1.0 INTRODUCTION AND GENERAL INFORMATION

This Request for Qualifications (RFQ) seeks Statements of Qualifications (SOQ) from Offerors to design, construct, and perform other identified activities for the Goose Lake Road Reconstruction project (the “Project”) near McCall, Idaho.

SOQs will be accepted only from Offerors that have assembled a team capable of providing all services and improvements required under the Contract. Responses from individual engineering, construction, or consultant firms not prepared to provide all required services and improvements will be considered by FHWA as unresponsive.

1.1 DEFINITIONS

“CO” means the contracting officer for FHWA.

“Design-Build Team” means the individual(s) or entity(ies) responsible for the design and the construction elements presented in the offer. The team may consist of one or more individuals or entities who have the overall responsibility for the design and the construction of the Project.

“Federal Acquisition Regulation (FAR)” means the regulation setting forth the policies and procedures governing this procurement.

“FHWA” means the Federal Highway Administration, which is the procuring agency.

“Offeror” means a Design-Build Team submitting a Statement of Qualifications (SOQ) for the Project in response to this RFQ, or submitting a Proposal in response to the Request for Proposals (RFP).

“Project” means the Goose Lake Road Reconstruction project near McCall, Idaho that is the subject of this procurement action.

“Proposal” means the proposal(s) submitted by the short-listed Design-Build Teams in response to the Request for Proposals (RFP) including all revisions.

“Request for Proposals (RFP)” means a document used to solicit proposals from Design-Build Teams to design and construct a highway project. The RFP is issued only to Design-Build Teams who are on the Short-List.

“Request for Qualifications (RFQ)” means a document issued by FHWA as the first step of a two-step selection process that requests interested Design-Build teams to submit an SOQ. The RFQ describes the project in enough detail to let potential Design-Build Teams determine if they wish to submit an SOQ.

The RFQ forms the basis for developing a Short-List of the most qualified Design-Build Teams.

“Short-List” means the list of those Offerors, having submitted SOQs, that FHWA determines are the most highly qualified Design-Build Teams and will be invited to submit Proposals in response to an RFP.

“Statement of Qualifications (SOQ)” means the information prepared and submitted by an Offeror in response to this RFQ.

RFQ Page 2

1.2 PROJECT GOALS

FHWA’s goals for the project are:

Complete design and construction of the project within the programmed amount

Improve safety and reduce accident potential along the corridor

Maximize the geometric improvements while staying within the budget

Improve winter operations (snow removal, sanding, etc.) for the road maintenance crews

Schedule construction to meet community/business needs

Select a Design-Build Team who will take a leadership role in managing the design and construction of the project and identifying and implementing innovative construction techniques.

Select a Design-Build Team whose quality management practices ensure the requirements of the project will be met or exceeded, without the need for rework, and with minimal direction from

FHWA.

Engage partner agencies and the public during the design process and throughout construction

1.3 PROJECT DESCRIPTION

1.3.1 General Description

The estimated cost of the Project is between $7 million and $10 million.

The Project is located within the Payette National Forest, near McCall, Idaho, beginning at the junction with Highway 55, and continuing north on Goose Lake Road to MP 4.9, just beyond the north property line of Brundage Mountain Ski Area.

Goose Lake Road is an important recreational route into the Payette National Forest. The surrounding National Forest System lands are popular for year-round recreation including camping, hunting, berry picking, woodcutting, fishing, hiking, biking, horseback riding, scenic driving, backcountry skiing, snowmobiling, snowshoeing and Forest Service administration. The main destination on the route is Brundage Mountain Ski Area, which is developing from a winter-only ski area to a four-season resort.

Traffic volumes on Goose Lake Road have steadily increased as Brundage Mountain Ski Area and recreation opportunities in general have expanded and become more popular in the Payette National Forest. Average daily traffic (ADT) increased from 382 vehicles per day in 2007, to 762 vehicles per day in 2010. Development at the ski area is projected to approximately double the current ADT by 2028. The road, originally constructed as a single-lane facility with turnouts, was not designed to accommodate the current or anticipated traffic. Operational problems at the Highway 55 intersection and Gordon Titus Parking Area intersection, due to poor sight distance, are increasing as traffic volumes increase.

