Section B

p. B-1

What level of detail is required for the FFP CLINs? Please revise the requirements to indicate that no pricing is required for the FFP CLINs.

Per Section L.7.1, Offerors must propose a yearly Firm Fixed Price (FFP) for all five contract periods. No supporting details are required, but may be requested by the CO.

Section B

p. B-1

B.1.2. – The FAA states that no fee will be applied to materials and ODCs except as provided under the referenced clause. Please clarify whether the Offeror will be reimbursed for allowable G&A and material handling burdens per their normal and approved accounting practices.

Yes, applicable indirect burdens are allowable on materials and ODCs.

B.1, Note #6

Topic: Call Center/Trouble Desk Volume Question: To ensure the contractor understands the level of volume for Call Center/Trouble Desk, we recommend the metric for this level or a reference to the metric be specified in this Note.

Recommendation: Change note to read, “Either party may request the price for the Call Center/Trouble Desk be adjusted if call volume is more than 25% over or under the expected level for a period of 12 months or more. Any adjustment would apply only to future performance. Expected average 12 monthly performance levels are as follows: Base Year: 350 – 450, Option Year 1: 450 – 500, Option Year 2 – Option Year 4: 500 – 600.”

The note has been changed to read “ 6. Either party may request the price for the Call Center/Trouble Desk be adjusted if call volume is more than 25% over or under the expected level for a continuous period of 12 months or more. Any adjustment would apply only to future performance. Expected monthly performance levels are as follows: Base Year: 350 – 450; Option Year 1: 450 – 500;

Option Year 2 through Option Year 4: 500 – 600..

4 Section B

p. B-2 thru B-7

Please provide the Section B tables within the PDF in an Excel workbook Please see Attachment J-11, B.2 Summary tab.

Section B and J-11, National Labor Rates tab , p. B-7

Regarding Electronics Technician Senior and PIDS Repair Tech & SME LCATs, per Exhibit A within Section B, the FAA requests labor hour rates for all regions, including national. However, within the J-11 Excel cost model-National Labor Rates tab, there are no lines to price for these two LCATs.

Please add lines to the cost model-National Labor Rates tab that will allow the Offerors to include labor hour rates for Electronics Technician Senior and PIDS Repair Tech & SME LCATs.

Section B, Exhibit A, has been revised to delete the National Labor Rates for these two LCATS.

No. SIR Ref Question Answer

Section B, J-4

Topic: PIDS Repair Technician and Subject Matter Expert Labor Category Question: The skills required and labor rates for a PIDS Repair Technician are different than those for a Subject Matter Expert.

Recommendation: Recommend breaking the Labor Category into 2 Labor Categories.

The title of the Labor Category has been changed in Section B, Exhibit A and Attachment J-4, Labor Categories, and Attachment J-11, Pricing Workbook.

Exhibit A to Section B and Section L

Topic: Labor Hour Rates Question: Section L does not address where to include the Exhibit A to Section B. Is this Exhibit to be included in Volume 1 Offer or Volume III Price Proposal of the offeror’s proposal? Also, if it is the responsibility of Offerors to provide the Exhibit A, can the Government please provide the Exhibit A to all offerors in excel format?

Section B, Exhibit A, should be included in Volume III Price Proposal. The excel format is available in Attachment J-11.

See instruction in L.7.1.

C-2.1.3 and C-2.5.4;

p. C-8

2.1.3(1) states “and other information pertaining to the facility and/or installed equipment and systems.”

2.5.4(12) states “and complete any outstanding inventory actions.”

Please clarify whether the intent of this requirement is for contractors to execute a complete inventory review at each facility before they perform corrective maintenance?

The intent of the Work File is to track work and items worked upon. The contractor is not required to complete an inventory of all systems at the site, however, they are required to document work done and the equipment repaired and/or replaced.

C-2.4.1;

P. C-13

2.4.1 states that “work must be completed on all of these [backlogged] service calls within 60 calendar days after the contract start date.”2.4.2 states that “completion dates for work must be negotiated […]”We recommend that backlogged service call completion dates be negotiated based on the successful offeror’s review and assessment of the nature of the service call.

