Questions and Answers during Advertisement for

WY FLAP US212(8), BEARTOOTH HIGHWAY

February 9, 2017

Q1 – In regards to the type of concrete mix design to be used for the (Item No. 60901-

0400 Curb, concrete, 150mm depth). On sheet E-93 of the specials, Table 552-1 categorizes the different classes of concrete but, I cannot find specifically which one is to be used for the curb.

A1 – The contractor should follow the section 609 Curb and Gutter which will direct them to section 601 Minor Concrete Structures. The SCR page E-93 refers to Section

552 Structural Concrete used for the Bridge.

Q2 - On sheet D9 (Pilot Creek Monitoring Well Site) note 4 indicates adding topsoil or organic material as directed by the CO. Will this material be paid under item 62402-0200

(Furnishing and placing topsoil) or in item 62407-0000 (Placing conserved topsoil)?

A2 - We are only providing cross sections for specific locations on Grays Well Road where the horizontal and vertical alignment is changed. No additional cross sections will be provided. Please reference the plans for the locations of the alignment shifts and

Section 152 of the SCRs for the survey and staking requirements.

Q3 - We are requesting access to the CAD files for the Project in order to verify our scope and take off quantiles.

A3 - Item 62407-0000 (Placing conserved topsoil) refers to page B8 Topsoil summary.

Item 62402-0200 (Placing conserved topsoil, 75mm depth refer to page B15 in the

Revegetation Summary.

Q4 – Can excess material be wasted and regraded in to the final grade at the Ghost Creek source?

A4- Yes, waste material can be used to regrade the Ghost Creek Pit and then topsoil.

Although no asphalt or concrete will be allow to be buried in the pit.

Q1: can any excess pavement be permanently stockpiled at Ghost Creek source? Or is there a preferred location for excess asphalt material?

A1: No pavement or concrete can be permanently stockpiled at Ghost Creek source. If the material is not incorporated into the road, the waste material will be hauled, and no alternative use or location is provided.

Q1: Plant list states to purchase all plants collected from Westscape Nursery in

Bozeman. They do not have all that the 3 lists contain and stated that this was the original list should have changed. I need to know if this arch/engineer is wanting us to use what Westscape has and supplement from other nurseries or just use the plants that

Westscape produced.

A1: The contractor will rely on Westscape for all containerized plants, no additional plants will need to be purchased. They are custom growing plants for the project and have sourced the plant materials from the site itself.

Q2: Specs also call for using a water gel pack when planting. The only one that I can find that meets this spec is DRiWATER. This product is no longer produced.

A2: You can submit a similar product to the DriWater pack with product data. Some sort of gel pack will be necessary to support the upland plantings.

Q3: Is the sub-excavation quantity on sheet B6 for the culverts included in the sub-excavation table on sheet B5? If it isn’t is the sub-excavation for all culverts paid by the m3 under bid item 20402-0000?

A3: In general, the quantities shown on B6 are not included in the quantity shown on B5.

Q4: On sheet E.2 it is showing numerous “excavations” at the Ghost Creek Pit site. Is there any data on this? I’ve looked through all of the Geotechnical data and have been unable to find the “99-14” report it calls out in Note 1.

A4: The Report is on the ftp site under the Geotechnical Reports folder and is listed as:

Q1: What kind of verification load test is required – tension or compression?

A1: Tension is recommended.

Q2: If tension is allowed, can the center reinforcing bar be oversized such that yielding does not occur when loading to 2x design?

A2: Yes, this is acceptable.

Q3: What would be the acceptance criteria for a tension load test with an oversized bar?

The specifications mentions a deflection criteria, but that may not correlate well with a tension load test performed on a micropile with a different size bar (Versus production piles with a smaller bar in compression).

A3: Use same criteria, the total vertical movement and deflection rate in the specification are not related to the bar size.

Q4: Accessing the Reports for this solicitation is through the ftp site, how do I get access?