According to the USFS, the road currently has the highest accident rate in the Payette National Forest.

Traffic accident data from 1983, to the present, indicate this road segment averages four reported accidents per year. Most accidents are slide-offs or collisions occurring during the winter.

RFQ Page 3

In several areas, cut slopes along Goose Lake Road are unstable. Rocks fall onto the road and into ditches, contributing to maintenance problems. Some of the road fill is unstable, and a few drainage structures are inadequate, causing frost heaves during winter months. There are two major water crossings, which have been determined to have structures that are too small to handle peak storm events without flooding the roadway and causing road damage.

Generally, the Project will consist of the following:

Reconstruction of approximately 4 miles of Goose Lake Road between Highway 55 and Brundage Ski Area;

Construction of two aquatic organism passages (designed by U.S. Forest Service) Improvements to the Goose Lake Road / Highway 55 intersection; and Realignments at the first switch back below the ski area and the hairpin curve at Thorne Creek, It is anticipated that construction work will disturb underground utility lines in the first mile (approximate) of the project. The utility provider will be required to relocate their facility at their own expense.

Right-of-way acquisition may be required. Road realignments between MP 2.4 and the end of project may affect the ski area property boundaries, and additional permanent easement or construction easements may be required.

A map of the project area is provided on the following page.

2.0 PROCUREMENT PROCESS

The process for procurement of the Contract will be in accordance with the Federal Acquisition Regulation (FAR) and the Transportation Acquisition Regulation (TAR) using the Best Value Selection process. The intent of FHWA is to award the Contract to the Offeror that provides the Proposal with the best combination of price and technical quality.

The procurement process will include two steps:

Step 1. RFQ Step 2. RFP

This RFQ is issued as the first step to solicit information, in the form of Statement of Qualifications (SOQ), that FHWA will evaluate to determine which Offerors are the most highly qualified to successfully deliver the Project. FHWA will short-list no more than three of the most highly qualified Offerors that submit SOQs.

In the second step, FHWA will issue an RFP to the short-listed Offerors. FHWA will award a Design- Build contract to the Offeror offering the best value. FHWA, at its sole discretion, reserves the right to suspend, modify, or terminate this procurement at any time.

In determining the Short-List, FHWA will consider information submitted in the SOQs and information otherwise available to FHWA.

3.0 EVALUATION PROCESS FOR THE SOQ

3.1 EVALUATION PROCESS

The objective of the RFQ step of the procurement is to create a Short-List of the most highly qualified Offerors with the general capability (technical, financial, and management) and experience necessary to successfully undertake and complete the work. Specific objectives relating to each of the evaluation factors are included in Section 4.4 of this RFQ.

3.2 EVALUATION FACTORS AND SCORING

This section lists the evaluation factors for the RFQ phase of the procurement. See Section 4.4 for what to submit.

The information submitted in accordance with Section 4.4 will be evaluated using both the pass/fail factors and scored factors as shown below.

Evaluation Factors Type of Evaluation Criteria

Bonding Capacity Pass/Fail

Experience of the Firms (Design and Construction) Scored

Understanding and Approach Scored

Organization and Key Personnel Pass/Fail and Scored

Construction Quality Management Program Scored

Past Performance Scored

If an Offeror passes all of the pass/fail evaluation factors, its SOQ will be further evaluated using the scored evaluation criteria. If a SOQ fails any single pass/fail requirement, it will be declared unsuccessful, the scored evaluation factors will not be rated, and the Offeror will not be eligible for the Short-List.

Pre-determined maximum points have been assigned to each “scored” criterion (see Section 4.4). Using the Adjectival Scoring System on the following page, each SOQ will be evaluated against the “scored” criteria and assigned a corresponding percentage. This percentage will be multiplied by the predetermined maximum points available for each scored criteria to determine the Offeror’s score for that criteria.

Scores from the provided Past Performance Questionnaires will be averaged. For the “scored” Past Performance criteria, if less than three past performance questionnaires are received; the missing questionnaires (up to three) will be assigned a value of 62%.

RFQ Page 14

Adjectival Scoring System