Section C.2.4.1 has been amended to state that “work must be completed on all of these service calls within a completion date to be determined by the parties after contract award.”

11 C-2.5.4;

p. C-16

2.5.4(12) states “the approver will be asked to sign a copy of the work order.” We recommend the use of electronic workflow as appropriate.

Offerors are referred to Section H.1, AMS 3.1.9-1

ELECTRONIC COMMERCE AND SIGNATURE (JUL 2013).

No. SIR Ref Question Answer

C-2.8.1.8;

p. C-28

SOW states “the Contractor must notify the facility that the door infrastructure must be repaired by others before security system repairs can be completed.”

In this instance, is the Contractor exempt from the return-to-service requirements? Please clarify that the contractor is exempt from the return-to-service requirement.

H.8, RELIEF FROM RETURN TO SERVICE (RtS) REQUIREMENTS FOR INFRASTRUCTURE REPAIRS, has been added as follows: “If the Contractor identifies infrastructure repairs are necessary for supporting security operations, the Contractor may request relief from the RtS requirements.

Examples of potential door infrastructure repair needs include but are not limited to cabling, door frames, door hinges, ADA enhancements, etc. Examples of gate or barrier arm infrastructure repair needs include but are not limited to cabling, exterior sensors, rollers, pulleys, frames, and tracks. CO approval will be necessary before RtS requirements are adjusted.”

C.2.6.2.1

Topic: Schedule of Indefinite Quantity Work - Unit Priced Labor Question: Is the “Schedule of Indefinite Quantity Work - Unit Priced Labor” the same as the Exhibit A in Section B?

Recommendation: Recommend the Section B “Exhibit A Labor Hour Rates” and “Schedule of Indefinite Quantity Work - Unit Priced Labor” be referred to consistently.:

The terminology in Section C.2.6.2.1 has been amended to refer to Section B, Exhibit A, Labor Hour Rates.

C-2.8.1.9 P. C-28

SOW states “the Contractor must notify the facility that the gate or barrier arm infrastructure must be repaired by others before security system repairs can be completed.”

In this instance, is the Contractor exempt from the return-to-service requirements? Please clarify that the contractor is exempt from the return-to-service requirement.

See H.8, RELIEF FROM RETURN TO SEVICE (RtS)

REQUIREMENTS FOR INFRASTRUCTURE REPAIRS.

16 C-2.9;

p. C-29

Does the repair of the mechanical lock (less core) on the door qualify as a repair, or does only the electronic device qualify; understanding that some locks are electrified and would qualify? Please clarify requirement.

Repair of mechanical and electrical locks, less cores, are considered as qualifying for repair actions under this contract.

No. SIR Ref Question Answer

C-7 2.1.1

Topic: Response to status request with 4 hours Question: As written this requirement means that any status request must be answered within 4 hours, regardless of time of day or whether it is a weekend or holiday.

Recommendation: Change the wording to say “business hours”.

The FAA requires Return-to-Service of 72 calendar hours of some systems (i.e. access controls at Tier One facilities).

Repair status is often requested during evenings and weekends/holidays. The FAA requires repair status information within 4 hours of an inquiry for status.

Page C-7

Topic: CDRL ILS-003 Question: CDRL ILS-003, Parts Management Plan, is listed as a required CDRL but is not called out in the remainder of the SOW.

Recommendation: Please clarify if this CDRL is required and, if so, modify the SOW to address the requirements and contents of this

CDRL.

See amended Attachment J-5 for DID ILS-003 requirements.

Page C-7

Topic: CDRL MR-001 Question: CDRL MR-001, Level of Repairs Analysis, is listed as a required CDRL but is not called out in the remainder of the SOW.

Recommendation: Please clarify if this CDRL is required and, if so, modify the SOW to address the requirements and contents of this CDRL. See amended Section J-5 for DID MR-001 requirements.

