GOOSE LAKE ROAD RECONSTRUCTION
ID PFH 98(1)
APRIL 29, 2015
Introduction Goose Lake Road (road) is in Adams County, Idaho, about 5 miles northwest of the
Town of McCall. The Federal Highway Administration-Western Federal Lands Highway
Division (FHWA), in partnership with the U.S. Forest Service (USFS) is proposing to reconstruct a 3.8-mile section of the road between Idaho Highway 55 and the Brundage
Mountain Resort ski area (assessment area). FHWA retained ERO Resources
Corporation (ERO) to identify potential wetlands, other waters, and riparian areas within the assessment area.
Methods Assessment Area
Goose Lake Road is in Adams County, Idaho and is on the U.S. Geological Survey
(USGS) Meadows and Brundage Mountain, Idaho quadrangle maps. The road connects
Idaho Highway 55 and the Brundage Mountain Resort ski area and is in Sections 12, 13, 14, 23, 24, and 26, T19N, R2E, Boise Prime Meridian (Figure 1). The latitude/longitude for the start and end of the roadway project is 44.957731°N/116.170431°W and
45.001275°N, 116.161742°W. The area assessed for potential wetlands and other waters of the U.S. (assessment area) extends 50 feet on either side of the road centerline for 3.8 miles north of the intersection with Idaho Highway 55 (Figure 1). The assessment area also includes a short (0.1-mile) section of Idaho Highway 55 south of the intersection with Goose Lake Road, and areas within 50 feet of the centerline of the highway. The assessment area falls within the area covered by the Regional Supplement to the Corps
Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region (Version
2.0) (Corps 2010).
GOOSE LAKE ROAD RECONSTRUCTION – ID PFH 98(1)
Identification of Potential Wetlands, Waters, and Riparian Areas ERO did not visit the assessment area as part of this study; ERO used a “desktop” delineation to identify areas that may be potential wetlands, other waters, or riparian areas. ERO mapped the boundaries of potential wetlands and other waters within the assessment area based on a review of available information such as color aerial photography (Google Earth), the U.S. Fish and Wildlife Service’s (USFWS) National
Wetlands Inventory (NWI) (USFWS 2015), the National Hydrography Dataset (NHD)
(NHD 2015), and ground-level photographs of the site taken by others on the project team on November 19, 2014. ERO also relied on the Project Identification Report (PIR) for the project (Robert Peccia & Associates 2011) and the Final Project Scoping Report
(Scoping Report) (Parsons Brinkerhoff 2015) for information about conditions in the assessment area. ERO consulted hydric soil mapping available from the U.S. Department of Agriculture Natural Resource Conservation Service (NRCS); however, no digital soil maps are readily available for the assessment area and a hard copy report was not available.
This report is not intended to be a delineation of jurisdictional wetlands and waters of the U.S. using the 1987 Corps of Engineers Wetlands Delineation Manual
(Environmental Laboratory 1987) and regional supplement. Potential wetlands, waters, and riparian areas were identified using a desktop survey because of the difficulty of conducting wetland field surveys in winter conditions and because of the compressed timeline of the project. Riparian areas are defined for this study as areas with a predominance of wetland vegetation typically occurring along a stream or river, but lacking wetland soils or wetland hydrologic conditions. Potential wetlands and riparian areas were combined for the purposes of this study because no site visit was conducted to examine soils and hydrologic conditions. ERO assumes a wetland delineation following the Corps’ guidelines will be conducted during the growing season by a qualified delineator.
Cowardin Classification The classification of wetland system, subsystem, class, and subclass was based on
Cowardin et al. (1979). The Cowardin system uses a hierarchical classification, progressing from systems and subsystems to classes, subclasses, and dominance types based on hydrologic, geomorphologic, chemical, and biological factors. The Cowardin classification was determined from review of NWI mapping, aerial photographs, and ground-level photographs (where available) of the assessment area.
Results The desktop survey identified five stream crossings and eight areas with potential wetlands or riparian areas in the assessment area. NWI and NHD data are presented in
Figure 2. NWI and NHD data did not always match the exact location of wetlands or streams as identified from aerial photography. For example, the NHD data for the tributary to Little Goose Creek does not match the apparent creek alignment from aerial photography. This is likely because the NHD data was mapped at a courser scale or because high-resolution aerial photography was not available to the NHD mappers.
Potential wetlands, other waters, and riparian areas are presented in Figures 3 through 9, and are described below and summarized in Table 1.