A4: Send an email to CFLContracts@dot.gov to request access. IT will set up the login and password via email. Once you login access the FedLands folder then the Solicitation

Data folder.

Q1: In regards to the fertilizing section of this project. I have gone through all of the spec manual and I can't find a fertilizer blend anywhere. I did find the application rate, which I found very high, but no blend. So please let me know what that would be and if this rate is what was intended.

A1: Per SCR section 713.03 Fertilizer. You need to provide BioSol, or something similar that is slow release, organic, and has the requested NPK ratio of 7:2:3. On their website, the BioSol Forte looks to have the closest ratio. The spec also asks for confirmation prior to application, so you should anticipate getting a lab test.

The application rate is intended as identified in Section 625.06.

Q1: I’m having trouble locating information on the seeding in the plans.

A1: Seeding information is shown in the plans multiple places. Sheets A7-A8 show the limits of seeding on the typical sections, Sheet B15 is the tabulation sheet for the different seed mixes, revegetation plans showing locations for different seed mixes are Sheets U1-

U11, and SCR 713 has the seed mixes detailed.

Q2: How many camping spots are available for this contract at Fox Creek? Is there a fee for camping there?

A2: Shoshone National Forest has verbally agreed in the past to make a block of full service RV sites (hard side only) at

Fox Creek Campground available to contractor personnel during the construction season.

Availability, costs, and procedures should be discussed with the Wapiti District Ranger.

Additional work to the shower may be necessary if this site is chosen, funded by the

Contractor. Removal of the shower house structure could be delayed to be closer to the end of construction in order to maximize its use for contractor personnel.

Q3: Do you have coring depths for the existing asphalt?

A3: Applicable borings are B-13 to B-23 see report on ftp site #1_WY.PFH.4.Beartooth

Q4: Are all the boulders for Item 25125-0000 anticipated to be generated on site?

A4: Yes. It is anticipated all the required boulders should be generated on site. Rock quarry locations, including near Beartooth Lake, will be available on the project site for use.

Q5: On plan sheet S3 there is temporary shoring shown between the new bridge and the existing roadway. Is there a specific material that is required for this shoring?

A5: No specific material is required. A 6-inch layer of gravel or leveling course could be used if desired, but none is required. No, this is means and methods for the contractor.

The contractor can submit any system for approval.

Q6: In the Grading Summary on sheet B5 of the plans, does the total Roadway

Excavation quantity of 60,401m3 include the additional excavation quantities?

A6: The total ‘Roadway Excavation’ quantity does not include the additional excavation quantities. Items such as structure excavation, excavation from roadway obliteration, and subexcavation are included within the ‘Additional Excavation’ columns.

Q7: Also, is the total additional excavation quantity the sum of the available and unavailable material? The embankment quantity (For info only) is listed compacted cubic meters but appears it needs to be adjusted by the shrink/swell factors listed in note

4, is this correct?

A7: The sum of the available and unavailable material is included as a separate total for both the unavailable and the available material. The embankment quantity does not account for the shrink/swell factor. Only the total for ‘Waste’ accounts for the shrink/swell factors. All other columns are unadjusted values.

Q1: In Section 156-Public Traffic 156.03(b) of the specifications it states” Place temporary pavement on detours and temporary roadway surfaces which are anticipated to carry traffic for a significant period of time as determined by the CO”. How many days is a significant period of time?

A1: The duration of a significant period of time is determined by the CO to ensure safety of the traveling public.

Q2: This is in regards to Pay Item 62402-0200 Furnishing and Placing Topsoil, 75mm

Depth. In section 624, it say “Do not import topsoil from outside of the project area or move it from its conserved location unless approved by the CO.” The way this is worded, is the Government wanting topsoil imported from an external location?

A2: It is estimated that there will be enough topsoil at the project area. In the case that there may not be enough topsoil for the project, the CO may authorize topsoil to be imported from an external site.