Page C-7

Topic: CDRL PM-005 Question: CDRL PM-005, Contract Summary Report, is listed as a required CDRL but is not called out in the remainder of the SOW except for a reference on page C-8 which has this CDRL number but cites the Risk Management Plan Recommendation: Please clarify if this CDRL is required and, if so, modify the SOW to address the requirements and contents of this

CDRL.

Section C.2.1.2, Work Schedule, is amended to correct the reference to “PM-004, Contractor’s Risk Management Plan.” See amended Section J-5 for DID PM-0004 and DID PM-005-requirements.

Page C-7

Topic: CDRL QA-001 Question: CDRL QA-001, Quality Assurance Plan, is listed as a required CDRL but is not called out in the remainder of the SOW.

Recommendation: Please clarify if this CDRL is required and, if so, modify the SOW to address the requirements and contents of this CDRL. See amended Section J-5 for DID QA-001 requirements.

No. SIR Ref Question Answer

C-8, 2.1.3

Topic: Work file for each facility Question: This paragraph has requirements for maintaining a file that includes “manufacturer’s literature, brochures, and pamphlets;

maintenance, operator’s and parts list manuals; warranty information; a copy of all completed Service Call Work Authorization forms and job orders; and other information pertaining to the facility and/or installed equipment and systems. Will the Government be providing the manuals, warranty information, and information on the installed systems?

Recommendation: Rewriting to separate out what information the contract will generate and save versus what the Contractor will keep if provided by the FAA as GFI.

The Government will provide manuals for existing equipment, if available. The Contractor is not responsible for providing manuals of equipment already installed by the Government. The Contractor will be responsible for receiving and managing manuals provided by the Government. The Contractor will be responsible for providing COTS O&M manuals of new equipment installed or replaced during repair actions.

C-16, 2.5.5.1

Topic: Tier 1 “work continuously” Question: As worded this paragraph requires that the contractor cannot leave the site until the repair is completed. If parts are required, this paragraph, if taken literally, would require the technician to stay on site until the part arrives.

Recommendation: Please clarify the intent and wording of this paragraph.

The Contractor must meet the RtS requirements.

Continuously refers to the RtS requirement and does not require the Contractor to physically be on site from the beginning to end of the RtS period. The Contractor may not count hours away from the site during the RtS period as not counting towards the RtS requirement. See amended Section 2.5.5.1 for clarification.

C-18 to C-20,

2.5.5.2 and 2.5.5.3

Topic: Differentiation between Air Traffic and Non-Air Traffic calls.

Question: The List of Facilities provided as Attachment J-1 does not provide a differentiation between Air Traffic and Non-Air Traffic facilities. Will the FAA provide a List of Facilities with this information at Contract Award?

Air Traffic facilities are presently limited to ARTCC, ATCT, TRACON, and ARSR facilities. See amended to Section

C.5.0, DEFINTIONS.

C-21 and C-22, 2.5.8

Topic: Travel costs recorded against work order within 10 days of completion.

Question: The paragraph requires that all travel costs be compiled against a work order within 10 days. This could be an issue due to accounting cycles of both Prime and Subs. Can this paragraph be revised to allow for travel costs to be added to the work order record no later than 10 days after costs have been received? Agreed. See amended Section C.2.5.8.

No. SIR Ref Question Answer

Section C, para 2.12

Topic: Test Bed Question: Since the SOW requirement is that the “contractor may recommend the development and assembly of a …” it appears that the development and assembly of a test bed is optional for the contractor. In addition, there are no Section L requirements or Section M evaluation criteria for Section C, para 2.12, except to provide a firm fixed price for CLIN 0900 based period only. How does the Government intend to evaluate the test bed if there is no information required by the offeror (except an FFP $)?

Recommendation: Recommend the Government only include an unpriced CLIN for test bed as a placeholder in the Solicitation so that it is available after award if the Government and contractor chose to exercise that option.

Agreed. A price is not required for the Test Bed. Section B, CLIN 0090, and Attachment J-11 have been amended.

RFP Reference:

Section C, para 2.12

Topic: Engineering Change Proposals Question: The SOW requires the implementation of an effective engineering change control program. However, offerors are only to price CLIN 0090 as a fixed price for the base period only. How is the contractor to be reimbursed for engineering change proposals after the test bed is accepted by the Government?

