CO FLAP 102(1)
Brainard Lake Road Amendment A001
From October 20th to February 28th, at the CO’s sole discretion, the CO may allow the road to be closed to the public traffic when major work activities are occurring during the following times:
Monday 8:00 a.m. to 4:00 p.m.
Tuesday 8:00 a.m. to 4:00 p.m.
Wednesday 8:00 a.m. to 4:00 p.m.
Thursday 8:00 a.m. to 4:00 p.m.
Friday 8:00 a.m. to Noon
Do not delay public traffic during other times in this date range. Consolidate operations to the greatest extent possible.
From March 1st to June 28th, when work is being performed the road may be closed to the public traffic at all times.
During all other times of year, limit construction-caused delays to public traffic to a maximum of 60 minutes per passage through the project, Monday at 8:00 a.m. to Friday noon. With CO approval, establish set times when the public are allowed passage. One example of this is: “Westbound traffic will be allowed passage on-the-hour. Eastbound traffic will be allowed passage 15-minutes-past-the-hour.” After June 28th, do not delay traffic from Friday noon to Monday at 8:00 a.m.
For all areas (Schedule A and Option X):
Allow residents living within the project limits, USFS staff, USFS Concessionaire staff, Town of Ward staff, and Boulder County Staff to pass through the project with a maximum delay of 20 minutes at all times, regardless if the road is closed to public traffic. Allow emergency response vehicles to pass through the project at all times.
Notify the CO of all closures or construction-caused delays to public traffic 14 days in advance of intended use. Notify the CO prior to suspending work. Designate a Public Information Officer (PIO). The PIO is to prepare a stakeholder list and inform the stakeholders of public traffic delays and closures before and during project work.
Add the following:
(k) Limit the length of area affected as approved by the CO. See Subsection 108.01 for limitations on work.
Section 157. — SOIL EROSION AND SEDIMENT CONTROL
157.04 General. Add the following:
Do not designate the project superintendent as the Erosion Control Supervisor.
