole was cleaned of all asphalt cuttings, and an asphalt measurement was taken.
3. A small bag sample of the underlying material was taken within the first few inches.
4. The auger was placed back in the hole and advanced to bottom of the material layer.
Page | 1
5. The hole was cleaned off all loose cuttings which were then bagged and labeled for laboratory testing.
6. A depth measurement was taken.
7. Steps 3 through 6 were repeated for each material type until the bottom of the hole was reached.
8. After maximum depth was reached, the auger was removed while the hole was inspected by Geotechnical Engineer.
9. After inspection, the boring was backfilled with compacted gravel and sand then patched with cold mix asphalt.
1.3.1. Boring Locations
The borings were spaced at approximately ¼ mile intervals and alternated between the north-and southbound lanes. The borings were located in the center of the travel lanes. The following table summarizes the as drilled boring locations. The latitude and longitude readings were obtained from a hand held GPS unit. A Boring Location Plan is located in Appendix B of this report.

2.0 LABORATORY TESTING
Samples of the encountered material, at each boring location, were collected and classified in the field. Select samples were choose and tested to determine; in-situ moisture content, particle size distribution (sieve analysis), atterberg limits and R-value according to the applicable

AASHTO or ASTM methods as stated in Section 4.C of the Task Order. The samples were delivered to an accredited laboratory in Boise, Idaho run by Strata.
Laboratory results are located in Appendix E of this report and summarized on the Boring Logs, see Appendix D. The laboratory testing results are also discussed further in the following sections of this report.
3.0 SITE CONDITIONS
The existing roadway generally runs north-south with an approximate elevation change of 1,000 feet. The road is generally one lane in each direction with occasional turnouts along the alignment. The road generally runs along the side of the mountains with an apparent cross-section that is partially cut into the mountain and partially on fill. The surrounding area consists of undeveloped Forest Service land with occasional crossings for other roads and trails. Boring logs detailing the encountered soil conditions at each site are included in Appendix C of this report. The borings were generally advanced to a maximum depth of 5 feet below the asphalt surface. Borings GLSG15-05, -06 and -16 were terminated prior to depth of 5 feet, due to drilling refusal on either a boulder or bedrock material.
3.1. Asphalt Thickness
The asphalt thickness ranged from 5.5 inches to 9 inches with a median value of 6.5 inches. A full pavement distress survey was not included in our scope of work. The following table summarizes the encountered asphalt thickness at each boring location.

3.2. Base Course Conditions
Below the asphalt a relatively consistent layer with thicknesses ranging from 5 to 24 inches was encountered. According to the Unified Soil Classification System (ASTM, 2006) the material consisted of silty Gravel with sand (GM) to silty Sand with gravel (SM). The fines content, percentage of material passing the #200 sieve, ranged from 14 to 38 percent. The following table summarizes the encountered thickness, select laboratory testing results and soil classification at each boring location.

3.3. Subbase and Subgrade Conditions
Conditions below the base course generally consisted granular material. According to the Unified Soil Classification System (ASTM, 2006) the encountered granular material primarily consisted of silty Sand (SM) with varying amounts of gravel with fines content ranging from 10 to 37 percent. The following table summarizes select laboratory testing results at each boring location.

I. INTRODUCTION
A. Project Summary
Federal Highway Administration (FHWA) is proposing to complete preliminary design for the Goose Lake Road Reconstruction project.
The Participating Agencies are the FHWA, the USDA Forest Service (FS), and Adams County (COUNTY).
The proposed project consists of reconstruction of the road from its intersection with State Highway 55 to the entrance of the Brundage Mountain Ski Area to meet current design standards.
FHWA is preparing to proceed with plans for a roadway subgrade drilling investigation along Goose Lake Road in Adams County, Idaho. The proposed drilling project consists of 17 subgrade borings to investigate roadway conditions. Work requirements are described in detail below and include all drilling work, sample collection, material testing, hole logging and inspection, and boring log preparation.
B. Project Location
The proposed project is located approximately 5 miles west of McCall in Adams County, Idaho. Approximate Global Positioning System (GPS) coordinates for the beginning of the project are:
Latitude 44.957728 Longitude -116.170550
The proposed project comprises a 4-mile section of Goose Lake Road.
C. Work Description
This Task Order includes the following work: project management and geotechnical investigation.
II. Project Development
FHWA is the lead agency for the project. Do not accept any direction or take additional work that is beyond the scope of this Task Order that has not been approved through the

IV. STATEMENT OF WORK TASKS
A. Drilling
Procure a drill contractor to complete all drilling work as outlined in this statement of work. Drill seventeen (17) Subgrade Borings at approximate ¼ mile intervals along the existing roadway starting at the intersection with the state highway and terminating at the end of the project. In general, alternate the boring locations on either side of the roadway
Contract No. DTFH70-10-D-00017 Page 3 to gather information from both the cut and fill sides of the roadway. Drill borings within the existing roadway and between the wheel paths. All borings shall be drilled in locations accessible with a truck mounted drill rig.