Recommendation: Recommend the Government only include an unpriced CLIN for test bed as a placeholder in the Solicitation so that it is available after award if the Government and contractor chose to exercise that option.

See Question 26. The contractor will be reimbursed for solicited engineering change proposals pursuant to the CHANGES clause.

F-2, Section F.3

Topic: Base period Question: The start date is listed as Contract Award + 90 days. Is this reflective of a 90-day transition period? Please clarify.

Also, please clarify that the Base Period is 365 days inclusive of a 90 day transition period.

Section F, F.3, PERIOD OF PERFORMANCE has been amended to reflect a maximum period of performance of 60 months.

29 G.6;

p. G-2

G.6.c references section G.4 for invoicing instructions. Please confirm this reference was intended to be to section G.7. Revise G.6.c by changing the reference to G.4 to be a reference to G.7.

Section G, G.6, CORRESPONDENCE PROCEDURES, has been amended to correct the reference.

No. SIR Ref Question Answer

H.2 and L6.2.3

Question: Section H.2 indicates there are 3 key personnel and Section L.6.2.3 requests resumes for all key personnel, but only list the Program Manager and Security System Specialists. Please clarify how many resumes and which positions are required.

Recommendation: Please clarify key personnel and resume requirements

Section H.2, AMS 3.8.2-17, KEY PERSONNEL AND FACILITIES (MAY 1996) has been amended to delete Logistic Specialist from the Key Personnel.

H.2 and L.6.2.3;

pp. H-1 and L-10

H.2 lists key personnel as: Program Manager, Security Systems Specialist, and Logistics Specialist. L.6.2.3 states “Key Personnel (Program Manager and Security Systems Specialists).” Please clarify whether key personnel requirements include Logistics Specialist.

Update Section H.2 and L.6.2.3 to reflect the same key personnel. See Question 31.

I-1

The FAA includes the subcontractor cost or pricing data clause requirement within the solicitation. For clarification, is the Offeror to include separately priced subcontractor pricing volume(s) (Volume III)? Please clarify if FAA would like for Offeror’s to include subcontract pricing.

Separately priced subcontractor pricing volume(s) are not required. AMS 3.2.2.3-25, REDUCING THE PRICE OF A

CONTRACT OR MODIFICATION FOR DEFECTIVE COST OR

PRICING DATA (OCT 2011) and AMS 3.2.2.3-27, SUBCONTRACTOR COST OR PRICING DATA (JUL 2004) have been deleted.

I After review of the SIR, it is noted that the Davis-Bacon clause was not included. We recommend the inclusion of the Davis-Bacon clause to ensure fair and reasonable compensation equity for electrical cable specialists.

Section I, Contract Clauses has been amended to include

AMS 3.6.2-18, DAVIS BACON ACT (APRIL 2017)

Section I Topic: I.6 Option to Extend the Term of the Contract Question: Will the Government be providing the fill-in for paragraph (c)?

I.6, AMS 3.2.4-35, OPTION TO EXTEND THE TERM OF THE

CONTRACT (APR 1996), has been filled in.

No. SIR Ref Question Answer

Section I Topic: AMS 3.6.2.30 Fair Labor Standards Act and Service Contract Act – Price Adjustment Question: We believe Attachment J has specific and separate columns for Direct Labor Rate and H&W Benefit so that it can be determined that an Offeror proposed Service Contract Act labor categories commensurate with the applicable DOL wage determination. If the Offeror is only to provide one rate to represent all of the FAA locations in a particular region, how will the Government determine compliance with this clause (3.6.2.30) if offerors are proposing a blended/composite rate?

Per Section M.4.3, Price Evaluation, the Price Evaluation Team will verify that the Offerors’ and subcontractors’ proposed base labor rates (wages) and fringe benefit (Health & Welfare) dollars are no less than the applicable prevailing rates for the applicable DOL wage determinations. Section L.7.2, VOLUME III – SECTION 2 – PRICING METHODOLOGY, has been amended to state that the narrative needs to demonstrate that the Offeror is in compliance with the WD rates for each location.