Tributary to Little Goose Creek and Potential Wetland or Riparian Area 1 (PWRA 1), upstream from MP 0.0
An unnamed tributary to Little Goose Creek crosses under Idaho Highway 55 via two
36-inch culverts about 0.1 mile upstream from MP 0.0. This stream is shown on NHD mapping as an intermittent stream. The Scoping Report describes this stream as less than
10 feet wide, with a substrate of cobble and gravel. Potential wetlands/riparian areas are present along the creek channel (PWRA 1). Ground-level photographs taken in
November 2014 show some shrubby deciduous vegetation, likely willows (Salix sp.), along the creek channel. Plant species could not be identified due to snow cover and the time of year. The Cowardin classification of these wetlands is likely palustrine scrub/shrub broad-leaved deciduous, temporarily flooded.
Tributary to Little Goose Creek and PWRA 2, at MP 0.0 The same tributary to Little Goose Creek described above crosses under Goose Lake
Road via a 48-inch culvert at MP 0.07. This stream is shown on NHD mapping as an intermittent stream. The Scoping Report describes this stream as less than 10 feet wide, with a substrate of cobble and gravel. Potential wetlands/riparian areas are present along the creek channel (PWRA 2). A ponded area is present on the channel just downstream of the culvert. NWI mapping shows a large wetland east of the road classified as palustrine emergent; however, ground-level photographs taken in November 2014 show a mixture of herbaceous and shrubby deciduous vegetation along the creek channel. Plant species could not be identified due to snow cover and the time of year. The Cowardin classification of these wetlands is likely palustrine scrub/shrub broad-leaved deciduous, temporarily flooded.
Little Goose Creek and PWRA 3 Little Goose Creek crosses under Goose Lake Road via two 54-inch culverts at MP
0.22. Little Goose Creek is shown on NHD mapping as a perennial stream. The Scoping
Report describes this stream as less than 10 feet wide, with a substrate of cobble and gravel. Potential wetlands/riparian areas are present along the creek channel (PWRA 3).
NWI mapping does not show wetlands at this location. Ground-level photographs taken in November 2014 show mostly shrubby deciduous vegetation along the creek channel.
Plant species could not be identified due to snow cover and the time of year. The
Cowardin classification of these wetlands is likely palustrine scrub/shrub broad-leaved deciduous, temporarily flooded.
PWRA 4
A potential wetland complex is present on the west side of the road at MP 0.45. From aerial photography, it appears the edge of this wetland area or associated riparian vegetation may be within the western edge of the assessment area. This area is not shown as a wetland in NWI mapping, and no ground-level photographs are available. If this area is a wetland, its Cowardin classification is likely palustrine forested needle-leaved evergreen or palustrine emergent.
PWRA 5
Wetland or riparian habitat potentially occurs at the point where a small tributary to
Thorn Creek crosses the road at MP 2.25. This drainage is shown as an intermittent stream on NHD mapping. Based on aerial photography, no defined stream channel appears to be present. No ground-level photographs are available. If wetlands are present, they are a likely classified under the Cowardin system as palustrine forested needle-leaved evergreen.
PWRA 6
A potential wetland or riparian area is present on the east side of the road at MP 2.55.
NWI mapping identifies a wetland at this site, and the PIR indicates that a slope wetland or seep is present at this site and drains to a culvert under the road. No ground-level photographs are available. If this area is a wetland, its Cowardin classification is likely palustrine forested needle-leaved evergreen or scrub/shrub.
Tributary to Thorn Creek and PWRA 7 A tributary to Thorn Creek crosses under Goose Lake Road via a 24-inch culvert at
MP 3.0. The tributary is shown on NHD mapping as an intermittent stream. The
Scoping Report describes this stream as less than 10 feet wide, with a substrate of cobble and gravel, a depth of less than 1 foot, and no defined bed and banks. Potential wetlands/riparian areas are present along the creek channel (PWRA 7). NWI mapping does not show wetlands at this location. Ground-level photographs taken in November
2014 show mostly shrubby deciduous vegetation along the creek channel. Plant species could not be identified due to snow cover and the time of year. The Cowardin classification of these wetlands is likely palustrine scrub/shrub broad-leaved deciduous, temporarily flooded.
Thorn Creek and PWRA 8 Thorn Creek crosses under Goose Lake Road via a 36-inch culvert at MP 3.0. Thorn
Creek is shown on NHD mapping as a perennial stream. The Scoping Report describes this stream as less than 10 feet wide, with a substrate of cobble and gravel. Potential wetlands/riparian areas are present along the creek channel (PWRA 8).
Additional Potential Wetlands and Riparian Areas In addition to the areas identified above, an additional potential wetland or riparian area was identified just outside the assessment area, west of the road, at MP 0.4. This wetland associated with Thorn Creek is shown as a wetland on NWI mapping, just outside the assessment area, and is described in the PIR. A review of aerial photography showed that this wetland is likely more than 50 feet from the road centerline and, thus, is outside of the assessment area.