Q3: Since the additional excavation frame (available and unavailable) are not included in the Roadway Excavation pay quantity, it appears that there is approx. 14,000 m3 between the beginning and ending stations that is incidental to the Roadway Excavation and will not be paid for? Also, is there a dirt run or mass diagram available for the project?

A3: This approximate 14,000 m3 of additional excavation is accounted for under other pay items such as subexcavation, topsoil stripping, pavement removal, obliteration, and

2400 mm equivalent pipe culvert for the channel relocation earthwork.

Q4: Can millings be used as fill material?

A4: Note 7 on the grading summary states that all existing pavement within mainline grading limits will be removed as waste with approval by the CO. Guidance on disposal of unsuitable material is given in 204.14 and 203.05 of the spec package.

Q5: In the specs Section 301.05 refers to the use of a Land Level to finish the road surface after grading to the grade stakes. Do grade tolerances still apply after the leveling process?

A5: Yes

Q6: Can topsoil be stockpiled outside the excavation limits?

A6: SCR 204.05 states “Stockpile topsoil in stockpile locations, as approved by the CO.”

Q7: Can topsoil be driven on?

A7: No. SCR 204.05 states “Do not compact or drive upon topsoil during removal”

Q8: Does 2-way traffic need to be restored on the weekends and at night if work is not being performed?

A8: SCR 156.05 states: “During periods of extended work shutdowns at any time, allow no delays to public traffic and maintain the roadway open to either alternate one-way traffic with a minimum travel way width of 4.0 meters, or two-lane traffic with a minimum travel way width of 6.0 meters.”

Q9: Are the sod-mats salvaged on site or are they purchased from an outside vendor?

A9: The term “sod-mats” is not found in the plan package. Erosion control mats or Straw and Coconut mats should be purchased from an outside vendor. Sod transplants or wetland sod should be salvaged on site or obtained from Westscape.

Q10: Will Shot rock be acceptable for the Boulders?

A10: Refer to SCR 251 for requirements for boulders.

Q11: Special Contact Requirements, page E-55, 156.03(b). What will be considered

“temporary pavement”? Placed hot plant mix only, or will placed and compacted reclaimed “millings” be acceptable?

A11: Compacted reclaimed millings will not be acceptable. Temporary pavement will need to be hot mix asphalt.

Q12: Can “waste” and other “unsuitable” excavation (except asphalt and concrete) be wasted in the 46+700 to 46+920 borrow area? Such as to flatten the final cut slope?

A12: Guidance on disposal of unsuitable material is given in 204.14 and 203.05 of the spec package.

Q13: In the Phasing of the project (sheet W3), is it the intent of this plan to complete the project from approximate stations 45+647 to 47+800 before disturbing stations 47+800 to

47+420? Or can 47+800 to 47+420 be disturbed concurrent to phasing work?

A13: The note at the bottom of Sheet W3 states: “The phasing shown in the plan package is one approach. The contractor can submit another approach for approval by the CO.” Therefore, the contractor may submit an alternate approach for approval.

Q14: On sheet W3, Phase 1, #5. There is a reference to “Landscape Plan #8”. Sheets

U1 to U27 only has landscape plan #10 to 14. Is there a landscape plan #8? Are there

Landscape plans 1 – 9?

A14: No. The reference to landscape plan #8 was made in error. Landscape plan #8 was included in a previous phase. Only Landscape plans 10 and 14 are included in this portion of the project.

Q15: Sod transplant is included in the drawings and listed in section 627, but there is no line item on the bid tab for it. Are we to include transplant sod in our bid, and where are we to include it?

A15: SCR 627.10 states: “Payment for equipment hours for sod conservation and placement made under Section 622.”

Q16: On sheet B15, there are several items that are listed as “information only” and “no pay”. Are we responsible for these items?

A16: These quantities are given for information and payment is under Section 622

Rental Equipment.

Q17: Is there concern with the possible transfer of weeds with importing a significant amount of topsoil required for the Pilot Creek Revegetation? And if so what precautions need to be taken to eliminate this concern?

A17: Certified weed free materials are required for all imported material.
