Questions and Answers during Advertisement for

WY FLAP US212(8), BEARTOOTH HIGHWAY

February 9, 2017

Q1 – In regards to the type of concrete mix design to be used for the (Item No. 60901-

0400 Curb, concrete, 150mm depth). On sheet E-93 of the specials, Table 552-1 categorizes the different classes of concrete but, I cannot find specifically which one is to be used for the curb.

A1 – The contractor should follow the section 609 Curb and Gutter which will direct them to section 601 Minor Concrete Structures. The SCR page E-93 refers to Section

552 Structural Concrete used for the Bridge.

Q2 - On sheet D9 (Pilot Creek Monitoring Well Site) note 4 indicates adding topsoil or organic material as directed by the

CO. Will this material be paid under item 62402-0200 (Furnishing and placing topsoil) or in item 62407-0000 (Placing conserved topsoil)?

A2 - We are only providing cross sections for specific locations on Grays Well Road where the horizontal and vertical alignment is changed. No additional cross sections will be provided. Please reference the plans for the locations of the alignment shifts and

Section 152 of the SCRs for the survey and staking requirements.

Q3 - We are requesting access to the CAD files for the Project in order to verify our scope and take off quantiles.

A3 - Item 62407-0000 (Placing conserved topsoil) refers to page B8 Topsoil summary.

Item 62402-0200 (Placing conserved topsoil, 75mm depth refer to page B15 in the

Revegetation Summary.

Q4 – Can excess material be wasted and regraded in to the final grade at the Ghost Creek source?

A4- Yes, waste material can be used to regrade the Ghost Creek Pit and then topsoil.

Although no asphalt or concrete will be allow to be buried in the pit.

Q1: can any excess pavement be permanently stockpiled at Ghost Creek source? Or is there a preferred location for excess asphalt material?

A1: No pavement or concrete can be permanently stockpiled at Ghost Creek source. If the material is not incorporated into the road, the waste material will be hauled, and no alternative use or location is provided.

Q1: Plant list states to purchase all plants collected from Westscape Nursery in

Bozeman. They do not have all that the 3 lists contain and stated that this was the original list should have changed. I need to know if this arch/engineer is wanting us to use what Westscape has and supplement from other nurseries or just use the plants that

Westscape produced.

A1: The contractor will rely on Westscape for all containerized plants, no additional plants will need to be purchased. They are custom growing plants for the project and have sourced the plant materials from the site itself.

Q2: Specs also call for using a water gel pack when planting. The only one that I can find that meets this spec is DRiWATER. This product is no longer produced.

A2: You can submit a similar product to the DriWater pack with product data. Some sort of gel pack will be necessary to support the upland plantings.

Q3: Is the sub-excavation quantity on sheet B6 for the culverts included in the sub-excavation table on sheet B5? If it isn’t is the sub-excavation for all culverts paid by the m3 under bid item 20402-0000?

A3: In general, the quantities shown on B6 are not included in the quantity shown on B5.

Q4: On sheet E.2 it is showing numerous “excavations” at the Ghost Creek Pit site. Is there any data on this? I’ve looked through all of the Geotechnical data and have been unable to find the “99-14” report it calls out in Note 1.

A4: The Report is on the ftp site under the Geotechnical Reports folder and is listed as:

Q1: What kind of verification load test is required – tension or compression?

A1: Tension is recommended.

Q2: If tension is allowed, can the center reinforcing bar be oversized such that yielding does not occur when loading to 2x design?

A2: Yes, this is acceptable.

Q3: What would be the acceptance criteria for a tension load test with an oversized bar?

The specifications mentions a deflection criteria, but that may not correlate well with a tension load test performed on a micropile with a different size bar (Versus production piles with a smaller bar in compression).

A3: Use same criteria, the total vertical movement and deflection rate in the specification are not related to the bar size.

Q4: Accessing the Reports for this solicitation is through the ftp site, how do I get access?

A4: Send an email to CFLContracts@dot.gov to request access. IT will set up the login and password via email. Once you login access the FedLands folder then the Solicitation

Data folder.

Q1: In regards to the fertilizing section of this project. I have gone through all of the spec manual and I can't find a fertilizer blend anywhere. I did find the application rate, which I found very high, but no blend. So please let me know what that would be and if this rate is what was intended.

A1: Per SCR section 713.03 Fertilizer. You need to provide BioSol, or something similar that is slow release, organic, and has the requested NPK ratio of 7:2:3. On their website, the BioSol Forte looks to have the closest ratio. The spec also asks for confirmation prior to application, so you should anticipate getting a lab test.

The application rate is intended as identified in Section 625.06.

Q1: I’m having trouble locating information on the seeding in the plans.

A1: Seeding information is shown in the plans multiple places. Sheets A7-A8 show the limits of seeding on the typical sections, Sheet B15 is the tabulation sheet for the different seed mixes, revegetation plans showing locations for different seed mixes are Sheets U1-

U11, and SCR 713 has the seed mixes detailed.

Q2: How many camping spots are available for this contract at Fox Creek? Is there a fee for camping there?

A2: Shoshone National Forest has verbally agreed in the past to make a block of full service RV sites (hard side only) at

Fox Creek Campground available to contractor personnel during the construction season.

Availability, costs, and procedures should be discussed with the Wapiti District Ranger.

Additional work to the shower may be necessary if this site is chosen, funded by the

Contractor. Removal of the shower house structure could be delayed to be closer to the end of construction in order to maximize its use for contractor personnel.

Q3: Do you have coring depths for the existing asphalt?

A3: Applicable borings are B-13 to B-23 see report on ftp site #1_WY.PFH.4.Beartooth

Highway.Materials.1998b.pdf (October 1998 Report 98-16).

Q4: Are all the boulders for Item 25125-0000 anticipated to be generated on site?

A4: Yes. It is anticipated all the required boulders should be generated on site. Rock quarry locations, including near Beartooth Lake, will be available on the project site for use.

Q5: On plan sheet S3 there is temporary shoring shown between the new bridge and the existing roadway. Is there a specific material that is required for this shoring?

A5: No specific material is required. A 6-inch layer of gravel or leveling course could be used if desired, but none is required.

Q6: In the Grading Summary on sheet B5 of the plans, does the total Roadway

Excavation quantity of 60,401m3 include the additional excavation quantities?

A6: The total ‘Roadway Excavation’ quantity does not include the additional excavation quantities. Items such as structure excavation, excavation from roadway obliteration, and subexcavation are included within the ‘Additional Excavation’ columns.

Q7: Also, is the total additional excavation quantity the sum of the available and unavailable material? The embankment quantity (For info only) is listed compacted cubic meters but appears it needs to be adjusted by the shrink/swell factors listed in note

4, is this correct?

A7: The sum of the available and unavailable material is included as a separate total for both the unavailable and the available material. The embankment quantity does not account for the shrink/swell factor. Only the total for ‘Waste’ accounts for the shrink/swell factors. All other columns are unadjusted values.