36 Page J-1, Attachment J-5

Topic: CDRLs and DIDs Question: Attachment J-5 provided with the solicitation has a list of CDRLs but no DIDs. Please provide the DIDs as part of the solicitation. Attachment J-5 has been amended to include DIDs.

J-4

The FAA lists Data Entry Clerk, Program Control Specialist and Program Management Specialist as relevant labor categories but do not offer a description of these LCATs. Please provide a description of these LCATS include education, minimum experience requirements, and job position requirements.

Attachment J-4 has been amended to delete these Labor Categories.

J-4

The numbering for the LCATs skips from number 4 to number 7. Are the numbers 5. and 6. Missing or an oversight? Please add LCAT descriptions for 5. and 6. or correct the LCAT numbering.

Attachment J-4 has been amended to correct the numbering.

J.11 Final Cost Model

Topic: Fee/profit Question: Does the Government want the offeror to show fee/profit on the J.11 form? If so, how does the Government want the offeror to reflect the fee/profit on the form?

Time and Material Labor Rates should include profit.

Attachment J-11 should reflect a fully burdened T&M rate, including all applicable indirect burdens and profit. The direct (base) labor rate and H&W benefit are listed separately to ensure compliance with the Service Contract Act.

Section K

Topic: K.2 Minimum Offer Acceptance Period Question: There appears to be a typo in paragraphs (c) and (d).

Shouldn’t the Government have filled-in the number of days in paragraph (c) instead of paragraph (d)?

Section K.2, Minimum Offer Acceptance Period has been amended to correct the error.

No. SIR Ref Question Answer

L.3

Topic: Volume I Numbering Question: L.5.4 lists Responsible Prospective Contractors as Section 5, but the table on page L-3 lists it as Section 4.

Recommendation: Confirm Offerors should follow the numbering in the table.

Section L.5 has been amended to correct numbering of the paragraphs and sections.

Section L, L.3 Instructions for Preparation and Submission

Topic: 4 spiral bound copies Question: Will comb bound copies of the proposal be acceptable as a spiral bound substitute?

Recommendation: Allow spiral bound copies as a comb bound substitute.

Section L.3 has been amended to allow comb bound copies or spiral bound copies.

L.3

It is stated in the SIR that both the prime contractor and subcontractors must complete Contract Clauses 3.1.7-6, Disclosure of Certain Employee Relationships and 3.10.2-2, Subcontracts (Cost- Reimbursement and Ceiling Priced Contracts) include these in Volume I, Section 2. We did not find these clauses in the SIR. Please provide the referenced clauses 3.1.7-6 and 3.10.2-2 or a link to access.

See Section I.17 for full text of AMS.3.10.2-2, Subcontracts (Cost-Reimbursement and Ceiling Price Contracts) OCT 1996. Section L.3 has been amended to delete the reference to AMS 3.1.7-6.

L.3, L.5.4

pp. L-3, L-5

Section L.3 states that Section 4 is entitled “Responsible Prospective Contractors yet in Section L.5.4 it is titled Volume I, Section 5. This is also true for the SIR Sections 6, 7, and 8. Please clarify or correct the proper numerical section for Responsible Prospective Contractors, Organizational Conflict of Interest Mitigation Plan, Small Business Subcontracting Plan, and Minimum Experience Qualifications. Section L.5 has been amended to correct the discrepancy.

Section L, 3.2.2.3- 15 Authorized Negotiators

Topic: Authorized Negotiators Question: Where does the Government want us to include this information? It is not specified for any particular volume.

Completed clause is to be included in Volume I, Section 1.

See amended Section L.5.1.

46 Section L.5.6 Volume I, Section 6

- OCI

Topic: Applicability Question: Is it correct to assume that an OCI Plan is not required if there is no known actual or potential OCI of the Offeror and its subcontractors?

Correct. As stated in L.5.6, The Offeror must submit and Organization Conflict of Interest Plan (if applicable) …

No. SIR Ref Question Answer

L.6

Topic: Compliance Matrix in Page Count Question: Can the Compliance Matrix be excluded from the page count?

