QUESTION #4
The existing Trail Bridge over the Arkansas River (Schedule A) has an approximately 8 inch diameter steel pipe hanging from below the bottom of the wood decking. What does the pipe contain, is it active and does it need to be re-located onto the new trail bridge? If it does need to be re-located can it be out of service for the period of time the existing bridge is removed and new bridge installed?

Sheet V30 of the plans shows vehicle loop detectors. Where is this located on the project and what bid item covers the cost of construction of this item?
Response: The loop detectors are shown and called out on the V sheets: V10, V17, V16 (callout is missing but detector is shown.) We are missing the pay items in the estimate. We will add the pay item and revise the sheets. See Amendment 002.

Response: No pedestrian rail is required on C1. – the Plan callout on C2 does say ‘safety rail’. The other plan callout and the profile callouts say ‘pedestrian railing’. All should say ‘safety rail’ and all should refer to 646-A. The callouts on C23 and D8 should also refer to 646-A. The sheets will be revised. See Amendment A002.

Response: Place lifts of equal thickness. Bottom mat and Top Mat thickness = ½ of total thickness required.

QUESTION #17
In schedule A and options Y & Z there is no bid item for “TEMPORARY TRAFFIC CONTROL, TRAFFIC CONTROL SUPERVISOR”, however, there is in option X (item X1570). Should schedule A and options Y & Z have this bid item as well? In addition, this item is usually measured and paid for by the day and not Lump sum as in schedule X. Can the unit of measure for this item be changed to days?
Response: The traffic and safety supervisor items in Options X is intended to pay for coordination or flagging required by UPRR for work in their ROW. Traffic and Safety supervisor duties are considered subsidiary to other items for Schedule A and Option Y and Z.
QUESTION #18
Options Y, & Z have only “TEMPORARY TRAFFIC CONTROL” as lump sum items( items Y1260 & Z1260), and no other traffic control items. In lieu of the Lump Sum items, can unit priced traffic control items be provided similar to what is in schedule A?
Response: According to Section 156 – Options Y and Z can be closed during construction as long as they are not both closed at the same time. Therefore few items are need for this work and it will remain Lump Sum.

QUESTION #22

Response: Cross Sections are only provided in areas of 4(R) reconstruction/realignments. Areas without cross sections are 3(R) areas requiring pavement rehabilitation/reconstruction.

QUESTION #26
If there is a 14 day requirement to cover up the aggregate road after the old asphalt is removed and then subgrade and base be brought to the new design elevation, is it possible to just initially place a bottom mat without the top mat for the cover or are you requiring the entire 5” asphalt mat (both lifts) to be placed in the 14 days?
Response: The 14 day requirement applies to placement of the first lift of asphalt. However the contractor is responsible for the condition of any and all lifts of asphalt until the project acceptance. If the asphalt is placed and the mat is damaged it is the responsibility of the contractor to correct it.
QUESTION #27
