SECTION 00 20 10 - SUPPLEMENTARY INSTRUCTIONS TO BIDDERS

PART 1 – GENERAL

1.1 BIDDER SITE VISIT

A. Perspective bidders are invited to attend a site visit arranged by the Contracting Officer prior to bidding this project. Perspective bidders have limited opportunities to confirm measurements, site conditions, and details of work. This site visit provides that opportunity.

B. Perspective bidders shall confirm measurements and details of work.

C. Any contractor who fails to submit all information as requested will be subject to rejection.

D. It is recommended that perspective bidders confirm their proposed ground operations with Denver International Airport (DIA) Operations during the site visit. Security and access onto DIA has restrictive requirements and involves a lengthy process for security and movement approval. Go to DIA’s Official Website: business.flydenver.com, navigate to Tab Business Services, tab down to Security & Badging.

E. Any contractor who fails to the security and insurance approval for access onto DIA after NTP will delay the project and may be subject to contractual delays.

SECTION 00 73 01 – SITE SUPPLEMENTARY CONDITIONS

PART 1 - GENERAL

1.1 SECTION CONTENTS

A. This Section contains Supplementary Conditions to the Contract for Construction, which are requirements specific to this project site and location.

1.2 COORDINATION AND ACCESS TO SITE.

A. General Area Requirements: Contractor shall confine all operations, activities, storage of materials, and on-site-parking within the designated areas as indicated at the pre-bid walk through. Additional space the Contractor deems necessary for the Work shall be obtained off-site at no additional cost to the Government.

1. Access Route: Access to the site for the Contractor, sub-contractors, employees, deliveries, etc., shall be only via the exact authorized access route designated at the Pre-Construction Meeting.

2. Driving or walking on airport runways, aprons, taxiways and ramps ("AOA"), is STRICTLY PROHIBITED and would be deemed trespassing subject to prosecution.

3. Vehicle Capacity: Vehicles transporting materials shall not be loaded beyond the capacity prescribed by Federal, State and Local law.

4. Obstructions: Obstruction of existing roadways, driveways, parking lots, and airport pavement areas is prohibited.

B. Airport Property Access: If access to anywhere within the airport security fence, other than the project site and the designated access route, is required, the Contractor shall, with 48 hours minimum notice, coordinate with the FAA RE/COR and request access permission. The FAA RE/COR will provide communication and coordination with Denver International Airport (DIA) and the FAA's DEN ATCT organization.

C. The airport authority may grant specific incursion permission to the Contractor with conditions, locations and durations noted and may require full-time escort by airport security personnel. The DIA Project Manager - Facility Services, Mr. Steve Karst, Airport Infrastructure Management (AIM), Airport Office Building, 7th Floor, 8500 Pena Blvd. Denver, CO 80249, (303) 342-2690, email: steve.karst@flydenver.com.

D. Written concurrence from the FAA RE/COR is required prior to any incursion. If an AOA incursion or proximity is required for the Work, specific written permission from the FAA RE/COR, DIA and FAA DEN Air Traffic, is required for each and any proposed instance of AOA incursion, and specific obstruction warning flagging and lights on vehicles, driver training, and escort will be required.

00 73 01 – SITE SUPPLEMENTARY CONDITIONS PAGE 1 OF 5

E. Work on Adjacent Properties: Coordination and notification of any work outside the area of work shown on the Drawings shall be at least 14 days in advance of the planned work.

F. Damage to the Site or to Adjacent Properties: Damage caused by the Contractor's activities to existing paving, lawns, curbs, sidewalks, and interior/exterior of adjacent buildings shall be repaired to the original condition. All costs of repairs shall be paid by the Contractor. After notice to proceed and prior to the start of construction, the Contractor and FAA RE/COR shall conduct joint inspections of the existing areas affected by and adjacent to the Construction. Existing damage/defects shall be noted and will be used as the basis for determination of damages caused by the Contractor's operations.

G. Contractor's On-Site Storage: The Contractor shall assume full responsibility for the protection and safekeeping of products stored on the site.

H. Government Access to Areas of Work: The Government reserves the right to enter areas of Work during the work for work inspections and for work administration and engineering functions. The Contractor shall cooperate and provide the FAA routes and means for access to all portions of the work.

I. Work Hours: See Specifications Section 01 10 00 - Summary of Work for the days and hours within which on-site work can be done and for the provisions and arrangements necessary for off-hours work.

J. Security Requirements: If requested by the FAA RE/COR, the Contractor shall provide to the FAA RE/COR, at least seven (7) days prior to Pre-Construction Meeting, a list of contractor's personnel who will require access to the project site. The list shall be kept current during project work.

K. Denver International Airport Security and Badging requirements are very strict and explicit. The Contractor will follow all requirements in a timely manner since the process for access onto the Airport Operations Area (AOA) is lengthy process for security badging and vehicle driving privileges. From past experience, the Contractor will expect several visits (expect 30 day process) to the Security Badging Office for finger printing (scheduled appointments), testing, and Security Manager (see below).

The Contractor can expect to plan for budgeting purposes a $10,000,000 vehicle insurance policy (approximately $10-15 thousand dollars). It is recommended that perspective bidders confirm their proposed ground operations with Denver International Airport (DIA) Operations during the site visit. Go to DIA’s Official Website:

business.flydenver.com, navigate to Tab Business Services, tab down to Security & Badging.

L. In the initial process for Security and Badging process, the Contractor and FAA Project Engineer and/or Resident Engineer will coordinate the FAA’s Denver System Support Center (SSC) Manager for sponsorship for access to Denver AOA and to the DEN

ATCT.