Recommendation: Recommend excluding the Compliance Matrix from the page count.

Section L.6 has been amended to exclude Compliance Matrix from the page count.

48 L.6.1 and L.6.1.1; p L-3

L.6.1, Management and Transition Approach seems to duplicate much of the same content as L.6.1.1. Please clarify the content you desire for L.6.1.

L.6.1 describes Section 1, which consists of the four subsections as detailed, and has been amended to clarify.

49 L.6.2.2;

p L-9

Please confirm that the sample reports are excluded from the 40-page limit for this section. Clarify requirement.

Section L.6 has been amended to clarify that the sample reports are excluded from the 40 page limit.

50 L.6.2.3

p. L-10

Please confirm that the resumes and letters of commitment are excluded from the 40-page limit for this section. Clarify requirement.

Section L.2 has been amended to clarify that resumes and letters of commitment are excluded from the 40 page limit.

Section L.6.2.5 Logistics Support

Topic: Call Center/Trouble Desk Volume Question: Since the call volume is stated in the RFP in terms of a monthly range, please clarify the basis of adjustment if the call volume is “more/less than 25% over a 12 month period”? Is the contractor to assume that the adjustment will be based on the average of the range? For example, the base year monthly average of 350 to 450 calls is 400 calls per month multiplied by 12 months for annual expected call volume of 4,800. Are bidders to assume the equitable adjustment would apply when the call volume reaches 25% greater or less than the 12 month total average of 4,800 – this would be greater than 6,000 or less than 3,600? To ensure the contractor understands the level of volume for Call Center/Trouble Desk, we recommend the metric for this level or a reference to the metric be specified in this Note.

Recommendation: Please clarify and provide example (if different than above) of how an equitable adjustment would be calculated. See answer to question 3

No. SIR Ref Question Answer

52 L.6.2.6 ;

p. L-11

Please clarify whether the ISO certification documentation is excluded from the 40-page limit for this section. Please clarify requirement.

Yes, the ISO certification or registration proof is not included in the 40 page limit for this section. See amended Section L.2.

53 L-3 and L.6;

pp. L-3 and L-8

Table in section L.3(c): Volume II Section 1 includes three subsections, however instructions in section L.6 break the requirement out into four subsections. Please clarify. Please update either L.6 or the table on page L-3.

The table at Section L.3 has been amended to correct discrepancy.

L-3 and L.6.3.2;

pp. L-4 and L-11

Table in section L.3(c) lists ‘Section 3.2, Past Performance Questionnaires’ as a required proposal section, however instructions in section L.6.3.2 state that questionnaires are sent from the customer directly to the FAA contracting office.

What is required to be included in section 3.2 of proposal responses? Clarify requirement to describe what is required in proposal section 3.2.

L.6.3.2 has been amended to clarify that the proposal should include the names of the customers the FAA should expect responses from.

L-13, L.7.1, and Attachment J.11

Topic: Attachment J.11 does not allow for entry of fully burdened rates + fee.

Question: Attachment J.11 does not allow for the entry of fully burdened rates plus fee. It only provides columns for direct labor and H&W benefit.

Recommendation: Revise Attachment J.11 to use full priced T&M rates and require bidders to provide backup data to show that the rates provided cover the SCA WD rate plus the proscribed H&W benefit or allow contractors to modify Attachment J11 to be compliant with their disclosure statement.

Attachment J.11 allows for the entry of the fully burdened rates plus fee. The Offeror should fill in the fully burdened rate (not make a calculation). Calculation occurs in Columns G and H, not F. See answer to Question 39.

No. SIR Ref Question Answer

L.7.1

p. L-12

The FAA has listed Spare Parts as a NTE amount for all five contract periods. Please explain how this reflects an LPTA acquisition if vendors cannot negotiate preferred pricing with its equipment suppliers to achieve greater price reductions and, in some cases, negotiate preferential pricing agreements on parts which are currently being installed for the FAA. Spare parts represent approximately 36 percent of the estimated total contract value, thus representing an area for significant cost variances. Revise the pricing instructions to enable each vendor to price the Government’s inventory of spare parts, enabling the Government to compare these price points amongst all offerors.

The Offeror is expected to negotiate preferred pricing with its equipment suppliers. The NTE provides a level playing field for Offerors as the quantity of parts and future pricing of COTs items is unknown.

L.12

Topic: Non-Government Personnel Participation Question: Is there an OCI Plan that prohibits PolyCon from being an offeror, teammate/subcontractor, or assisting an offeror in any manner? Are there personnel restrictions that prohibit their employees from working for a competing offeror or teammate/subcontractor or assisting another offer?

Government and non-government personnel with access to source selection information and proceedings are prohibited from disclosing source selection sensitive information and must execute a certificate of nondisclosure as appropriate. Per AMS 3.1.7, Organizational Conflicts of Interest, the policy of the FAA is to avoid awarding contracts to contractors who have unacceptable organizational conflicts of interest. No organizational conflicts of interest have been identified related to this acquisition. Support contractors working on the procurement are prohibited by the NDA/COI agreements, as well as terms of their contract with the Government, from participating as or with an Offeror on the procurement.

M.2 Basis for Award

Topic: Risk evaluation Question: If the risk assessment is inherent in the technical ratings, can an offeror be evaluated with risk and still be considered Acceptable?

Section M, Factor 9, Past Performance

Topic: Adverse past performance Question: Since the questionnaire is somewhat subjective and past performance will be evaluated as Acceptable/Unacceptable, will the Government afford the offeror the opportunity to respond to any adverse past performance it receives either by questionnaire or otherwise?

Section M.4.1, Factor 9 – Past Performance, has been amended to state that Offerors will be afforded the opportunity to respond to adverse past performance information.

RFP Reference: B-2

Topic: Scope of CLINs x010 and x030 Question: The SOW reference for CLINs x010 and x030 is shown as “Various”. This results in ambiguity as to what scope of work from the SOW bidders must include in their FFP pricing and could lead to a large disparity between bids received by the FAA.

Recommendation: Recommend that the FAA clarify their intentions on what scope of work should be covered under x010 vs. x030. This could be done by stating what SOW paragraphs/requirements are to be included in the fixed price or by specifically stating what CLIN x030 covers (e.g., x030 only covers Corrective Maintenance work performed by the labor categories included in Attachment J-11.

CLINs X030 only covers repair action labor specific to Work Orders issued and work completed at the repair site. CLINs X010 refers to Program Management duties including support from admin, logisticians, and security specialists .See amended Section B.1, Note 1 and Note 2.

Topic: National T&M Rates for Program Management Labor categories Question: Schedule A includes T&M rates for Program Manager, Security Systems Specialist – Senior, and Administrative Support.

What is the intent of including these as T&M labor categories and how would these positions charging to T&M CLINs reconcile with the requirement in Section G that all T&M costs have to be tracked to the service request order number?

Recommendation: Please clarify under what circumstances these labor categories would be expected or allowed to bill to a T&M CLIN and how billing to the service order number would be expected to be handled.

These rates are to be provided for information purposes only. At this time, the contractor is not expected to bill for these labor categories under T&M CLINs.

Attachment J-8, Wage Determinations

Topic: Contractor Compliance with labor rules, laws and regulations Question: The wage determinations provided with the Solicitation are outdated in some cases (i.e. WD 15-4193, Rev 12/30/2016 is in Solicitation; DOL website shows WD 15-4193, Rev 03/14/17). Is it the Government’s intent that offerors propose using the outdated wage determinations with the expectation of an equitable adjustment upon award or is it the Government’s expectation that offerors propose the most recent wage determinations published by the Department of Labor as of the Solicitation issue date?

Recommendation: Given this is an LPTA evaluation, recommend the Government provide consistent instruction to all offerors.

Offerors must comply with the wage determinations issued with the SIR. Offerors are encouraged to bring any outdated wage determinations to the CO’s attention, and the SIR will be amended accordingly. See amended Attachment J-8.
